Q. Is there a law in california that prohibits a mobile home owner from renting out part or all of a mobile home ? Can a "mobile home park management" prevent a mobile home owner from renting out part or all of mobile home ?

Check your agreement or other homeowner docs regarding the park.  Some allow rentals, others do not.

Mobile Home Parks has many Rules in their Conditions, Covenants and Restriction Guidelines(CC&R). Some are Age specific such as: 55years or Older, or Each potential Mobile Home Buyer need to be approved by the Mobile Home Park. Most Mobile Home Parks Lease out the space to the mobile Home owner, and have rules they must abide by.
