Q. What is the right amount to offer on a home, without insulting the homeowner?

If you are using a buyer's agent, then they can pull comps for you and explain the data and trends in order for you to make a good starting offer no matter what the listing price is. It's all about comparable homes in the area. Or, you can do some sold research on Zillow and see what recently sold. By recently I mean the last 3 months, not last year. Look at the photos carefully to make sure you are looking at sold homes that compare to the home you want to make an offer on.

Unfortunately, depending on the seller -- there may not be any number under the list price that will not "insult" him.  That said, your agent should be able to help you come up with a fair/equitable offer price.

Depends on the seller and the condition.  Let them submit what they want and tell the other agent, not to shoot the messenger.  Sooner or later a blind squirrel finds an acorn.
