Q. Looking for Flat rate buyers agent licensed in MD, please quote the per hour / number of hours for submitting a bid, alongside the cost for buying a 1) pre-owned home 2) new home from builders. You don't have to wast time driving me around in hopes of someday I will buy a house. Intend to buy in next couple of months with pre-approval in hand.

Hi, I have never heard of a flat rate buyer's agent. Sellers/listing agent typically offer a cooperating commission to the buyer's agent. Thus, the buyer pays no commission for services rendered and representation is essentially free. 

Most brokerages charge an admin fee which varies between $200 and $400 but a few smaller companies do not even charge that.
