I am hearing buyers ask "What Should I offer?" every day on Bank Owned Properties. What you need to remember is that the Bank wants to sell. They are listing the homes below appraised value. But how can you be sure? Every bank orders Broker Price Opinions, BPO's on their inventory monthly. They want to know if the market is trending one one or the other. Then they price accordingly. SAT Scores in Loudoun County Rise for Second Year  
 SAT Scores posted by Loudoun County students rose 18 points in 2009, following a 15 point gain in 2008.  
Posting SAT Scores well above the State of Virginia and National averages, Loudoun County students posted higher scores in all three categories of reading, writing and math.   
Reading up from 525 to 533 Writing up from 519 to 525 Math up from 531 to 535

What Happens To Your FICO Score When Your Credit Card Limit is Reduced? - 02:03 PM
Approximately 1/3 of your FICO score is based on how much of your available credit you are using.  This is called your "credit utilization".
The higher the utilization rate you have… the lower your credit score.  The credit scoring models view this as you getting closer to maxing out your credit lines and becoming a higher risk.
Example..  If you have a $10,000 credit line and carry a balance of only $2,500 you have a credit utilization measure of 25%.  If your credit limit is then cut by your credit card issuer to $5,000 then you jump to a credit utilization … (0 comments)

Mortgages Cost More Than Home Value For 1 in 4 - 02:07 PM
Nearly a quarter of all homeowners are sinking under a mortgage that is bigger than the value of their home.
Even Worse, that figure could rise to as much as 30% by the middle of next year as job losses and foreclosures climb.
In the city, those who owe more on mortgages than their homes are worth climbed to 12.5% in the second quarter from 10.3% in the first three months of the year.
Homeowners are being hurt by price declines. The estimated median value for single-family homes slid 12% from a year earlier in the 10th consecutive quarterly decrease.
