Mortgage Assistance available for unemployed homeowners - 02:23 PM

Perhaps someone has been reading my posts about the impact of unemployment in the distressed markets.    It may not be the direct help that is required (i.e. more employment) but it is assistance in the form of up to $1,500 to those who are unemployed and at risk of foreclosure.  42,000 of California’s unemployed may  benefit.
California is earmarked to receive $476M to help the unemployed.
As with any Federal program, the particulars will be announced in the future, but it looks like November 1 is when the program is slated to go live.

Global Market... - 11:08 AM
Global equity markets were lower last night and pushed the US key indexes down, the 10 yr note +8/32 at 2.81% and mortgages at 8:30 +3/32 (.09 bp). Asian stocks posted their worst day in 6 weeks on Chinese trade data as export/import growth slowed in July. Early this morning the National Federation of Independent Business data showed that small businesses are still not hiring, still concerned with the economic outlook and worried over what will come from Washington on health care and taxes. Fed's Move - 11:09 AM
Not only the Fed’s moves yesterday that is rattling markets today, the National Federation of Independent Business released their July report on small business outlooks and it wasn’t good. Small businesses according to the data are not about to start hiring, worrying about all the unknowns coming from the boobs in Washington (health care, taxes and tight credit). Small businesses, defined as businesses that employ less than 500, see little sunshine in the near future and rightfully have little reason to hire. When we look at the NFIB report and the Fed’s actions yesterday the picture being painted isn’t pretty.

Rates are Falling - 11:09 AM
How much lower will mortgage rates fall? How much lower will the bellwether 10 yr note fall? How long will it take to drive rates to their absolute lows? Obviously most of it depends on the economic outlook and as the calendar ticks off, what can be expected from the Nov elections. In the meantime the Fed will continue to buy treasuries (5 yr and 10 yr notes primarily), the speed of which depends on the principle paybacks on the $1.25T of MBSs the Fed owns. Market Economic Outlook - 11:11 AM
Most in the equity arena were willing to ignore the facts that unemployment and huge declines in consumer wealth would drag the recovery down; meanwhile the bond market wasn’t buying that view and rates fell. Although the data has been more negative, the bullish idea that we could have an increasing recovery lead by improved earnings from businesses but without the consumer drove equity prices up (or at least held them from declines), has been dashed on the rocks of reality. Economic improvement cannot gain traction without increased consumer spending, and so far consumers are not joining in Wall Street’s dream. … (1 comments)

Jobless Report... - 11:15 AM
Initial jobless claims rose by 2,000 to 484,000 in the week ended Aug. 7, the highest level since mid February, Labor Department figures showed today in Washington. The number of people receiving unemployment benefits dropped, while those getting supplemental benefits surged by 1.34 million reflecting the government’s extension of eligibility.

Morning treasury update.... - 11:45 AM
Treasuries and mortgages started a little weaker early this morning after very strong declines in rates over the last few days; mortgage rates however have lagged the decline in treasuries but still have improved. At 8:30 weekly jobless claims put a bid in treasuries and sent stock indexes lower; claims were widely expected to be down 12K to 14K but were again higher, up 2K to 484K. Last week’s claims were revised up, from 479K to 482K. Continuing claims did decline, from 4.57 mil last week to 4.452 mil this week.
