It's important to understand that the underwriting lender is permanently responsible for the appraisal supporting the subject property, regardless of the type of loan (conforming, FHA, you name it). Subsequent purchasers of the loan (and agencies backing the loan) can and do hold the underwriting lender responsible for the appraisal. If there's a problem with the loan down the road, the underwriting lender can be forced to buy it back if they allowed any exceptions on the appraisal.
