My phone lines were all red today with repeat clients wanting to refinance to 4.5%. It was all over the news, at least that is what they heard. The word even got a couple of fence sitters moving on purchases.

Today the ISM index was posted at 39.8% and was the lowest since September 1982! It was estimated we would be around 42 which is far worse than expected.
