When buyers shop only for rate the often miss the big picture. Many advertised loan rates include an standard assumed point, check the APR. In today's rate environment most people will be better off taking a slightly higher rate and using the funds to pay closing costs. The return in rate rate improvement is not substantial enough to warrant paying the point unless you know it is the last home you will ever own. As a rule of thumb if you can not get a half point improvement on rate it is not worth paying the point.
