Changes are effective for case numbers assigned on or after April 15th, 2010. New upfront mortgage insurance premium (UFMIP) will be 2.25% for all purchase and refinance loans. The premium for H4H and HECM is 2.0%. H4H = Hope for Homeowners HECM = Reverse mortgages This change applies to all standard FHA Single Family Programs except the following: Title I, Section 247-Hawaiian Homelands, Section 248-Indian Reservations, Section 223e-Declining Neighborhoods or Section 238c-Military Impact areas in Georgia and New York.

Senior citizens are recruited through television, radio, billboard, and mailer advertisements, to commit the fraud primarily through equity theft, foreclosure rescue, and investment schemes. Equity theft schemes are the most common method used by mortgage fraud perpetrators.

What are first time home buyer programs and how do they benefit the first time homebuyer?

 
The only first time home buyer "benefits" I am aware of is the tax credit and California's state housing assistance grants. (And other states too_of course!) Other than these there is no special provision for a first time home buyer and some of the lenders who advertise first time home buyer programs aren't even familiar with the state grants.
* The few actual programs that are limited to first time home buyers limit the amount of income you can make and limit the purchase price.

Bankruptcy courts are being used to defraud homeowners facing foreclosure.
 
How it works:
Distressed homeowners are lured through advertisements that claim to assist them from losing their home.  The homeowner pays a non refundable up-front fee, typically ranging from $200 to $1,000.  In many cases the homeowner is convinced to stop talking to their lender and told they must make regular monthly payments to the Rescuers.
The Rescuers direct the homeowner to complete the necessary paperwork which includes signing a bankruptcy petition.
