COLOUR Prince Edward Island's fiscal picture the same shade as its soil:
bright red.

Robert Ghiz's majority ruling Liberals tabled their second deficit-ridden
budget in a row on Wednesday, directing enhanced revenues to addressing
health care, education and social services rather than balancing the books.

According to the Charlottetown Guardian, the Liberal government chose to
continue posting a deficit in spite of having millions of dollars more in
revenues from both federal and provincial sources. An extra $57 million is
expected from provincial taxes, user fees and services, licences and
permits. Smokers started coughing up $5 more per carton of cigar-ettes on
Thursday in hopes of generating $5 million in new revenue.

However, small business owners across the Island got good news, with their
corporate taxes dropping 1.1 per cent this year and a further 1.1 per cent
next year.

Ottawa will increase transfer payments this fiscal year to Canada's
smallest province by more than $40 million. The Guardian points to $28
million more in equalization, $9 million extra in infrastructure and $4
million more in health funding.

The Liberals defend more red ink. "Right now, we're adjusting for some of
the problems we inherited (from the previous administration)," said
Treasurer Wes Sheridan.

The Grits replaced Pat Binns' Tories in last year's election, and soon went
into the red. The 2008-09 budget tabled Wednesday forecasts a deficit of
close to $35 million, worse than the $37-million shortfall posted last
year. The two deficits will boost the net debt to an all-time high of $1.4
billion, meaning every man, woman and child in P.E.I. owes about $10,140.

The Island has the dubious distinction of being the only province posting
deficits. Mr. Sheridan said the red ink is necessary, but vows to balance
the books over the next two years. With some economists forecasting tough
times ahead, perhaps even a recession, fulfilling such a pledge may be
easier said than done.

Given the Island's dependence on tourism, that sector could be in for a
rough ride should the value of the Canadian dollar remain high and gas
prices continue to soar. Provincial revenues may be forecast to rise, but
that could change should the economy worsen. An economic slowdown
nationwide could also have an impact on equalization payments to P.E.I.,
adding another challenge to breaking even.

Unlike Nova Scotia's minority Tory government, the Ghiz Liberals are firmly
in charge, holding all but three of the legislature's seats. Their plans to
post more red ink will easily pass, but only time will tell whether
deficits are in the best long-term interest of Islanders

Although lobster is king of the waters off Prince Edward Island, about 30 other fish and seafood species are caught, notably cultivated mussels, herring, bluefin tuna and the renowned Malpeque oysters. Prince Edward island is known for its beauty, and over 800 km of beaches. Tourism has become a major industry on the Island and the new bridge to the Mainland has increased its tourist potential. PEI is the home site of Lucy Maude Montgomery, author of the 'Anne of Green Gables' and other books, and has become an international tourist phenomenon with people from all cultures coming to participate in cultural events and fairs.
