Ah, the lazy days of summer are upon us, except the real estate office has been very busy indeed! As I write this, we have had 38 sales since January 1^st! 2008 had 33 sales for the year....

Property Tax Limit: The State Constitution generally limits the maximum annual increase in the assessed value of nonhomestead property to 10 percent annually. This proposed amendment reduces the maximum annual increase in the assessed values of those properties to 5 percent annually.

Boynton Beach - Quail Ridge Country Club opens Business Center

Have you heard the news? We have a beautiful new home! Our entire staff joins me in thanking and congratulating the membership on the completion of the new Business Center. This 12,000 sq.ft. building now accomodates real estate, property owner's association, accounting, administration and management offices for Quail Ridge. We have modern, efficient offices and ample meeting space.

The real estate market continues to be challenging. Quail Ridge currently has 26 sales year to date. In light of the market conditions existing in South Florida and across the country, this is actually very good. As of this writing, Quail Ridge Realty has 70 listings, which is still only a little over seven percent (7%) of the total homes in Quail Ridge.

What determines a home's value? Typically, it is what a buyer is willing pay for a certain property that dictates the market conditions. Property prices rising and falling are guided by the number of buyers willing to purchase (demand) in the marketplace in proportion to the number of available properties (supply). If there are a number of other properties that a buyer may choose from simultaneously available on the market, then the seller may well be willing to accept a lower than asking price in order not to lose the buyer to another competing property.

At the moment, our supply exceeds the demand. So, what's a seller to do?

Price competitively from the beginning.
Look at recent comparable sales (price, condition and location) to determine your price. (Anything sold more than 6 months ago is not recent.)
Let go of the past
Expect to be negotiable, flexible and patient.
Present your home in tip-top condition.

As the new Real Estate Director at Quail Ridge Country Club Realty, I am really enjoying this community and all it has to offer. Quail Ridge has two championship golf courses, 16 tennis courts, a fitness center, clubhouse and all the world-class amenities one would expect from a privtae, member-owned country club community in South Florida.

The best part of Quail Ridge? Truly, it has to be the people! The slogan here is "Championship Golf...Championship Neighbors" - and I am finding that to be absolutely true. I have experienced such a warm welcome from the club members. People who recently have moved in tell me the same thing as well. Ah - the million dollar question! I get asked this almost everyday, and the answer is............... maybe! The real answer is there is never a "good" or "bad" time that applies to all buyers/sellers and their situations. That question can only be answered for each individual, depending on their current goals & circumstances.

Real Estate is a long-term investment. The boom created a misconception that real estate is a high yield, short term investment. It's not, so don't treat it as such or get "caught-up" in the news. For most people, real estate, either through their homes or additional investment properties, provides an excellent investment. Choose wisely, and you will be happy with your investment for years to come.

In today's market, buyers have more choices & favorable interest rates. That just might make it a good time to invest in real estate!

Well, it's almost that time again! The annual Girl Scout cookie sale officially begins next Thursday, January 17th.

I have certainly eaten my share of cookies over the years, but I have a different perspective this year. I am the leader of a junior girl scout troop - a "newbie" as we say. I am very excited & a little overwhelmed at our first cookie sale, as my troop in past years has set record-setting sales! And, yes, I have to pick-up, distribute & keep track of thousands of boxes over the next 3 weeks.

Please support your local girl scout troops - this fundraiser goes to support many fine programs that develop the character, leadership, and confidence in our girls that we definitely need!

Our council (not sure if this is nation-wide) also supports the 3rd annual "Cookies for the Military". You can donate any amount you wish (a case of 12 boxes costs just $42.00) & the troop will use that money to send cookies to our military troops overseas. Last year, because of your donations, we sent over 11,000 boxes through Soldier's Angels & The Forgotten Soldiers Outreach. Let's keep them smiling & eating a little taste of home!

Don't miss the annual lighting of the famous 100 ft. Delray Beach Christmas Tree!

The tree lighting ceremony is Thursday, November 29th beginning at 5 PM. Santa arrives & the tree lighting are both at 5:30 PM.

The tree & it's surrounding decorations & entertainment have always been a community effort. This year, however, it takes on new meaning as over 1,100 7th & 8th grade students helped with the monumental task of building the tree & other decorating preparations. My son, an eighth grader at Trinity Lutheran School in Delray, took part in this last Tuesday. Our family always visits the tree, ice skating rink & generally enjoys the downtown area all through the holidays - but I can tell you this year is much more meaningful to him! He can't wait to see the tree that "he built". An important lesson in giving back to your community!

Boynton Beach Green Market Opens!

A new weekly green market is arriving on the grounds of the Schoolhouse Children's Museum on Ocean Ave. in downtown Boynton Beach! About 25 vendors will showcase their handmade and homegrown items from 8 a.m. to 2 p.m. Saturdays through May 3rd.

Items include jewelry, produce, juices, flowers, quilts, smoothies, barbecue, Haitian, Caribbean and other culturally diverse food, fresh herbs, baked goods and local honey.

In an effort to showcase local talent, the market also will include cultural celebrations with music, themed holiday events, dance lessons, aerobics, cooking demonstrations and mini-festivals. It's modeled after the Weaver Street Market in Carrboro, N.C., a co-op run by members which also serves as a community gathering spot for festivals.

Boynton's greenmarket kicks off with the Pumpkin Patch where families can hear stories, paint pumpkins and have pictures taken among the gourds. Future plans include a wine tasting, art and garden shows, a seafood festival, and celebrations for Cinco de Mayo, Easter, Mardi Gras, Kwanzaa, Hanukkah, Christmas and Chinese New Year.

An interesting tidbit: If you have extra fruit from your trees, you can take it to exchange for other fruit or to donate to the Community Caring Center food pantry.

Florida Property Tax Reform Proposal

HOUSE REPUBLICANS PASS BI-PARTISAN AMENDMENT TO CAP FUTURE INCREASES ON NON-HOMESTEAD PROPERTY

TALLAHASSEE - Four House Democrats on the House Policy and Budget Council joined the Republican leadership of the Florida House of Representatives today to approve a 3% cap on the amount of value a non-homestead or commercial property could increase on the tax rolls each year.

"Capping all properties at 3% will immediately restore fairness, equity and predictability to our property tax system," said Representative Stan Mayfield (R-Vero Beach), who offered the amendment. "This proposal greatly improves upon the Governor's initial property tax proposal by providing real protections against future tax increases and leveling the playing field for all property owners in Florida."

Capping non-homestead property taxes is not a new idea. A similar Joint Resolution limiting assessments on residential and commercial property was introduced last year by then Representative Frank Farkas.

"I am pleased that four Democrats were able to put party affiliation aside and join with Republicans in doing what is right for the taxpayers of our state," said Majority Leader Adam Hasner (R-Delray Beach). "This amendment provides the property tax predictability and protection that non-homestead and commercial property owners in Florida desperately need. The early bi-partisan support we have received for this proposal is encouraging, and we hope the momentum will continue."

Boynton Beach renames Two Georges Marina

The Boynton Beach Community Redevelopment Agency (CRA) has reanmes the Two Georges Marina to Boynton Harbor Marina.

Selected from Palm Beach County resident submissions, the CRA hopes the name change reflects the ongoing revitalization of the marina & surrounding area.

Since the CRA's purchase of the land in 2006, the area has been updated with a series of renovations designed to create a first-rate public access facility for boating & fishing.

"The purchase & restoration of this marina has ensured our residents public access to the waterways for generations to come," CRA Executive Director Lisa Bright said in a press release. "To signify this milestone, we decided to rename the marina with the help of Boynton Beach residents."

Not everyone is celebrating the name change however. For much of the past 50 years, the docks on the Intracoastal Waterway here have been known as the Two Georges Marina, a tribute to the colorful, business-savvy fisherman who bought and developed the waterfront property.

George Culver called his wooden fishing boat the Two Georges, after himself and his father, who financed its construction. And the dockside restaurant Culver turned into a local landmark also carried the Two Georges name.

This has been a local landmark for a very long time & residents I sopke to siad while they were happy to see the improvements, it would always be the "Two Georges" to them.

What prize did the winning entry receive? A gift cerificate for dinner at the Two Georges restaurant.

Delray Beach: Downtown car lifts in the works?

Delray Beach Planning & Zoning board will consider a new solution for parking issues downtown - stacking cars! Yes, stack them. Lift them into the air; like the car lifts in auto shops. Apparently this is common in other cities. Note: This is a sample photo I found when looking into this as I have never seen a stacking car lift. The ones developers are proposing actually stack 4-5 cars! Supposedly this is small compard to those commonly used in bigger cities.

Land planner Mike Covelli is representing several developers who want to build in Delray's central business district, but can't do it without providing parking spaces. Mr. Covelli will try to convince city staffers that car lifts are a viable solution for Delray.

How does it work? A parking attendant would park & retireve the cars. This should be an interesting discussion. Is there a "real" parking problem in Delray or just a perceived one? I have heard lengthy discussions from both sides. Personally, I never have trouble finding a spot. It might take a few mintes & be a block away - but to me that's part of being "downtown". Getting out, walking around, enjoying the atmosphere.

Also, free public parking recently opened on SE 1st Ave & an additional parking garage will open later this year on the north side of Atlantic.

Boynton Beach has planned an inaugural Marina Summer Fest at the new Marina Village & Ocean Avenue. Think of it as a festival/block party that will hopefully become a summer tradition. Boynton has struggled in recent news, so I hope an event like this can showcase some of the many thing Boynton Beach has to offer.

Marina Summer Fest, which begins Saturday at 1 p.m. along Ocean Avenue and Casa Loma Boulevards, will feature island music, more than 30 art vendors, a green market, wine tasting, children's activities and backpack giveaways.

It also will mark the Ninth Annual Two Georges Fishing Tournament and launch the Avenue of the Arts Walking Tour, featuring one-of-a-kind artwork.

"The CRA (Community Redevelopment Agency) was looking for an opportunity to host a free event that would attract people downtown during the slower summer months, and coordinating the date with Two Georges annual fishing tournament made perfect sense," said CRA Executive Director Lisa Bright. "Months ago, while still in the planning stages, we decided to broaden the scope of the event from the marina area and schedule activities up and down Ocean Avenue, with locations including Ocean Plaza and the Schoolhouse Children's Museum."

The Boynton Beach Police Department is also taking part, deciding to hold its annual National Night Out event from 1 to 6 p.m. that day, offering free backpacks, safety information, a specialty police vehicle exhibit, fingerprinting and DNA kits.

Ocean Avenue from Seacrest Boulevard to S.E. First Street will be closed for the event. That area will feature free children's activities including a rocking climbing wall, arts and crafts booths, a bounce house and face painting.

That's also the site of the Schoolhouse Children's Museum, which will stay open until 6 p.m. and offer Fun with Fins, a hands-on program featuring sea creatures kids can touch. The 1 p.m. event is free with museum admission ($3 for kids and $5 for adults).

Music will waft from three venues - the marina, Ocean Plaza and Veteran's Park - and food and beverage will be available at several spots as well.

The east end of Ocean Avenue also will feature activities from 1 to 8 p.m. including art vendors, food and music at the marina and Ocean Plaza. The Ocean Plaza will set up 12 to 14 tents in its parking lot, featuring children's activities (for a nominal charge), including pineapple bowling, bracelet making, face painting, chalk art and pottery painting. There will also be $1 a minute massages, a dunk tank and an art display featuring work created earlier in the day at the marina.

Across the street at Two Georges Waterfront Grille, things will start earlier with the fishing tournament, which begins at 7 a.m. Prizes totaling $4,000 will be awarded in five categories, including Lady Angler and kids 12 and younger. There will be an awards party when the boats return at about 3 p.m.

The event also will feature the artwork from Avenue of the Arts and the artists who created them. The large pieces, made of a variety of materials such as steel and bronze, have themes ranging from music to the ocean.

Yeehaw Junction makes the news!

Okay - a little bragging here! WPTV (local NBC Channel 5) did a feature story on the growth expected in the Okeechobee - Fort Drum - Yeehaw Junction area & they featured my husband, Steve Jara. You can read the story here - WPTV Story. Steve owns a real estate brokerage that specializes in those areas & sporting & recreational properties throught Florida.

Hopefully, WPTV will also post the video online. There is a lot planned for that sleepy area of Florida! WPTV was most interested in Destiny - the future town planned by developer Anthony Pugliese on 27,000+ acres of land he purchased in Yeehaw Junction. That project is still a few years from breaking ground, but will literally transform the area.

Steve spent a whole day with Eric Glasser & the photographer, driving all over Okeechobee, Fort Drum & Yeehaw Junction. They short tons of footage & interviewed a number of people. Naturally, the report got boiled down to a few minutes. It was a fun experience & of course great publicity!

Briny Breezes, FL- No deal says developer

So - will they or won't they? The record-breaking $510 million sale of a Palm Beach County trailer park has fallen through, cancelled by the developer group Ocean Land Investments.

After denying the developer's request to extend the due diligence period & $5 million deposit to Sept. 28th, he 43-acre trailer park, which was to be turned into a multibillion-dollar, high-rise destination resort, is back to square one.

"We needed more time to discuss objections with the neighboring communities of Ocean Ridge and Gulf Stream," Ocean Land reported. "One of the key objections to the rezoning and redevelopment by the state was the issue of compatibility with neighboring communities."

Palm Beach County Commissioner Mary McCarty had set up meetings with the neighboring communities and the Briny Breezes buyers, but they couldn't start until after Aug. 20.

The developer needs this time to talk to Gulf Stream & Ocean Ridge who did not repsond favorably to the development plan as presented to the state.

Is all lost for Briny Breezes? I think not. In my opinion, the developer will continue the talks, but at different terms & perhaps price given that the orginal density sought by the developer is one the the biggest issues the surrounding communities have with the project.

So a scaled down version seems more likely - in the meantime Briny residents can continue enjoying their coastal lifestyle.

Just attended the into workshop for the e-Pro designation. I found several useful tips & am considering the designation not so much for the course (a lot of the outline seemed familar stuff to me) but for the future business I may get for having the designation.

So - what has been your experience? Glad you did it? Picked up business? Referrals galore?

The City of Delray Beach expects the State Legislature to take actions to cut property tax revenue for local government which will require a reduction to the City budget for the next fiscal year which begins on October 1, 2007.

The Delray Beach City Commission is holding a Town Hall Meeting on the impact of property tax reform on Tuesday, June 12, 2007 at 7:00 PM in the Crest Theatre at Old School Square, 51 N Swinton Ave. The purpose of the meeting is to receive suggestions for reducing the City's budget in light of property tax reform. The meeting will begin with a brief presentation on the City budget followed by a public comment period. Everyone is invited to attend.

The meeting will be recorded for telecast on Boca Raton Educational Television (BRET) Community Cable Television (Comcast) Channel 98 for television viewing on Thursday, June 14th at 9:00 pm with a repeat broadcast on Saturday, June 16th at 8:00 pm. The meeting will also be accessible on the City's website for video streaming.

Boynton Beach Affordable Housing Bids Accepted

Three Florida real estate developers have submitted proposals to Boynton Beach Community Redevelopment Agency officials for an affordable housing project.

The Ocean Breeze affordable housing project on Seacrest Boulevard several blocks north of Boynton Beach Boulevard.

The Auburn Group of Delray Beach, American Realty Development of Lake May, and Pinnacle Housing Group of Miami are vying to turn vacant land in the Heart of Boynton redevelopment area into quality affordable housing.

The CRA purchased 7.83 acres of the eight-acre site in May from former CRA Chairman Larry Finkelstein for $7 million.

The CRA then added small pieces of nearby properties in the hopes of attracting developers of workforce housing units.

The land is the former home of the Boynton Terrace Apartments - dilapidated, federally subsidized community demolished in 2005 after city officials discovered rampant roof leaks, pest infestations and mold problems.

Pinnacle is offering $3.7 million for the property, American is offering $4.2 million and the Auburn Group is offering $7 million, according to the proposals.

The CRA will likely have a hand in the development by providing money for infrastructure improvements, said CRA Executive Director Lisa Bright.

CRA board members will choose a developer on July 10. Whoever is chosen, the winner will undoubtedly be the low- and middle-income seekers who get to live there, however.
