The Department of Housing and Urban Development has developed a program called HPAP, HOME PURCHASE ASSISTANCE PROGRAM, to help buyers below the median income level to save for their first home.
Here is how it works. You apply and are accepted by one of the 6 community based organizations in Washington DC who are part of the HPAP program. You have to live in DC and make less than $68,750 if you are single, or $78,650 for a 2 person household.

You take some classes offer by these organizations and for every dollar you save in a savings account in your name at this organization, $3.00 will be added. So $1,000 of your money becomes $4,000!!!!
