Veterans Administration Special Adaptive Housing

The Department of Veterans Affairs has a specially adapted housing program. An eligible veteran or servicemember may receive a VA grant of not more than 50 percent of the cost of a specially adapted house. This amount is allowed above the standard VA loan limits. The grant is available for servicemembers to construct an adapted home or modify an existing home to meet their adaptive needs.

Whitworth Builders, Inc. recently had the pleasure of completing a home for a servicemember who has a specific service-connected disability. The whole process takes longer than an average build given we had to send the selected plans to the VA for review, which added about 5 months to the build time.

During the build, Whitworth Builders were given specific guidelines to follow and were monitored at various stages by the VA. After completion of the home, the VA sent an appraisor who specializes in adaptive housing to ensure that the completed home met adaptive home requirements.

All in all it was a very rewarding experience for Whitworth Builders, Inc. and we look forward to building another one.

Beach Road Opens - YEY!

Surprise....It's BEEN open.

At least it has been for a little while. It has been so long since the 12-mile road through Gulf Islands National Seashore was clear that I forgot to keep up with it's status. This road connecting Navarre Beach and Pensacola Beach is open for the first time since 2005 when Hurricane Dennis destroyed the recently completed repairs from Hurricane Ivan.

J. Earle Bowden Way (or Beach Road as most people call it) has a very special place in my history. It's where my husband proposed to me in 2001. I remember driving the stretch of road and marveling at the miles and miles of pristine white sandy coastline.

So we, as in my husband and I, have decided to make a commemorative bike trip along Beach Road. We drove last time, but we need the exercise this time. And if I remember correctly, there are several "rest stops". We can do it. Now, I'm off to tell my husband about our new plans. And to buy/borrow some bikes.

I have a cool new video camera, so I'll be sure to get video.

"ZOOlights" at The Zoo of Northwest Florida

If you are looking for a special way to celebrate the holiday's this Christmas season, don't forget the ZOOLights at The Zoo of Northwest Florida.

There are more than a million lights in 85 light displays. Plus, you'll be able to view the animals in the animals in their nighttime setting. There is a petting zoo, and arts and crafts section, and a Christmas Express train ride. The event also features Christmas stories read by Mrs. Claus, and pictures with Santa. ZOOLights is open from 6-9 p.m., Nov. 28-Dec. 13 Thursday, Friday and Saturday and nightly Dec. 18-23 and Dec. 26-27. Admission is $5. ($1 for members).

New Construction Series - What Is A Punch List?

Hooray for the Punch List!

We like Punch Lists, and you will to. It's the final step toward moving into your new home. It also gives you a sense of security knowing that you can walk through your home and make sure all is right. Whether you are purchasing one of our already completed homes (spec) or in the last stages of completing a new build, you get a punch list before final closing.

So, what is a punch list? A punch list is a list created at the end of construction that shows what needs to still be done or what needs to be repaired on the new construction. The home buyer and the contractor create this list.

We very rarely miss contractual items that need to be done (ie, a ceiling fan instead of that flourescent light you didn't like). However, inevitably there will be some damage done during contruction. We have a lot of different people working on the house with hammers, paint sprayers, or dirty shoes. You get the picture.

About a week or so before closing, we will do a preliminary walk-through with you. This is a time for you to put aside your excitement, and carefully observe your home. If you have a real estate agent, they should come with you as they are less emotionally attached and can help identify flaws. One of our representatives will also walk through with you.

We go room to room, review contractual items to make sure they have been completed, and look for other items that need to be fixed. You must be thorough on this examination. Imagine all the components that go into constructing a home! Some examples of punch list items are: over spray of paint, thin paint spots, doors that need adjusting or weatherstripping, windows that don't open easily, or anything cracked, dinged, or broken. It's kind of fun doing the walk through on the house, the building super gives you a roll of blue tape and you get to go through the house taping things you want corrected. After this is completed, and all the corrections written down on a form, you and the building super sign the document and it becomes a binding contract. Here is a sample punch list .

Either the day before closing, or on the day of closing you do a final walk-through. This is to ensure that everything on the list was completed. We have a painter on site to walk through with you just in case we missed a paint spot, or a new one is noticed. Once you see that everything has been completed, and you are happy with the final product, you sign the final walk-through and all that's left is to close on your house.

Whitworth Builders has it's own warranty department. If you move in and find something you wish you had put on the punch list, OR something new pops up, you have a year to send those repair items to us and we will send someone out to make it right.

The Navarre Beach Area Chamber of Commerce is hosting "Christmas in Navarre Park" on December 6th. This event will feature free refreshments served at Mrs. Claus' Bakery, entertainment by local schools, photo's with Santa & Mrs. Claus from 4:30 - 7:30 p.m. for children 12 and under ($2.00), Raffle Prizes, and we must not forget - A PARADE!

The parade will start at Winn Dixie at 4:00 pm.

This will be a fun, family oriented outing for everyone of all ages. And if the cold whether we've been experiencing holds out, the occasion will seem even more festive. I know we all own more flip flops than mittens, but we might need some cold weather gear during this event. I was at Navarre Park today, and I shot these pictures. I especially love the photo of the Christmas tree at Navarre Park, which is overlooking Santa Rosa Sound toward Navarre Beach. The whole park is being set-up with a holiday display that will make this Christmas season special. There are even twinkling snowflake lights hanging from the trees. I can't wait to see the whole area lit up at night. Seeing this display really put me into the holiday spirit, and I think it will for you also. VA Helps With Subprime Loans

GOOD NEWS VETERANS!

I ran across this information today. In response to the U.S. financial crisis, the Department of Veterans Affairs (VA) has decided to guarantee subprime loans for Veterans. For Veterans who wish to refinance they can now do so for up to 100 percent of the value of their property. Also, this 100% refinance option also applies to standard loans - which had previously been capped at 90% of the property value. They have also raised the maximum loan amount for this refinancing from $144,000 to $729,750, depending on where the property is located. Florida Humanities Council six-part series Florida: Then and Now

I came across an article in the Northwest Florida Daily News about the Florida Humanities Council six-part series, "Florida: Then and Now". In the second installment yesterday, the lecture shared the stories about four Hollywood productions filmed at Eglin AFB and surrounding Okaloosa County.

Held at the Heritage Museum in Valparaiso, FL Eglin Air Force Base historians Clay T. McCutchan and Robert B. Kane reviewed the productions of "Thirty Seconds over Tokyo," "12 O'clock High," "Dr. Strangelove" and "Green Berets" - which were filmed in our area.

In the Peter Sellers' classic, "Dr. Strangelove, or How I Learned to Stop Worrying and Love the Bomb," when Maj. T.J. "King" Kong rode a nuclear bomb into the coast line of the Soviet Union, he is actually riding through the Desin Pass. The sands of Destin, Florida's East Pass were so white (and still are!) that they easily passed for Russian snow. (Which immediately gives me the idea to dress my kids up in winter clothes and head out to the pass to take "snowy" Christmas pictures.)

Duke Field, was used in "12 O'clock High," where Mr. McCutchan said the director spent hundreds of hours searching for airfields that could mimic the cracked, grassy asphalt of a World War II English airfield. He filmed the first 15 minutes at Duke.

"They went out to Duke and they built a complete little English base," McCutchan said.

He talked about the cast that had to act in coats and scarves in the middle of May and the local inns where the cast and crew slept.

The Doolittle Raiders were featured in "Thirty Seconds over Tokyo". In one scene, they donned Navy caps.

"They went up on the flight deck without their hats so they grabbed any hat they could, and most of those hats are Navy hats," said McCutchan.

I hate I missed this lecture, but I will be sure to be at the next installment. It will be this Dec. 3 on Florida Holidays. It will be held at the Northwest Florida State College K-Gallery. Is there anything more noble than agreeing to lay your life on the line in service of your country? Thank you Veterans, and those currently serving overseas, for your service and dedication to America.

I am lucky to live in an area surrounded by Eglin AFB, Hurlburt AFB, Duke Field, and NAS Pensacola. When I am driving up Hwy 85 and the fighter jets fly over low to land at Eglin AFB, it gives me chill bumps every time. That is the sound of freedom, to me. Every morning and evening, across the water, I can hear The Star Spangled Banner being played on Eglin as they raise and lower the flag. When I hear this I know that every serviceman and woman has stopped whatever they were doing, turned toward the direction of the flag, and saluted in respect. Thank you.

Not only are our past and present military personnel embodiments of the ideals that make this country great, they are some of the best citizens in our community. Quick to volunteer when needed, dedicated to their neighborhoods, respectful, and proud. They fly a flag in front of their home to say, I've lived this. I fly a flag in front of my home to say..thank you. You are the reason I can fly this flag.

We don't just have to honor them on Veterans Day. If you meet a Veteran or someone on active duty, please thank them for their service to our country.

Buyers, Open Your Eyes And Ears And Put Some Money In Your Pocket.........

There is nothing I like better than helping a young family purchase their first house. It's right up there with finding a home that is a fantastic deal. And when I have the opportunity to put the two together, it reinforces why I got into real estate in the first place. However, more often than not when I walk into a home and smell "equity!". My buyers smell "dog". They see grass that needs to be cut, a tub that needs to be scrubbed, spots on the carpet, an ugly front door, and my all time favorite "a dead bird on the deck". I have the hardest time convincing my buyers to open their eyes and see past that house that doesn't show well. Give those good bones some credit!

Buy the worst house in the best neighborhood. This may seem like an odd concept. Why would you want to buy the WORST house? Because ...(and I hate to repeat this oft used term, but I have too)....LOCATION! LOCATION! LOCATION! You can find the perfect house, and let it be in a less desirable location, and it will not bring as much money as the same house would in a better location. Another reason to buy the worst house? These houses are usually priced lower than other comparable homes, and you can bring them up to par with just some cosmetic touches. The other homes in the best neighborhood will bring the value of your home UP. (Plus your neighbors will love you). That is why I smell equity when I find one of these houses. If you buy the best house in a less desirable neighborhood, you run the risk of the other houses bringing the value of your house down.

Open your eyes and ears. I was showing a house recently in a very popular waterfront neighborhood. The houses comp out between $280,000 and $310,000, depending on square footage. It is a beautifully kept neighborhood, with lots of pride of ownership. Except for the ugly duckling house sitting on the cul-de-sac. The house was all brick, 2200 sf, built in 2002, and the roof looked to be in very good shape. Oh, and it was short sale priced at $200,000. The yard was large, but overgrown. My buyers didn't even want to get out of the car to look at it. We walked in and the smell of dog about knocked the buyers down, but I couldn't get over the Travertine tile in the foyer (and I swear that front door grouping was by Andersen). The house needed interior paint, there were light switches without covers, and it was filthy. But there were granite counter-tops, and custom all-wood cabinetry. The master bathroom was fantastic, it had a separate tumbled stone shower, Jacuzzi tub, and double vanity all-wood cabinets. You just had to get past the toilet that someone had used and forgotten to flush. My buyers ran out of the bathroom before I could show them the his and her master closets. It was a stinky, dirty, yukky house, and I loved it. Underneath all of that I could tell the house was solidly built, it was on a cul-de-sac, and it was located in a beautiful neighborhood. It just needed some love, and a good home inspector. Well, my buyers didn't love it. They put a $200,000 offer on a generic cookie cutter house that showed beautifully. It was smaller, and in a less desirable neighborhood, and they paid fair market value for it. They're happy, so I'm happy.

I know this sounds like a lesson for sellers. But it's not Mr. and Mrs. Buyer, it's for you. If a seller doesn't care what their house looks like, or they don't have the finances to fix it up for the market, then they should expect it to sell for less. It's unfortunate for them, but fortunate for you. And sometimes houses that are fixed up beautifully on the inside and out have serious structural or other repairs that need to be made. Listen to your Realtor, get past the garish room colors, and make a home inspector your best friend.

Think like Warren Buffet. He believes in "Value Investing". He looks for outstanding companies at a sensible price, instead of generic companies at a bargain price. The thinking is that over the long run the value of the outstanding companies will grow at a stronger rate than the generic companies. In other words, buy that cosmetically challenged and therefore marked down house in the outstanding neighborhood. The money you invest to fix it up will bring you a much greater return on your dollar. And like I said, your neighbors will LOVE you.

Surf's Up in Destin Florida, Fort Walton Beach Florida, and Navarre, Florida

Grab your wetsuit, the recent stormy weather in Northwest Florida shouldn't keep you indoors. The surf has been up on the Florida Gulf Coast! Located on the Gulf of Mexico, the water temperaturehas been around 62 degrees. While I may think the water is too cold to swim, many vacationers from the northern climates (especially Canada) think the water is just fine. I'll leave that to them and wait until summer when the water around Destin, Florida; Fort Walton Beach, Florida; and Navarre, Florida averages 82 degrees. It's like floating in a bathtub.

If you are interested in learning to surf, the Ride On Surf Schoolis located in Destin, Florida next to Pompano Joe's Seafood House. They offer private lessons, as well as rentals.

Just because it's winter, doesn't mean that you can't enjoy the beautiful beaches along the Emerald Coast. Check out the Destin Beach Cam. Every time I look at this, I want to turn off the T.V. and head for the beach.

Well, I missed Mardi Gras on the island in Fort Walton Beach, FL. It was on January 19th this year, and it slipped by me without notice. However, there is still time to catch the Pensacola Mardi Gras on February 2nd. This is a 4 day event, that is full of fun. Pensacola, Florida is 40 miles from Fort Walton Beach, Florida and 65 miles from Niceville, Florida. Another hour west of Pensacola is Mobile, Alabama and they have the claim to fame as the oldest Mardi Gras celebration in America. Beginning on January 5th and culminating on February 5th (Fat Tuesday), the streets of downtown Mobile are transformed with marching bands, floats, and of course moon pies. Mobile prides itself on having a "family friendly Mardi Gras" experience.

Okaloosa County Schools Featured in U.S. News & World Report "Top 1000 Schools"

Congratulations are in order to Baker School in Baker, Florida and Laurel Hill School in Laurel Hill, Florida for placing in the U.S. News & World Report's "Top 1000 Schools" in the United States. How Will Amendment 1 Affect Us? Property Tax Reform in Florida

On January 29, voters in Florida will head to the polls to vote in the presidential primaries. Also on the ballot for consideration is Amendment 1, a very important property tax referendum. Amendment 1 is an attempt by our state government to address rising property taxes, and is being touted as a plan that will save taxpayers nearly $10 billion dollars over 5 years. My local association is encouraging all Realtors to vote yes on Amendment 1. Supposedly, this amendment will help revive our somewhat stagnant market. And I'm all for that! However, I am also a homeowner and I decided that I needed to research all aspects of this amendment before deciding whether I would vote "yes" or "no".

Not only is Amendment 1 trying to address our rising property taxes, it is also an attempt to rectify problems that have arisen from the last property tax reform passed in 1995. The 1995 reform known as "Save Our Homes", placed a 3% cap on the property tax assessments of homesteaded (or primary residence) property. No cap was placed on non-homesteaded property such as second homes, rental property, or businesses. It sounded good on paper, but it left new homeowners and non-homesteaded properties paying a disproportionate amount of taxes. Then when property taxes more than doubled in the last six years, local governments found themselves with a windfall and they used it to expand their budgets and reserves, and didn't give any back to Florida families or businesses.

Long term homeowners quickly realized that they were trapped in their homes. As property values rose, and millage rates continued to increase, they couldn't sell their property AND retain the tax break they had realized with the 3% cap. New homeowners were bitter because they were paying taxes on just market assessments, while some neighbors were enjoying a capped property tax assessment. For example, we purchased our home in 2000 for $132,000. The just market value of our home is now $227,000. But with the 3% cap per year on our property, plus the $25,000 homestead exemption, we only pay taxes on an appraised value of $98,000. Our taxes are approximately $1005/year. If someone purchases the home next door to me for $225,000, they won't have the 3% tax cap protection that I have and their taxes would be approximately $2,500.

Needless to say, it is not in the best interest of a long term homeowner to sell their house. And I didn't even cover the rising taxes paid by out of state owners, investors, and businesses. There is no cap on their assessments, so you can imagine the financial strain they are undergoing as their taxes sometimes rise 50% per year.

Amendment 1 addresses some of these issues, but not all. Not only does it offer a 10% cap on the assessment of property for non-primary residences and businesses, it offers "Save Our Homes" portability. If this referendum passes, then homeowners currently enjoying the tax break from the 3% cap on their assessed value will be able to carry it over to a new purchase. In essence, I would be able to take the difference between my $98,000 assessed value and my $227,000 just market value (called cap differential) and apply it toward the assessment of my new home. Plus, they are doubling the $25,000 homestead exemption. So I could upgrade to a $300,000 home, deduct my $50,000 homestead exemption, plus the $129,000 cap differential and pay taxes on $121,000! If a homeowner wants to downsize, then they can carry up to 50% of their cap to the new property. Unfortunately, the only tax break that new homeowners with no previous cap differential will have- is the doubled homestead exemption.

As a Realtor I can see how it could stimulate our market by increasing sales. And as a long term homeowner, I certainly appreciate the opportunity to pay lower taxes on a larger home. I also think it is high time that a cap was placed on non-homesteaded properties and businesses. And it seems that Amendment 1 addresses all of these issues. However, Amendment 1 doesn't address the high property taxes paid by homeowners who do not have the "Save Our Homes" portability. Even though they will be able to use the $50,000 homestead exemption, that is too little. I think they should be given some type of first time home buyer tax break.

Amendment 1 is not perfect, but at least it is something. We need tax reform in Florida, so I am leaning toward a yes vote. But, I have one very important concern for which I haven't been able to find an answer. What happens to the 3% cap when you take your portability over to your new home? Do we lose it? THAT would be disastrous. I have e-mailed Governor Crist to ask him if the 3% cap will carry over to new home purchases, and await his answer.

Rocky Bayou Area Real Estate Is A Good Value - Neighborhood Analysis Series

Located in the heart of Niceville, Florida is a very popular series of neighborhoods collectively called The Rocky Bayou area. So named because of it's close proximity to Rocky Bayou, which is a basin bayou that leads out to Choctawhatchee Bay. For anyone looking to purchase real estate in the $250,000 range on up, this is an area of Niceville, Florida that you should consider.

Some of the subdivision's like Huntington and Edgewater are situated directly on beautiful Rocky Bayou which opens out to Choctawhatchee Bay.

Other subdivisions, like Rocky Bayou Country Club Estates, are located on or near the eighteen hole Rocky Bayou Golf Course at the Rocky Bayou Country Club facility.

There are still other subdivisions located on or near Lakes Amick, Henderson, Kenny, Phelps, and Werk. These lakes offer fishing and boating (no gasoline engines, or swimming). The Rocky Bayou area is situated across the bayou from Fred Gannon State Park , which I think has one of the best public boat launches in the area, as well as fantastic camping facilities.

Some of the subdivisions have mandatory Homeowners Association dues (i.e. Rocky Bayou Owner's Association dues are 110/year), some have no fees, and some have fees which are voluntary. There is also a privately owned limited use airstrip located in Rocky Bayou Estates, as well as a horse stable.

All in all, this area offers everything that a family could want. Easy access to Rocky Bayou for boating, kayaking, salt water fishing, and swimming; Golf; freshwater fishing; Country Club facilities - which include a restaurant, tennis facilities, and a pool; horse stables; and a small aircraft strip. The Rocky Bayou area is also very close to the Mid-Bay Bridge, which crosses over Choctawhatchee bay and connects Niceville with the beachesand shopping of Destin, Florida.

Now is the time to SELL or BUY in this area. If you compare the tables below you can see that after a dip in housing prices in 2007, the area is experiencing an increase in values. If the beginning of 2008 is any indicator, the Rocky Bayou area will regain ground lost in the declining market of 2007. There is no doubt, the Rocky Bayou area offers value. Value in the amenities it offers your family, and value as a real estate investment.

Best Things To Do For Free in Niceville Florida

Niceville, Florida is a community located in the Florida Panhandle of Northwest Florida. Sitting on the shores of Choctawhatchee Bay, it is located just across the Mid-Bay Bridge from Destin, Florida and is centrally located to Fort Walton Beach, Florida and Crestview, Florida. Eglin, AFB is also located in Niceville, and therefore we have a large proportion of Military Families who relocate to this area. The mild winters and close proximity to the shopping and beaches of Destin Florida, also make this area a popular real estate destination for second homeowners wishing to escape the harsh winters of their permanent residence. While there are many indoor and outdoor activities to recommend to anyone contemplating a move to the Niceville Florida area, I chose what I considered the top 4 Free things to do in Niceville. They are:

1. Children's Park

The Children's Park is located in the Civic Center Complex at 204 N. Partin Drive, across from Ruckel Middle School. This is a clean, safe place to take your children, and I highly recommend it. There are always park attendants available, but children MUST be accompanied by an adult at all times. I especially enjoy the many walkways throughout the park, and the shaded seating areas. There is also a picnic area with drink machines available. The bathrooms include changing tables and are located inside the park.

My children have especially enjoyed the sandboxes, bubble machine, slides, monkey bars, and diggers. But their favorite area is the seasonal Children's Spray Park that offers many water play features. It opens in May and closes around October. Park hours are:

2. NICEVILLE DOG PARK

The Niceville Dog Park was constructed by the community of Niceville, FL in 2002. It has approximately 4 acres with plenty of shade trees and running space. It is located off Hwy 85 just north of the soccer/football fields. Just next to the area where they hold the annual Mullet Festival. Hours are from Dawn until 10pm. Bright lights automatically turn on at dusk. The park provides a water station with a continuous fresh supply for the dogs. People have donated disposal bags, chairs, frisbees, balls, and other toys for the dogs to play with. The only rule for the area is that everyone is expected to clean up their pets waste. The park is within driving distance of Crestview FL, Ft. Walton Beach FL, and Destin FL.

3. TURKEY CREEK

Turkey Creek is located at 340 John Sims Parkway in Niceville FL. My family has spent many hours floating down this lazy creek. There is a boardwalk that has many places to stop along the way and enjoy the beautiful scenery and wildlife. There are markers along the way to identify vegetation. There are swimming holes and rest areas with benches. The boardwalk is 3/4 of a mile one way, with markers at the 1/4 mile points. Canoes, kayaks, and tubes are allowed. However, no gasoline engines.

The Turkey Creek Walkway is open from 6:30am till dark, seven days a week. The City of Niceville provides free rides for senior citizens and physically handicapped persons. Security staff are on site to ensure a safe, fun environment for all to enjoy.

4. Crab Island

Technically Crab Island isn't located in Niceville, but in Destin Florida. However, I'm claiming it as a fun free thing to do in Niceville because so many people from this area spend their weekends there. There are many public boat launches in Niceville Florida and a trip across the Choctawhatchee Bay is only 10 to 20 minutes (depending on how fast your boat is!). Crab Island is a spot mostly frequented by Locals from Destin Florida, Fort Walton Beach Florida, Niceville Florida, Crestview Florida, and Eglin AFB. It is an underwater island, located on the North side of the Destin Bridge. The water is anywhere from 3 feet to 10 feet deep and it is a great place to hang out with your friends while you swim, snorkle, or toss the football. Hello everyone, I want to introduce myself and say that today is the first time I have ever visited Active Rain. I'm not one to lurk around. I tend to jump right in (kind of like a kid in front of the chuck-e-cheese ball pit) and figure things out as I go along. I quickly figured out, that I needed to slow my roll and spend some time here in the newbie section.

I've been a Realtor in the Destin/Fort Walton Beach, Fl area for four years, and I recently decided to drop my old school Realtor web site and start a blog site. I had heard about Active Rain and I thought I might find some information regarding two of the companies I am interviewing to build the site. And guess what I did! I was able to make a very informed decision based on the information I read.

I have a lot to learn about blogging, but I love to write. And I think cutting my teeth, so to speak, as a member of Active Rain is an excellent idea. Thank you to everyone who has taken the time to post instructional blogs. I know I jump right in, but I also know the importance of taking the time to learn how things work. I'll spend some time reading them before I subject everybody to a blog.
