Montgomery County Agricultural Fair 2011: Montgomery County Agricultural Fair is the largest county fair in Maryland and has been a showcase of farm life in Montgomery County for 60+ years. A Good Case For A Pre-Listing Home Inspection

I had a whirlwind of an experience this past week and it could have all been avoided with a Pre-Listing Home Inspection. So the story goes like this: My terrific buyers have had a difficult time finding a house in the spring market in their preferred school district and price range. Inventory has been low (a great blog topic for another day). One day a very nice, reasonably priced home came on the market. We were the first in and my clients "fell" for the house. It was in excellent condition, updated and showed beautifully. We wrote a contract, struck a deal and all was good...until the home inspection.

I shared the names of 3 home inspectors that our clients rave about. The buyers chose one and we were on our way. The inspector did a thorough job. Mind you, there are inspectors out there that believe it's their duty to write a laundry list of items no matter what they find. However, this inspector is a straight shooter. The inspection took close to 5 hours which should have been my first clue. The issues that came up weren't the worst I have ever seen but they were very surprising given the condition of the house (A+) Typically, the problems that were observed would be associated with an "as is" or a tear down. No such luck for my buyers. The repairs came to $25,000-$35,000, we are talking real money.

The sellers were VERY surprised that their house had so many problems. They are retirement age and downsizing to a condo nearby. Unfortunately, they have quite a bit of work to do before they can relist. Yes, I forgot to mention that my buyers walked away from the deal. They weren't really up for months of work, worries and to wonder what else will come up. They thought they bought a renovated, turnkey home???

If theses sellers had taken the time and money to do a Pre-Listing Home Inspection, they would be counting down the days to settlement not knee deep in repairs.

What to look for before putting your house on the market:

1. Check the systems of the house: heating, cooling, electrical, plumbing.

2. Windows - do they open close properly?

3. Appliances - if one is on life support, replace it.

4. Roof - know the age and condition.

5. Take a look at the landscaping/grading and the impact on your house.

These are just a few steps you can take to ensure the sale of your home goes smoothly. You don't want to get caught off guard, do you?

DO YOU PUT YOUR BEST FOOT FORWARD?

I had an interesting experience this afternoon in my market, Potomac, Maryland. Let me set the scene. I showed some clients a home for the second time. The listing price is just shy of $1.4 million dollars and the house has languished on the market for 6+ months. It's located in an upscale neighborhood.

Lessons To Be Learned At A Simple Showing

So you are probably wondering what's the story. So, it goes like this. The listing agents are well-established, successful agents. I was surprised that neither one of them showed up for a second showing since the house is begging to be sold. They sent their assistant to show the house. Normally, this would be no big deal. Many teams including ours have a support staff who are also licensed agents. The individual who showed up looked like she had just rolled out of bed. I believe I am being kind. She greeted us not by saying welcome back but that she hadn't turned on the lights. She mentioned nothing about the house, the sellers and she didn't offer us a fact sheet or disclosures. I was starting to wonder why she was there at all? Mind you, I wasn't expecting her to roll out the red carpet or offer us champagne but I do expect a warm professional to provide information and be helpful. As I mentioned the assistant didn't turn on the lights in a home that had a tendency to be dark. Had she walked upstairs, she would have also known that her client has an infestation issue in the master bathroom. They are hosting a stink bug festival in their tub! It wasn't until I was practically in my car that the agent mentioned that the sellers were thinking about refinishing the floors and repainting the kitchen. That information would have been key to have while the buyers were in the house!

Bring Your "A" Game To Work, Leave Your Jammies At Home!

My clients won't be coming back for a third visit. The house is tired (and so are the real estate agents) and needs a ton of work for the price. I have no idea whether they noticed what I noticed but if you want to sell your listings, you have to bring your "A" game to work each and every day. After this experience, I am really proud of our team and the way we market and show our listings!

Potomac Homes For Sale Q & A: Assessed Value Vs. Fair Market Value

This is a Potomac Homes For Sale Q & A for both buyers and sellers. I can't count how many times I have been asked the following question:

Q: What is the difference between Assessed Value and Fair Market Value of a home?

A: Typically I do a good amount of research before I write a post. This time my research comes in the form of another Realtor, Bill Gassett of Metrowest Massachusetts Real Estate. Bill has written a thorough, professional and easy to understand explanation of The Difference between Assessed Value and Fair Market Value in residential real estate. His essay may focus on Massachusetts buyers and sellers but it rings true for all of of us! Click on the link above to read his entire post!

I really want my readers to fully grasp the difference between Assessed Value & Fair Market Value so here goes:

An Assessed Value is the valuation placed on a property by a public tax assessor for purposes of taxation i.e. Montgomery County. Fair Market Value on the other hand is the agreed upon price between a willing and informed buyer and seller under usual and ordinary circumstances. It is the highest price which the property will bring when exposed for sale to the market to a buyer who is purchasing with full knowledge of the properties highest and best use.

There is not a correlation between Assessed Value and Fair Market Value but often uninformed buyers and sellers will use the assessed value of a home as support. When the assessed value is high, Sellers think their home is worth more and when the assessed value is low, Buyers want their offer to match the assessment. It just doesn't make sense. There are also a fair amount of websites available to consumers like Zillow that are sharing values (Zestimates) in neighborhoods and zip codes that are bogus so beware. We have had sellers ask us to change the zestimates on their homes. As much as I like to think The Schuman Team has clout, we don't have the power to change a zestimate. Think of it as a red herring altogether!

The best place to find examples of Fair Market Value is Market Comparables. Take a look at what has sold over the past 6 months in your neighborhood and area and that should be your first indication. If your home is unique you may need to expand your geographical parameters or the time frame (from 6 to 12 months) to find comps. Our market has been changing every 3-6 months so looking back over 6+ months may not always be an accurate prediction of value.

As always, my best advice when considering a home purchase, sale or both is to hire a savvy, qualified realtor that can help you navigate the real estate market and find you the best opportunity given your particular situation. Seller's Tips - Potomac Homes For Sale Q & A: The Settlement

This past week The Schuman Team of Washington Fine Properties has been asked some great questions about the settlement process by our sellers that I wanted to share with you:

Question: As a seller, Can I choose the settlement attorney or title company?

Answer: In Maryland, the purchaser has the right to select the settlement company which is also known as the title company, the person conducting the settlement may or may not be an attorney. That is not to say that a seller cannot make a request on what company to use for settlement but it is the ultimate right of the purchaser. The settlement attorney does not represent either party in MD. A seller may have legal representation at any time but we do not typically see sellers hire their own attorney unless there is a contentious matter that has not been resolved.

Question: What are my costs of sale as a seller in Montgomery County, MD?

Answer: Since every real estate transaction is unique, there is not one answer to this question. However, there are standard fees that you can expect at closing and they are as follows:

Commission - % of the sales price that was agreed to in your listing agreement.

Administrative Fee (Real Estate Firms) - $200-$400 Many real estate companies charge an administrative fee in addition to the commission. Washington Fine Properties does not.

Closing Fee - $300-$500 The settlement fee the title company charges for conducting closing and apportioned to the seller.

Document Preparation Fee - $150-$200 The fee the title company charges for preparing the seller's documents. Sometimes the Doc. Prep. fee is combined with the closing fee.

Deed of Trust Release Fee - $50-$75 - The title company prepares and/or files a "certificate of satisfaction" which release releases the mortgage lien off the land record. You will have a processing and recording fee for each mortgage you have outstanding. A home equity is also a mortgage lien and even if there is a zero balance or this account was never used there will still be processing and county recording fee to get it released. NOTE: It is imperative if you have borrowed any funds against the house recently that you inform the title company so their payoff can be accurate. Do not use your equity line checks or credit card for a few weeks prior to settlement. Always continue to make all mortgage payments due up until settlement.

Transfer & Recordation - 1.1% of sales price. Typically a buyer and seller will split transfer & recordation fees. The seller's side in Montgomery County as a rule of thumb is 1.1%.

Overnight fee - $20-$50 per mortgage payoff.

Water Escrow - $200 The title company will pay the final water bill as this can create a lien on the title. If the bill is less, the seller will receive the overage back. If it's more, the seller will owe additional $ to the title company.

Other fees - Examples of other fees that you might see on the settlement sheet are 1.) Monetary credits for inspection items, 2.) Power of attorney; if requested, 3.) Home Owners Association (i.e. late fees, assessments), 4.) Rent back including collection of rent for the period agreed to in the contract plus any a security deposit.

Mortgage Payoffs - Remember that a mortgage is paid "in the arrears" so you will owe interest up to the closing and generally a period of 7-10 days is added as a cushion to allow the mortgage payment funds to clear and to be delivered to the bank; any overage sent following receipt will be refunded directly to you from your mortgage company.

Note: you will also get back any escrows your lender holds for payment of taxes and insurance; this will be returned in about 30 days following receipt of the payoff.

Buyers Tips: Potomac Homes For Sale Q & A

I thought it would be nice to share some Q & A with my readers as we get asked a lot of interesting questions, mostly real estate related but not all. I plan to do this often so check back and see if your questions made the blog.

This week's questions are about the Montgomery County Public School System (MCPS).

Q: How do I figure out what schools my kids will go to if I purchase xxxxxx house?

A: This is a very popular question and the answer is simple. To access this information, go to Montgomery County Public Schools website, click on Schools and then click on School Assignment Locator. Just type in the full address of the home you are considering to see the school assignments.

Q: What is the process for petitioning for a school assignment transfer?

A: Well, this certainly wasn't a question I could answer without doing some real research. This question has come up before because inevitably, buyers will find a fantastic house outside their preferred school district.

Again, my research started on Montgomery County Public School's website. I found a link, Student Transfers where I found some helpful information. The website states:

Students in Montgomery County are assigned to public schools based on their place of residence or in accordance with an Individualized Education Program (IEP) and are expected to attend their assigned school. However, changes from one school to another are permitted for students who are exempt or who are granted a change of school assignment based upon unique hardship.

From my initial research and clients sharing their experiences with the transfer process, it is NOT easy to get a school transfer. Some of the factors that impact Montgomery County Public School's decision to allow a student to transfer are the following:

Overcrowding
Family hardship
Time commitment
Siblings
Timing of boundary change during student's education

I would recommend that anyone interested in learning more about Student Transfers to contact the school board directly. In the meantime, click on the following link to access Montgomery County Public School Change Of School Assignment Information Booklet. The booklet also contains required forms.

This was my first year blogging and I really surprised myself - I love blogging! My Activerain goal for 2011 is simple: to increase the number of blogs I write each month.
