Bank owned homes
These are homes that have gone through the home foreclosure process voluntarily or un-voluntarily. Generally speaking, the lien holder (bank) has purchased the home at the court house steps for less than the money owed (payoff), thus making the property a  "Bank owned property". Most banks have a real estate agent or a agent that markets these properties for a fee. Thus, most are listed for sale in your local multiple listing service.
   In all cases that I am familiar with, the bank will require a letter from your bank or lender giving the "ok" for the purchase of a properties for the amount owed after your down payment.
You can ask the bank "seller" to pay for closing costs and or for the cost of repairs etc. A Remax real-estate agent that is experienced  in the acquisition of bank owned homes can best represent you the buyer.

Bank owned property includes homes and properties that have been foreclosed on by
the bank. The bank actually owns these houses, and because the
bank is not in the real estate or rental business they need to sell
the foreclosed property quickly.
Don't get me wrong, this is not a fire sale, banks do their home-work, First A BPO "broker price opinion" is ordered from a local real estate agent which helps the bank to determine the property value. Once a price is established, and a real estate agent is hired to market the property, offers can be addressed. An offer response can take from one day up to two weeks in most cases. The process varies from bank to bank, however if you choose to make an offer, you can expect a much quicker response than if the home was a short sale. "which can take up to 6 mos."
With bank owned homes you have more options because it is in the banks best interest to make the property financable.

1. Ask for funds to cover your prepaids and closing costs.
2. Ask for repairs to the home.

Appraisal Changes - Longer Loan Process

Starting May 1st there will be appraisal changes. Starting May 1st, lenders will be ordering appraisals, not the consumer or broker. What does this mean? it means that the appraisal process will take longer, which will result in the whole loan process taking longer. The mortgage brokers won't have the option of using an appraiser who can do the appraisal fast, now they have to wait for the lender to assign the appraiser to the loan, then they can schedule it with the seller. Now the borrower will need to pay for the appraisal up front with a credit card or check. Be ready for a longer loan process. Start requiring 60 days to close not 30 days. This will create more of an underwriting back log, so be ready for these appraisal changes by preparing for longer escrows.

You could buy a home even if you have 0 Money on hand however to be successful it comes down to three steps that really aren't to difficult.......

1) Qualify for a loan -- This means you must have an income along with
an average credit score. "not perfect but just not bad"

2) Find a home that the seller is willing to sell for less money than it will appraise for.

FHA loan .... "you will need to be gifted the down payment".
VA loan .... "If you qualify for a VA loan this might be a great option.

There are other factors that your lender can address or give you advice on what you need to qualify for the price range desired. For the first time since 1979 the national average rate on a 30-year, fixed-rate home mortgage has dropped below 5%. Unfortunately the low rates come at a time when only solid ground borrowers are able to meet lenders strict qualifications. The Federal Reserve made a sudden decision to print $1.2 trillion and pump the money into the economy. They needed to purchase a few things. $750 billion in mortgage-backed securities, a Treasury debt of $300 billion, and $200 billion in debt purchases from Freddy Mac and Fannie Mae. A good move? Maybe not. It sent up some red flags on inflation, a weaker dollar and high oil prices. In short, a risk of inflation. The Fed however made it clear that they are more concerned about deflation. This seams like a great time to purchase a home, low home prices with interest rates under 5%.
