&lt;p&gt;Within the past few months news sources including the Reading Eagle, Eastern PA Business Journal and various other local publications have made mention of a number of companies deciding to close their facilities in the local marketplace. This has a few obvious impacts including job loss and tax revenue loss, but a large problem that is sometimes overlooked is what do we now do with the vacant real estate.&lt;/p&gt;
&lt;p&gt;The majority of the time these facilities, especially manufacturing plants are designed and built for a specific function.&lt;/p&gt;
&lt;p&gt;On many occasions these properties will end up being retrofitted for another use, which will ultimately affect the sales price. Some of the larger companies will even sell the property below market value to just get it off of their books.&lt;/p&gt;
&lt;p&gt;This not only has a direct impact on the subject property but also an impact on the rest of the market. Especially when it comes to appraisers trying to value other assets in the marketplace!&lt;/p&gt;
&lt;p&gt;The positive is that there are certain items within a facility which can be a benefit, including water/sewer capabilities, cranes, power infrastructure, rail, etc&amp;hellip; When these facilities have their equipment still in place, it allows the Broker to market to a certain demographic. This could be a good problem to have as it allows you to target a certain company and offer what most sites cannot include a turn-key operation and workforce that is in place. A perfect example of this scenario is when Advanced H20 Water Closed its doors In 2007 and another bottling company purchased the assets, equipment, leased the building, and hired a number of the former employees.&lt;/p&gt;
&lt;p&gt;Unfortunately this does not happen all the time, in most cases the equipment is auctioned off, and the buildings are placed on the market for sale or lease! Without the equipment or specialized infrastructure you are now marketing a general warehouse or industrial facility and not separating yourself from the rest of the marketplace. This tends to lower the rental rate, increase the incentives that are offered, and increase potential tenant improvement allowances. All of the items listed directly affect the value of the asset and value of market.&lt;/p&gt;
&lt;p&gt;What we hope as a community is to concentrate not only on attracting new industry but work extremely hard at company retention. As a Broker we earn our fees by filling vacant real estate, however we want nothing more than to show what industry we have and what employers are expanding; this shows market strength and stability. We need to spend just as much effort on company retention as we do on attracting new businesses.&lt;/p&gt;
&lt;p&gt;By assisting our local companies to expand we will ultimately help all aspects of the community.&lt;/p&gt;

&lt;p&gt;Katz Properties based in New York purchased the Kenhorst Plaza Shopping Center in Shillington for $16.150 Million. The property consisted of 161,424 square feet and was comprised of 26 total spaces of which twenty were occupied.&lt;/p&gt;
&lt;p&gt;Some of the key tenants located within the center are Redner&amp;rsquo;s Warehouse Markets, Dollar Tree, and the U.S. Post Office.&lt;/p&gt;
&lt;p&gt;The property has been part of numerous sales including a transaction in 2008 when it sold for $22.397 Million and a transaction in 2001 for $18.725 Million.&lt;/p&gt;
&lt;p&gt;A 28% drop in value since 2008, although the rent rolls were not compared.&lt;/p&gt;

      <title>Space Planning and the Total Cost of Occupancy</title>
      <description>&lt;p&gt;The number of occupants and the space required per occupant are the key determinates to total cost of occupancy.&amp;nbsp; Consider that the occupancy costs are the multiplication of the rental rate per square foot plus the operating costs per square foot times the number of people and the space that each person occupies.&amp;nbsp; There are factors that add to the total space consumption including lost space from hallways, bathrooms, elevator cores, storage areas, atriums and reception areas.&amp;nbsp; This is often called the building loss factor and is an efficiency measure of the building.&amp;nbsp; To these losses also add the space required for cafeterias, special computer and server rooms and conference, training areas and other special spaces.&lt;/p&gt;
&lt;p&gt;As you can see the quantities add up quickly.&amp;nbsp; Let&amp;rsquo;s use a simple example to show the impact of these numbers.&lt;/p&gt;
&lt;p&gt;Assume 200 people at 150 SF per person.&amp;nbsp; The building loss factor is 20% and there are additional space uses of 10%.&amp;nbsp; The rent for office space is $20.00 PSF and the operating costs are $4.00 PSF.&amp;nbsp; The table below shows the total cost of occupancy at 150 SF per person and 130 SF per person.&lt;/p&gt;

&lt;p&gt;As you can see from the analysis, the annual total cost of occupancy goes up over $100,000 per year and the difference is over $600 per person per year for a small change in the space standards.&amp;nbsp; For large quantities of people, this difference becomes exceedingly large.&amp;nbsp; For a ten year lease, this is a $1 million difference in the two cases.&amp;nbsp; Said another way, the difference between to two cases on a per person basis is about $625 per year and this justifies the purchase of new furniture that typically runs $3000 to $4000 per individual.&lt;/p&gt;

      <title>Preparing for Lease Administration</title>
      <description>&lt;p&gt;NAI is constantly evaluating tools for providing lease administration services to our clients.&amp;nbsp; However, determining the right solution for the client is not a casual effort.&amp;nbsp; Below are some of the key factors that need to be discussed and understood as you work through the process of setting up a lease administration solution.&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;Clearly&amp;nbsp;understand the client needs and how that balances with their requests and perhaps&amp;nbsp;more importantly their expectations.&lt;/li&gt;
&lt;/ul&gt;
&lt;ul&gt;
&lt;li&gt;It&amp;rsquo;s important&amp;nbsp;to understand the timing for getting the system populated, tested and running. This is a critical element, as it is a major undertaking to make any&amp;nbsp;system functional with the client information.&lt;/li&gt;
&lt;/ul&gt;
&lt;ul&gt;
&lt;li&gt;What&amp;nbsp;data is available and in what format it&amp;rsquo;s stored in is critically important.&amp;nbsp; Before any system can function properly, it must have a core database of information. The effort&amp;nbsp;to gather the data; have it prepared for entry; entered into the system&amp;nbsp;and verified that the data is entered correctly can be time consuming, potentially expensive and is probably the most important work required to make any lease administration solution successful.&lt;/li&gt;
&lt;/ul&gt;
&lt;ul&gt;
&lt;li&gt;Obtaining&amp;nbsp;key documents pertaining to the lease as the lease documents will need to be abstracted to provide the relevant information required for populating the chosen system solution. Documents used to provide information on leased property should be converted to electronic format and be stored within the lease administration system.&lt;/li&gt;
&lt;/ul&gt;
&lt;ul&gt;
&lt;li&gt;Determining the reports or output the client is expecting from the system is an&amp;nbsp;excellent tool for defining the necessary fields required in the database structure.&amp;nbsp; Most systems will&amp;nbsp;provide for the &amp;ldquo;normal&amp;rdquo; data requirements but your client may have a unique management structure or specific metric it wants included for each lease and these fields or data structures will need to be clearly&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; understood as the system and data is organized in the database.&lt;/li&gt;
&lt;/ul&gt;
&lt;ul&gt;
&lt;li&gt;Establish a process and responsibility for managing the system updates, imputing new&amp;nbsp;leases, issuing reports and taking action as required.&amp;nbsp; Without this responsibility and process the lease administration system will quickly fail to function.&lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;The above effort (if not already done) can be quite substantial and should be started immediately, even before you select a lease administration system that best fits your client&amp;rsquo;s needs.&lt;/p&gt;
&lt;p&gt;I would suggest that if you collect the data mentioned above and implement a process to manage the lease activity, it will assist the effort in selecting a specific system, as there are quite a few good lease administrations systems available.&lt;/p&gt;

&lt;p&gt;Investors targeted top-tier, low-risk office assets in primary markets last year, while opportunity funds sought a once-in-a-generation prospect to acquire quality properties at deep discounts. Distressed sales disappointed the wall of waiting capital as lenders extended and modified loans on quality assets, parting only with true high-risk, low-end properties, generally in tertiary locations.&lt;/p&gt;
&lt;p&gt;Recompressed cap rates in the top tier and limited volume at the bot&amp;shy;tom have moved capital toward the middle-of-the market bell-curve, benefiting Class B properties in non-prime but still good locations. Initial yields for deals in secondary markets compressed 20 basis points in the second half of 2010 into the high-eight percent to low-nine percent range and will continue to tighten this year.&lt;/p&gt;
&lt;p&gt;While private buyers accounted for nearly half of the volume of office deals made in secondary markets dur&amp;shy;ing 2010, institutional investors and public REITs increased their pres&amp;shy;ence, comprising 26 percent and 19 percent of dollar volume, respectively. Nearly 70 percent of the dollar vol&amp;shy;ume from institutional investors was recorded in Seattle-Tacoma, Denver, Phoenix and Charlotte. Vacancy rates in these markets will improve by be&amp;shy;tween 60 basis points and 100 basis points this year, on pace or exceeding the projected U.S. vacancy decline of 60 basis points.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Opportunity Is Knocking&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;Buyers looking to acquire distressed office properties in secondary markets may find value-add opportunities in Phoenix, as the metro has the largest inventory of assets with delinquent loans or REO, with roughly $1.4 billion in distress. Although vacancy rates will remain elevated in Phoenix until employers backfill underutilized space, the average rate will drop 90 basis points this year to 25.6 percent as construction slows to levels last recorded in the mid-1990s and office-using job growth accelerates leasing activity. Additionally, prices in the metro fell 23 percent last year to $130 per square foot, compared with a four percent decline nationally. In that time, average cap rates in Phoe&amp;shy;nix retreated 20 basis points to the mid- to high-eight percent range.&lt;/p&gt;
&lt;p&gt;Other distressed-asset opportunities may be found in Denver, where $800 million in distressed office proper&amp;shy;ties pushed down the average price 20 percent last year to $112 per square foot. Similar to Phoenix, office construction in Denver will fall to the lowest level in 15 years in 2011, and office-using employment growth will accelerate. Vacancy rates in the metro area will retreat 80 basis points this year to 19.5 percent, largely driven by improving performance in the CBD.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;In Orlando, meanwhile, the inventory of distressed office properties is under $300 million; however, small inves&amp;shy;tors will continue to re-enter the mar&amp;shy;ket this year as financing improves and space demand outpaces supply growth. Vacancy rates will retreat 60 basis points to 16.5 percent, while effective rents will rise one percent to $16.80 per square foot. With average prices down 23 percent year-over-year in 2010, value-add investors able to put considerable cash into deals will begin to stir as the year progresses.&lt;/p&gt;
&lt;p&gt;By the second half of 2011, buyer demand will spread toward Class B assets that provide a value-add or turnaround path. Improving fun&amp;shy;damentals will play a clear role in boosting investor interest and moving capital down the quality chain. This will prove especially true for Class B and lower-quality properties as reduced rents in the top tier attract tenants and a slow recovery in startup formations and muted small business expansion limit demand.&lt;/p&gt;

      <title>Bethel Industrial Park clears milestone</title>
      <description>&lt;p&gt;Groundbreaking is held at Berks Park 78.&lt;/p&gt;
&lt;p&gt;A groundbreaking ceremony marking the commencement of infrastructure  construction was held Thursday at Berks Park 78 in Bethel Township.&lt;/p&gt;
&lt;p&gt;It marked a climax of sorts for the 10-year effort to create an  industrial and warehousing complex in Berks County that will allow  businesses to build or to lease space that will be constructed to suit  their individual needs.&lt;/p&gt;
&lt;p&gt;Thomas C. McKeon, executive director of the Berks County Industrial  Development Authority, said the impetus for the entity sprang from the  2001 Leak-Goforth Co. study, which was commissioned to make an  assessment of the county&amp;rsquo;s industrial-site needs.&lt;/p&gt;
&lt;p&gt;&amp;ldquo;That said that Berks was at a disadvantage because it didn&amp;rsquo;t have  shovel-ready sites,&amp;rdquo; McKeon said. &amp;ldquo;So we feel we have fulfilled the  mission we were given way back then.&amp;rdquo;&lt;/p&gt;
&lt;p&gt;BCIDA purchased the property in September 2004 for $6.3 million&lt;/p&gt;
&lt;p&gt;The development, just off Interstate 78 along Route 501 in Bethel,  has entailed about $43.5 million in federal, state and local funding,  McKeon said.&lt;/p&gt;
&lt;p&gt;He estimated that it will provide a minimum of 1,000 jobs.&lt;/p&gt;
&lt;p&gt;The park also will necessitate the reconstruction of the I-78/Route  501 interchange, which in itself represents an investment of $23.4  million in highway funds, he said.&lt;/p&gt;
&lt;p&gt;Infrastructure construction will include improvements to 501 and the  building of access roads throughout the 323-acre site, as well as the  construction of an entrance.&lt;/p&gt;
&lt;p&gt;The next phase will include construction of a water tank, pump house  and connections from wells for the park&amp;rsquo;s fire-suppression system. A  sewage pump station will also be built and traffic lights installed.&lt;/p&gt;
&lt;p&gt;Metropolitan Edison Co. will provide power to the site. McKeon said  the company is purchasing rights of way for that part of the project.&lt;/p&gt;
&lt;p&gt;McKeon said there has been interest expressed in the location from  developers and end users, including some Fortune 100 companies.&lt;/p&gt;
&lt;p&gt;&amp;ldquo;We are seeing some companies consolidating warehouses, and imports  are up, and that drives demand for warehouse space,&amp;rdquo; he said. &amp;ldquo;We&amp;rsquo;re  starting to see the effects of that. Our advantage is that we&amp;rsquo;re not  like a build-to-suit developer, where the developer says, &amp;lsquo;I own the  land and I am going to build the building for you.&amp;rsquo; We&amp;rsquo;re very  flexible.&amp;rdquo;&lt;/p&gt;
&lt;p&gt;With its optimal location near a major interstate highway, McKeon  said the park should be attractive to any number of potential tenants.&lt;/p&gt;
&lt;p&gt;&amp;ldquo;This is a very big deal,&amp;rdquo; McKeon said of the park, noting the jobs  that it is expected will be created and the tax dollars it will generate  for Bethel, Berks and the Tulpehocken School District. &amp;ldquo;That&amp;rsquo;s what you  need for the future. And that is just on the services side. On the information side, Argus is selling to Altus and Costar is acquiring Loopnet.&lt;/p&gt;

Key metrics show both sales and leasing volume are up and in the major markets both rental rates and asset prices have recovered sharply for core assets.       <title>Apartment conversion project OK&#8217;d by city zoning board</title>

&lt;p&gt;The conversion of the former Gilbert Associates building into 68 apartments can proceed with the blessing of the Reading Zoning Hearing Board.&lt;/p&gt;
&lt;p&gt;The board granted a special exception to developer Greg&amp;nbsp; Sarangoulis for an adaptive reuse at&amp;nbsp;510 and 525 Lancaster Ave. and 30 Noble St.&lt;/p&gt;
&lt;p&gt;Also, the board granted a variance to permit more than three unrelated persons to live in one apartment.&lt;/p&gt;
&lt;p&gt;Sarangoulis testified last month that he plans to market the one-, two- and three-bedroom apartments to college students.&lt;/p&gt;
&lt;p&gt;The zoners heard from several residents of the Hampden Heights area who asked the board to deny separate zoning applications for student housing and a child care facility.&lt;/p&gt;
&lt;p&gt;In the first, Richard Tobias wants a variance for a fourbedroom house at 1619 N. 15th St. to rent to students from Albright College.&lt;/p&gt;
&lt;p&gt;Patricia Hatt objected, citing the history of student housing in the area.&lt;/p&gt;
&lt;p&gt;"We have had issues of housing for the past six or seven years and they always cause tremendous problems," Hatt said. "They can destroy what was once a very residential community."&lt;/p&gt;
&lt;p&gt;The property is in the R-1 residential district, the most restrictive designation for residential neighborhoods.&lt;/p&gt;
&lt;p&gt;Tobias would have to convince the board of a hardship to get the variance.&lt;/p&gt;
&lt;p&gt;In the second, Shadae N. Casiano requested a special exception to operate a home day care for up to six children at 1406 Hampden Blvd.&lt;/p&gt;
&lt;p&gt;Many of the same residents objected to the day care.&lt;/p&gt;
&lt;p&gt;Geraldine Readinger said she lives next door.&lt;/p&gt;
&lt;p&gt;"I have concerns that I would be liable if the children would go into my yard," she said. "I don't want to be responsible for other people's children. This will also reduce my property value. Who will want to buy a house next door to a day care?"&lt;/p&gt;
&lt;p&gt;Decisions will be given June 8.&lt;/p&gt;

      <title>Multi-Billion Dollar Riverfront Project Still On Drawing Board</title>

&lt;p&gt;Big plans for Reading's riverfront are still flowing, but funding has all but dried up.&lt;/p&gt;
&lt;p&gt;The RiverView project was unveiled in Reading in 2008.&lt;/p&gt;
&lt;p&gt;"We're still here, four years later," said James Burdge, Giannasca Development Group's chief operating officer.&lt;/p&gt;
&lt;p&gt;RiverView&amp;nbsp;is the multi-billion dollar brainchild of Giannasca, which boasts other successful commercial projects in Baltimore's Inner Harbor and in Miami.&lt;/p&gt;
&lt;p&gt;But so far, there's been no change to the landscape along the Schuylkill River in Reading.&lt;/p&gt;
&lt;p&gt;"For a while now, the commercial financing markets for real estate developments like [RiverView] has been dried up," Burdge explained.&lt;/p&gt;
&lt;p&gt;Not much has changed as far as the physical plans that were unveiled four years ago. Giannasca still wants to develop 110 acres along the riverfront in Reading, with a price tag of $3 billion.&lt;/p&gt;
&lt;p&gt;What has changed is the approach to funding RiverView.&lt;/p&gt;
&lt;p&gt;"I think the P3&amp;nbsp;bill is very close to being passed," said Burdge&lt;/p&gt;
&lt;p&gt;Burdge said he and his colleagues have been spending time lobbying in Harrisburg. They're pushing for the passage of a bill that would pave the way for public private partnerships for infrastructure improvements in Pennsylvania.&lt;/p&gt;
&lt;p&gt;Burdge&amp;nbsp;believes the promise of better infrastructure will help unlock lending for mixed use projects, like RiverView.&lt;/p&gt;
&lt;p&gt;"We started going globally and have a lot of interest globally because there's a lot of cash reserves in the world that are interested in investing in bonds and things like that in the United States," said Burdge.&lt;/p&gt;
&lt;p&gt;In the meantime, Burdge&amp;nbsp;said Giannasca maintains its office on Canal Street in Reading and progress is made daily, although they've yet to purchase any property.&lt;/p&gt;
&lt;p&gt;"Normally, you don't actually physically purchase and close on the properties until right before construction," Burdge explained.&lt;/p&gt;
&lt;p&gt;Reading city officials told 69 News the Giannasca group checks in from time to time, but it has not made any official requests.&lt;/p&gt;
&lt;p&gt;Burdge&amp;nbsp;said the down economy is not the first national hurdle the developer has encountered. He said the September 11 attacks hurt the hotel industry and delayed Giannasca's major project in Baltimore.&lt;/p&gt;
&lt;p&gt;Hurricane Katrina had similar affects on another one of the company's developments in New Orleans.&lt;/p&gt;
&lt;p&gt;"You're going to run into obstacles," said Burdge. "If it were that easy, everybody would be a real estate developer."&lt;/p&gt;
