Banks have developed the policy of non-negotiable terms, such as:
Must use the banks title company Must sign multiple offer form in advance even if no other offers Must agree for buyer to turn on utilities if not on Must agree to close in 21 days, or pay $100 per diem Must not use electronic signatures Must be pre-qualified with their bank before submitting offer Now, many agents are adopting those same onerous non-negotiable requirements on their short sales, and some traditional sales.

Broker Bryant made a great post about how to make an offer more acceptable. In it, part of the discussion had to do with agent sloppiness.
As we all know, each offer has several documents that must be submitted, depending on whether it's a regular sale, short sale, or bank owned listing; and whether the offer is all cash, financed, or includes other contingencies.

Many home buyers drive through communities and call the Realtor whose name is on a For Sale sign in front of a house. They may call dozens of Realtors like that, and if the house fits theri criteria, may have those agents show them their listing.
What these home buyers don't realize is that the listing Realtor is representing the Seller and owes Fiduciary Duties to the Seller. The Seller is their Client. The home buyer is a Customer to whom is owed no Fiduciary Duty.

When we tour a property, I usually stay in a position where I am never in the way of my buyers when they are viewing a room. I look also but I stay out of their way.

Home buyers today are looking for Short Sale bargain, but unfortunately, many lack patience for the Short Sale.
WHY SHORT SALE
Buyers search for Short Sales because they feel they're all  bargains. Some are,  however, at today's prices one may find better bargains in normal resale homes.
 

 
TIME-IS-MONEY
If buyers are renting, then each month is costing money that's going towards rent instead of a mortgage payment.
