Baltimore County is starting a program to encourage home buyers to consider homeownership in existing residential communities that have foreclosed properties in the 21207 (Gwynn Oak), 21220 (Middle River), 21221 (Essex), 21234 (Parkville), 21244 (Windsor Mill), 21133 (Randallstown), and 21117 (Owings Mills) zip codes. Prospective buyers must be pre-approved for a mortgage through an approved lender and before signing a real estate contract, a new buyer must complete TWO workshops (a home buyer seminar and pre-settlement seminar) and counseling with a Baltimore County affiliated Housing Counseling Agency.
