&lt;p&gt;Pierce Crowley, a freshman at Iona Preparatory School in New Rochelle, was last seen wearing dark jeans, a bright blue &amp;ldquo;Florida Gators&amp;rdquo; short-sleeve T-shirt, and black sneakers with lime-green trim &amp;ndash; possibly near the White Plains Metro-North station at 16 Ferris Ave.&lt;/p&gt;
&lt;p&gt;He has light brown hair, blue eyes and wears braces; he is 5 feet 10 inches tall and weighs 150 pounds, according to a flier seeking information on his possible whereabouts.&lt;/p&gt;
&lt;p&gt;&amp;ldquo;As some of you may already know, our dear Pierce is missing,&amp;rdquo; his parents, Peter and Gretchen Crowley, wrote in an email to friends Sunday. &amp;ldquo;He was not feeling well before he disappeared and is in a fragile state. It is URGENT that we locate him ASAP.&amp;rdquo;&lt;/p&gt;
&lt;p&gt;In addition to contacting police about the boy&amp;rsquo;s disappearance, his family has mobilized a massive volunteer effort with some 500 people posting fliers in Westchester, Connecticut, Manhattan and the Bronx, said family friend Peggy Dunne of Rye.&lt;/p&gt;
&lt;p&gt;Emails have also gone out to community groups, religious institutions and youth organizations across the region.&lt;/p&gt;
&lt;p&gt;&amp;ldquo;(Pierce) is a charming, talented, bright student and an amazing athlete,&amp;rdquo; Dunne said Sunday evening. &amp;ldquo;His family and his friends are just totally distraught about him missing.&amp;rdquo;&lt;/p&gt;
&lt;p&gt;White Plains police said Sunday night there were no new leads on the boy&amp;rsquo;s whereabouts. Anyone with information is asked to call White Plains police at 914-422-6111.&lt;/p&gt;
&lt;p&gt;The family also has set up an email account &amp;mdash; findpiercecrowley@ gmail.com &amp;mdash; where people may send tips.&lt;/p&gt;
&lt;p&gt;There is a reward for information leading to the teen&amp;rsquo;s safe return&lt;/p&gt;

&lt;p&gt;&lt;span style="font-size: 12px;"&gt;The number of closed real estate sales among all types of residential properties in the Westchester County Real Estate Market in the first three months of this year barely exceeded those of the first quarter of 2011 by a scant one-third of one percent. The sales reported by Realtor firms participating in the Empire Access Multiple Listing Service largely flowed from the marketing of properties that were listed during the late autumn and early winter months of 2011.&lt;br&gt;&lt;br&gt;Single family house sales increased by 1.4% and condominium sales by 5.0%, but co-operative unit sales were 3.0% fewer than last year&amp;rsquo;s, and 2-4 family house sales were down by 8.8%. In Putnam County, single family house sales were down by 19.4% from last year. &lt;br&gt;&lt;br&gt;When seasonally adjusted and annualized against the average rates of sales of the past four years, Westchester&amp;rsquo;s first quarter sales were equivalent to an annual sales rate of 6,690 units, an increase of 11.5% over the fourth quarter of 2011. Not too much should be read into this high percentage since the slight increases in 2012 sales are compared against some very low performing prior quarters. Still, the trend line clearly is bending upward. &lt;br&gt;&lt;br&gt;&lt;/span&gt;&lt;span style="font-family: Arial,Arial;"&gt;&lt;span style="font-size: 12px;"&gt;Prices &lt;br&gt;&lt;br&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-size: 12px;"&gt;While sales volumes inched upward for the first quarter postings, average prices continued their downward slide. The median sale price of a Westchester single family house was $505,500, a sharp 8.5% drop from last year&amp;rsquo;s first quarter median of $552,750. This was the lowest Westchester median since 2002 when it first crossed the $500,000 level. &lt;br&gt;&lt;br&gt;Properties selling for $1 million or more accounted for 16% of total house sales, about two percentage points fewer than in the past two years. Westchester condominium and cooperative unit prices decreased, too, by 3.8% and 12.4% respectively.&lt;br&gt;&lt;br&gt;In Putnam County the first quarter median sale price of $277,500 was down $71,500 or 20.5% from last year, and its condos and co-ops together posted a 34.0% decrease in their combined median sale prices&lt;br&gt;&lt;br&gt; However, it must be kept in mind that because of Putnam&amp;rsquo;s low overall sales count, relatively few transactions one way or the other can generate large percentage swings.&lt;br&gt;&lt;br&gt;&lt;span&gt;Inventory &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-size: 12px;"&gt;The supply of properties listed for sale increased, as it always does, from the close of the fourth quarter to the close of the first quarter, as sellers and buyers anticipated the spring market, but in comparison to the first quarter of 2011, Westchester&amp;rsquo;s 2012 first quarter inventory of 6,649 listed properties was just 18 units or 0.3% fewer. Putnam County experienced a 5.9% increase in inventory.&lt;br&gt;&lt;br&gt;Market Conditions &lt;br&gt;&lt;br&gt;&lt;/span&gt;&lt;span style="font-family: Arial,Arial;"&gt;&lt;span style="font-size: 12px;"&gt;In assessing the condition of the real estate market it is always important to keep in mind that the data posted by the Multiple Listing Service are lagging indicators by some three to four months on average, as properties are listed, marketed, contracted, and then scheduled for closing. As this report is released, member Realtors are reporting significant market activity which hopefully will yield more closings to be included in the second quarter report. Certainly the key influences are positive: &lt;br&gt;&lt;br&gt;&amp;bull; Westchester-Putnam prices are exceptionally low, and in the case of cooperative units at a median sale price of around $145,000, exceptionally affordable for first time buyers. &lt;br&gt;&lt;br&gt;&amp;bull; Average mortgage interest rates, while inching upwards a few basis points in the past couple of weeks, remain at record low levels. The rate on a 30-year conventional mortgage has been less than 5.0% since mid-2011, and currently is about 4.3%. &lt;br&gt;&lt;br&gt;&amp;bull; Westchester&amp;rsquo;s unemployment rate continues to inch downwards. It was 7.6% in January 2011, and 7.4% in January 2012. &lt;br&gt;&lt;br&gt;&amp;bull; The equity markets are in fairly good shape, notwithstanding the occasional scare from the European debt crisis. The Dow Jones Industrial Average, for example, has been on a steady climb since the autumn of 2011 to and past the 13,000 level. The DJIA is a confidence builder (or destroyer) even for potential homebuyers with no investments there. &lt;br&gt;&lt;br&gt;&amp;bull; The foreclosure situation in Westchester is manageable and is not depressing the local real estate market.       <description>&lt;p&gt;&lt;strong&gt;As we all know by now short sales can be very frustating and time consuming.&amp;nbsp; A large percentage of short sales never even close because of various obstacles.&amp;nbsp; One of these obstacles is the amount of time the bank takes to get back to the buyer regarding their offer and final decision.&amp;nbsp; New regulations will take effect June 1, 2012 and apply to any Fannie Mae or Freddie Mac backed loans.&amp;nbsp; The regulations state that the bank will have to give an answer to the buyers offer withing 30 days and a final decision within 60.&amp;nbsp; The banks are realizing that short sales tend to sell for a higher price then foreclosures.&amp;nbsp; The difference, after recent research, is that forclosures sell at a discount of about 29% and shortsales about 23%.&amp;nbsp; Anaylists have predicted that their will be a spike in shortsales in 2012 so this decision couldn't have come at a better time.&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;&lt;span&gt;Westchester and Putnam Counties, New York &lt;br&gt;&lt;br&gt;&lt;a href="http://www.westchestercountyrealestatemarket.com/"&gt;http://www.WestchesterCountyRealEstateMarket.com&lt;/a&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;The surge of sales activity in 2010 resulting from the stimulus of the federal home buyers tax credit program failed to spill over into 2011. Rather, in Westchester County last year, as reported by Realtor brokerages participating in the Empire Access Multiple Listing Service, the total 6,194 closed residential sales were 6.0% fewer than in 2010. Single family house sales were off by 4.4%, condominiums by 10.9%, and cooperatives by 8.5%. Putnam County house sales differed by only one unit from 2010. &lt;br&gt;&lt;br&gt;&lt;span&gt;Considering the fourth quarter of 2011 alone, there was a marked increase in the sales volume for co-ops which was up 20.1% from last year, but the single family house sector continued to disappoint with a volume 5.0% below last year&amp;rsquo;s sales. Seasonally adjusted&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;the fourth quarter&amp;rsquo;s rate of overall residential sales was 4.9% slower than the third quarter&amp;rsquo;s rate, and within the single family house sector, 11.0% slower. &lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;Prices trended downward, too. The fourth quarter median&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;sale price of a single family house in Westchester was $525,000 - 8.9% lower than a year ago, and the lowest median for any quarter since 2002. Some of that decrease in the median was attributable to a fall-off in the proportion of high-end ($1,000,000+) sales which accounted for only 13.7% of total sales whereas 16% or more has been the fourth quarter norm of the past several years. Most of the decrease, however, was simply the result of weak demand that prompted price concessions from sellers. &lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;The largest fourth quarter price decrease took place in the cooperative unit sector, where the median sale price of a Westchester co-op was $146,000, down 15.2% from a year ago. But as noted above, the co-op sector also enjoyed a large increase in the number of fourth quarter sales, suggesting that this sector may have finally found the price points that generate traffic. &lt;/span&gt;&lt;/p&gt;
&lt;p&gt;That conjecture is bolstered by the fact that co-ops were the only residential sector to post a year-end increase in inventory, albeit a small one at 2.7%. Typically in this region, an improving market encourages potential sellers to list their properties, and thus contrary to classic supply and demand theory, inventory actually increases even as sales volume increases too. &lt;br&gt;&lt;br&gt;The opposite happens when the market is seen to be uncertain or soft: sellers withdraw their listings and inventory decreases as a result. Unlike the co-op sector this year, the single family, multifamily and condominium sectors all posted reduced inventories from 2010, suggesting a continuing lack of enthusiasm by consumers to enter the real estate market, at least not for these more expensive housing types.&lt;/p&gt;
&lt;p&gt;The reported fourth quarter closings largely reflected listing and marketing activity that took place in the summer and early autumn months of 2011. Some of the major forces affecting real estate at that time were pushing in different directions &amp;ndash; and still are. For example, mortgage interest rates in mid-2011 were trending downwards and had dropped below an average 5.0% rate for 30-year conventional loans. &lt;br&gt;&lt;br&gt;That average just recently dipped below 4.0% and in theory should be making housing much more affordable, especially for moderate income and first-time buyers. Yet there is convincing anecdotal evidence from Realtors in our region that the benefit of low rates is increasingly negated by tougher qualification ratios, required higher credit scores, and slower processing by lenders. Overly conservative appraisals are said to be impairing transactions too.&lt;/p&gt;
&lt;p&gt;Consumer confidence in the economy also plays a major role in the decision to buy or sell real estate. In July and August of 2011 consumers were confronted with a scary display of extreme volatility in the equity markets, largely brought on by a sovereign debt crisis in Europe, a surprise circumstance that probably had not been on the average person&amp;rsquo;s economic worry list. Will there be more of that? &lt;br&gt;&lt;br&gt;&lt;span&gt;Another confidence-sapping economic condition is the painfully slow improvement in the job market. Westchester and Putnam Counties are among the six counties with the lowest unemployment rates in New York, around 6.3%. But at the same time, the improvement over the course of 2011 was only around three-tenths of a percent &amp;ndash; hardly enough to impart a sense of economic security for households contemplating a home purchase.&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;Perhaps the greatest erosion of confidence is of political origin, in the sense that there are no undisputed plans in place as to how the economy is to be managed, hence consumers don&amp;rsquo;t know what to expect, and they hunker down, postponing any decision making of consequence such as home buying.&lt;br&gt; &lt;br&gt;If that is true, then we&amp;rsquo;ll have to wait for elections to establish a firm action agenda for recovery, and the local real estate market in 2012 will look pretty much like 2011 as to sales volumes and prices, unless still deeper price reductions bring on a burst of sales such as appears to have been the case with co-ops in the fourth quarter.&lt;/p&gt;
