To determine a property's value, most people turn to either an appraisal or a comparative market analysis. An appraisal is a certified appraiser's estimate of the value of a home at a given point in time. On May 22, 1930, Proctors was the site of the first public demonstration of a new technology - television. An orchestra led by the image of a conductor that was sent from the General Electric laboratories over a mile away, and projected onto a seven-foot screen. The experiment was conducted by Dr. Ernst F. W. Alexanderson. Throughout the 1930's and 40's, the city and the theater business thrived, as the Golden Age of movies and the Big Band Era brought record numbers of people out to the shows. STAR Program Helps Reduce Tax BillSchenectady City School District taxpayers who applied for the New York State School Tax Relief (STAR) program will again receive a reduction in their school tax bill. Under the Basic STAR program, property owners are entitled to have their assessed property value reduced by $27,080 ($51,260 under Enhanced STAR). As a result, a homeowner with an assessed value of $75,000 would pay taxes on $47,920 ($23,740 under Enhanced STAR) of assessed value. What is the Current Capital District, NY Real Estate Market Condition? The Capital District NY area real estate market in 2007 was probably closest to a "balanced market". Home prices generally leveled off from the significant price increases during the 2002 to 2005 period. In some price ranges the prices are correcting downward slightly. Average days on the market were up slightly from 2006. In 2008, there is an adequate suppley of homes on the market and with fixed interest rate thirty year mortgages in the 5.75% to 6.25% range, 2008 should be a good year for homebuyers. Despite plenty of evidence to the contrary, 77 percent of homeowners believe that their homes are worth as much or more as they were in 2006, according to a Harris Interactive survey conducted for Zillow.com.And 36 percent say their homes increased in value in 2007.The slow market also isn't discouraging homeowners from major transactions.
