&lt;p style="text-align: justify;"&gt;Less than a day after the Federal Reserve said it would double its purchases of mortgage debt, fixed rates on conforming 30-year mortgages dropped as much as half a percentage point to well under 5 percent.&lt;/p&gt;
&lt;p id="also_online_more" style="text-align: justify;"&gt;Many analysts doubt that rates will be headed back up anytime soon.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;A check of lenders' Web sites Thursday showed rates ranging from 4.625 percent to 4.75 percent, not including points, for the most creditworthy customers.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Except for a day or so in December, rates are at the lowest levels since at least 1965, according to mortgage giant Freddie Mac.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Mortgage rates already were at near-record lows. Nationally, the average conforming 30-year fixed rate for the week ended Thursday was 4.98 percent, according to a Freddie Mac survey taken before the latest interest rate dips.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;The rate drop is likely to encourage more borrowers to see whether they can qualify for the lowest rates.&lt;/p&gt;

      <description>&lt;p&gt;Everyone will agree that American is now facing some of the most difficult times since the great depression.&amp;nbsp; Republicans and Democrats alike are&amp;nbsp;pointing fingers in hopes of steering the vote and gaining public support.&amp;nbsp; Recently Fannie Mae and Freddie Mac lost control and as a result the government had to step in and initiate yet another bail out.&amp;nbsp; Many are asking, "How did we get to this point?" "Why is our economy on the brink of failing and sending us into another recession?&lt;/p&gt;
&lt;p&gt;Steven Holmes, a writer for the New York Times, may have been right on the money with his article entitled, "Fannie Mae Eases Credit to Aid Mortgage Lending" written on Sept 30th, 1999.&lt;/p&gt;
&lt;p&gt;Where do you place the blame for the current economic crisis and need for a $700 billion dollar government bail out program?&amp;nbsp; Are you for&amp;nbsp;a government bailout or against?&amp;nbsp; Will the $700 billion dollar bailout create another catostrophic crisis down the road?&amp;nbsp; These are just a few questions many Americans are asking as uncertainty increases and consumer confindence continues to fall.&lt;br&gt;&lt;br&gt;_____&amp;nbsp;&lt;br&gt;&lt;br&gt;&lt;strong&gt;Fannie Mae Eases Credit To Aid Mortgage Lending&lt;/strong&gt; &lt;br&gt;&lt;br&gt;By STEVEN A. HOLMES &lt;br&gt;&lt;br&gt;Published: September 30, 1999 &lt;br&gt;&lt;br&gt;In a move that could help increase home ownership rates among minorities and low-income consumers, the Fannie Mae Corporation is easing the credit requirements on loans that it will purchase from banks and other lenders. &lt;br&gt;&lt;br&gt;The action, which will begin as a pilot program involving 24 banks in 15 markets -- including the New York metropolitan region -- will encourage those banks to extend home mortgages to individuals whose credit is generally not good enough to qualify for conventional loans. Fannie Mae officials say they hope to make it a nationwide program by next spring.&lt;br&gt;&lt;br&gt;&lt;strong&gt;Fannie Mae, the nation's biggest underwriter of home mortgages, has been under &lt;span style="text-decoration: underline;"&gt;increasing pressure from the Clinton Administration&lt;/span&gt; to expand mortgage loans among low and moderate income people and felt pressure from stock holders to maintain its phenomenal growth in profits.&lt;br&gt;&lt;/strong&gt;&lt;br&gt;In addition, banks, thrift institutions and mortgage companies have been pressing Fannie Mae to help them make more loans to so-called subprime borrowers. These borrowers whose incomes, credit ratings and savings are not good enough to qualify for conventional loans, can only get loans from finance companies that charge much higher interest rates -- anywhere from three to four percentage points higher than conventional loans.&lt;br&gt;&lt;br&gt;''Fannie Mae has expanded home ownership for millions of families in the 1990's by reducing down payment requirements,'' said Franklin D. Raines, Fannie Mae's chairman and chief executive officer. ''Yet there remain too many borrowers whose credit is just a notch below what our underwriting has required who have been relegated to paying significantly higher mortgage rates in the so-called subprime market.'' &lt;br&gt;Demographic information on these borrowers is sketchy. But at least one study indicates that 18 percent of the loans in the subprime market went to black borrowers, compared to 5 per cent of loans in the conventional loan market.&lt;br&gt;&lt;br&gt;&lt;strong&gt;In moving, even tentatively, into this new area of lending, Fannie Mae is taking on significantly more risk, which may not pose any difficulties during flush economic times. &lt;span style="text-decoration: underline;"&gt;But the government-subsidized corporation may run into trouble in an economic downturn, prompting a government rescue similar to that of the savings and loan industry in the 1980's.&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;

      <title>FHA Downpayment Assistance Programs - Terminate or Compromise?</title>
      <description>&lt;p&gt;Many are questioning whether the October 1st ban on FHA down payment assistance programs is good for business.&amp;nbsp; Seller funded gifts have allowed many families with little or no money in the bank an opportunity to enjoy the benefits of homeownership.&amp;nbsp;&amp;nbsp;Many claim&amp;nbsp;that these types of DPA programs inflate home prices and&amp;nbsp;have contributed to our currrent foreclosure epidemic.&amp;nbsp; Congress is now considering alternative options for FHA down-payment assistance programs that might provide a better solution than terminating the program altogether.&lt;/p&gt;

      <title>1st Time Home Buyer Tax Credit - Take Advantage Now Before Time is Up</title>
      <description>&lt;p&gt;Housing&amp;nbsp;sales&amp;nbsp;and pricing continue to fall raising many questions on how soon&amp;nbsp;we can expect to recover.&amp;nbsp; The government is slowing enacting legislatiion to bail the housing market out and restore balance to local real estate economies.&lt;/p&gt;
&lt;p&gt;Recently, President Bush signed The Housing and Eonomic Recovery Act of 2008 which includes a new temporary tax credit to provide an incentive to purchase for first time home buyers.&lt;br&gt;&lt;br&gt;Only 1st time home buyers are elgible for the $7,500 tax incentive and depending on income may only qualify for half or possible even no tax credit.&amp;nbsp; Here is a basic guidline for determining elegibility.&amp;nbsp; Offer expires on July 1st, 2009.&lt;/p&gt;
&lt;p&gt;Single or Head of Household&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;Income &amp;lt; $75,000 = $7,500 tax credit&lt;/li&gt;
&lt;li&gt;Income $75,000 -$95,000 = partial tax credit&lt;/li&gt;
&lt;li&gt;Income over $95,000 = no tax credit&lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;Married Filing Jointly&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;Income &amp;lt; $150,000 = $7,500 tax credit&lt;/li&gt;

      <title>Car or Suv?  Which is the better option? </title>
      <description>&lt;p&gt;Rising gas pricing have definitely raised the question on what is the best solution for my automobile needs.&amp;nbsp; Everyone seems to think the best option these days is to trade in the gas guzzling SUV for a more economical car, but is this really the best option?&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Rising Gas Expenses have also placed automobile dealers in a predicament that might actually work to the consumer's advantage.&amp;nbsp; Just today, GM's stock fell to the lowest dollar/share seen since 1955.&amp;nbsp; In an effort to increase sales, profit margins and bail itself out of the bottomless oil pit, GM has taken the offensive and is now enacting special incentive programs to encourage consumers in the market to purchase an automobile to take action.&amp;nbsp; For example, GM is now offering 0% financing for 72 months on select SUVs and Trucks.&amp;nbsp; This is just one tactic to lure auto buyers into their dealerships and move inventory.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Dealers across the board are offering discounts and incentives to move the gas guzzlers off the lot and into the buyer's garage.&amp;nbsp; Of course if you visit the lot and pass by the wandering salesman, you'll still get the ever so clever one liner, "We can't keep the trucks and suvs on the lot".&amp;nbsp; One thing for sure, we all know now is not a good time to be selling a truck or SUV, with low consumer confidence, high gas prices, and low gas mileage, you just can't win.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;So when comparing advantages and disadvantages of purchasing a car or suv/truck, be sure and consider the following points:&amp;nbsp;&lt;/p&gt;

&lt;li&gt;Weigh benefit, cost, value and expense in monthly, annualized, and life terms&lt;/li&gt;

      <title>Increase in Existing Homes Sales - Signs of Market Stabilization</title>
      <description>&lt;p style="text-align: justify;"&gt;According to NAR Chief Economist, Lawrence Yun, the latest information on existing home sales confirms stabilizing trends.&amp;nbsp; Existing homes sales increased 2.9% in February.&amp;nbsp; With sales still down over 24% from February 2007, the&amp;nbsp;market is still on the road to recovery.&amp;nbsp;&lt;br&gt;&lt;br&gt;Regional sales changes from a month ago:&lt;/p&gt;

&lt;li&gt;In the Northeast Region, sales rose 11.3 percent &lt;/li&gt;
&lt;li&gt;In the Midwest Region, sales rose 2.5 percent &lt;/li&gt;
&lt;li&gt;In the South Region, sales rose 2.1 percent &lt;/li&gt;

&lt;div&gt;In the West Region, sales fell 1.1 percent&lt;/div&gt;

      <title>HUD Releases FHA, Fannie Mae, Freddie Mac Loan Limits </title>
      <description>&lt;p style="text-align: justify;"&gt;The new loan limits for FHA and Fannie Mae and Freddie Mac are now calculated at 125 percent of the HUD published median prices, with a floor of $271,050 and $417,000, respectively, not to exceed $729,750.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;We expect the impact of these loan limit increases on the housing market to be significant because of the infusion of capital into the mortgage market, which should result in lower interest rates across the board. In addition, there will be a direct impact on high-cost areas that previously required borrowers to take out costlier jumbo mortgages.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;As NAR research points out, increasing FHA loan limits will help an additional 138,000 Americans achieve the dream of home ownership and will allow nearly 200,000 homeowners to refinance and potentially keep their home. In addition, NAR believes that increasing the loan limits for Fannie Mae and Freddie Mac will bolster the housing finance market, which continues to be severely stressed, by providing an immediate infusion of much needed liquidity to the nation's mortgage market.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;An economic impact study conducted by NAR in January 2008 estimated that increasing the GSEs' conforming loan limits would result in as many as 500,000 refinanced loans and could help reduce foreclosures by as much as 210,000. In addition, over 300,000 additional home sales could be generated, housing inventory would be reduced and home prices would be strengthened by two to three percentage points.&lt;/p&gt;

      <description>&lt;p style="text-align: justify;"&gt;The&amp;nbsp;Collin County Association of Realtors recently reported&amp;nbsp;good news for the DFW area.&amp;nbsp; Sources indicate real estate market conditions might not be as bad as everyone thinks, especially in North Texas.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;strong&gt;2007 A Relatively Stable Real Estate Market for Collin County and Surrounding Areas&lt;/strong&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;2007 proved to be a relatively stable housing market for Collin County and parts of surrounding Dallas, Denton and Grayson Counties. Despite the national downturn, our local real estate market experienced only a small percentage of decline, according to the Collin County Association of REALTORS&lt;sup&gt;&amp;reg; &lt;/sup&gt;(CCAR) &lt;a name="OLE_LINK1" title="OLE_LINK1"&gt;&lt;/a&gt;based on data from the North Texas Real Estate Information Systems' Multiple Listing Service.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;The CCAR Pulse, which delves into the real estate markets of 35 communities in Collin, Dallas, Denton and Grayson Counties, reports that our area currently does not have an oversupply of homes as one might expect in a down real estate market. Rather, in the month of December, we maintained a balanced supply of homes and a steady mortgage rate.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;While December's new listings and sales were down from a year ago, sales prices are holding strong with median sales prices&amp;nbsp;down slightly by 2 percent&amp;nbsp;and average sales prices&amp;nbsp;up by 4 percent. Homes in our area also remain very affordable, with the affordability index at 134. This number indicates that the median family income is 134 percent of the income necessary to qualify to buy a median priced home with a 20 percent down payment and a 30-year fixed rate mortgage.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;"We are expecting a very good year with the real estate market getting back to its traditional cycle of heavy activity in the spring and summer," says Jacob Narisi, 2008 CCAR president. "I strongly suggest that if anybody wants to sell or buy a home now is the time to start looking, spring is almost here." &amp;nbsp;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Last year also saw the median sales price of homes increase, a trend that has been ongoing since 2002. Currently, the median price of a home in the area is $178,000, up 3.3 percent from 2006. In addition, houses were on the market an average of 73 days in 2007,&amp;nbsp;which is up slightly from 2006, but still in line with what it has been for the last several years. In 2004, homes were on the market a lot longer, an average of 87 days.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;"As you can see from the data, Collin County and surrounding areas have not suffered the major market adjustment as reported by the national media, nor have we been affected as much by the lending crisis. However, we have felt a small sting and we are working through it like everybody else," notes Narisi.&lt;br&gt;&lt;br&gt;- &lt;a href="http://www.ccar.net/public/home.aspx" title="Collin County Association of Reatlors" target="_blank"&gt;Collin County Association of Realtors&lt;/a&gt;&lt;/p&gt;
