Blogging Outside the PC Box

I would like to set up an outside blog. However, I do not have an option in my menu on my home page for an outside blog as detailed in the instructions to set one up. Can anyone help?

When I posted my entry I wanted to post it for Public visabilty (as per the "Official-Unofficial-Guide" to posting but my page did not offer that option in the pull down menu. What did I do wrong?

I was hoping that I could send out a link to my blog to my database so that people could click through to read the blog. When one clicks trhough to my blog it gives a message "no blog entry".

Novice here so any help would be appreciated. THANKS!
