Will Utilities not be turned on in the future to do inspections for Foreclosures?

I had one of our REO Realtors who handles many REO listings in our area state that turning on utilities to foreclosures is going to become a thing of the past. I was told the view of the bank is that your buying the home AS IS, at wholesale, and the bank is not going to do repairs. If the buyer wants the utilities on for inspections they will have to pay to turn them on. Also This REO agent won't turn on gas or water for inspections does that sound right? I was told that if the buyer wanted the water turned on he would have set that up with the water company. My problem with this is if we turn on the utility and damage is done to the house there is no insurance to cover it on the buyer's side.

I edited the title because I felt I needed to be more clear.
