If you have a sidewalk in front of your Clark County home, you essentially own it, and therefore, are responsible for keeping it clear of debris.  Keep in mind though, local government dictates exactly how and when to execute your responsibility.

A recent snowfall in Clark County Washington, prompted a number of calls and questions to the county regarding shoveling the white stuff from sidewalks. Vancouver Public works spokeswoman Loretta Callahan says Chapter 11:40 of the city code makes it clear.
