According to TREND, the tri-state MLS system, the market watch for Kent County is still showing a slight buyer's edge, but with a miniscule pendulum swing towards being a seller's market. In September, the average sold price was $196,200 with 126 homes sold. October edged up slightly to an average of $208,600 with 123 homes sold.  This reflects a decrease in the number of sales, but an increase in the average home price; one indicator of the market shifting back to the seller's advantage. The annual unclaimed escheat funds list will soon be released naming about 85,000 owners of unclaimed revenue in Delaware. The Delaware Division of Revenue releases this list every year and includes unclaimed money, stocks, bonds, wages, dividends, interest, etc. As required by statute, the money is reported to the state escheator by corporations and other sources. Since Delaware is the state of incorporation, most large companies are incorporated here and they report abandoned funds to the state.

President Obama signed an expanded version of the $8,000 first-time homebuyer tax credit. The previous version was due to expire November 30th. This newer version may stimulate the housing market even further than the last since this version qualifies more buyers. The tax credit remains at $8,000 for homebuyers that have not owned a primary residence in the past three years and it also includes a $6,500 credit for homebuyers that have lived in their primary residence for 5 consecutive years out of the past 8 years. Under the old version, those simply moving up the housing chain did not qualify, now they may.

The U.S. Department of Health and Human Services sent $10.6 million to Delaware out of a $2.6 billion coffer to help low income families with their heating bills during the winter months. Health and Human Services Secretary, Kathleen Sebelius said these funds are granted to states under the federal Low Income Home Energy Assistance Program (LIHEAP.)  "Each year, LIHEAP helps more than five million low income households deal with energy costs," said Carmen R. The U.S. Department of Agriculture's Guaranteed Loan Program has increased its loan limit to $1,112,000, effective Oct. 1, 2009. Each year, the National Agricultural Statistics Service adjusts the limits based on the Prices Paid to Farmers Index.  The loan program allows farm credit lenders to extend credit to qualified applicants who might not otherwise meet lending criteria.
The Farm Service Agency (FSA) offers a Direct Loan Program as an alternative for those unable to obtain financing from a commercial lending source. Direct farm loans are government-funded and made by FSA.  Farmers interested in applying for a direct loan should contact their local FSA office.

For those familiar with Plantation Road in Lewes and Rehoboth Beach Delaware, the two lane residential area that runs behind the business complexes on the Route 1 corridor needs to remain residential. A planned 22,500 square foot medical complex is not a welcome addition to the upscale neighborhood. Plantation Road is a well used road for locals, keeping residential traffic away from Coastal Highway. Jack Markell signed legislation on Oct 6th to protect Delaware homeowners who are at risk of foreclosure.
