&lt;p&gt;There were approximately 300 people at CentraLand Title Company's sixth annual economic summit in Temple Texas on Firday,&amp;nbsp;May 17, 2013. The speaker was Dr Dotzour, Chief Economist&amp;nbsp;for the Real Estate Center at Texas&amp;nbsp;A&amp;amp;M. He commented that since the financial shock of 2008, Americans have paid off debt, seen net worth restored and regained their capacity for credit. He&amp;nbsp;commented that the local economy is steady, and that people want to buy again. Corporate uncertainty about health care costs is why hiring hasn't gone up faster.&amp;nbsp;Dr Dotzour said Americans have a larger percentage of disposable income available than any time in the last 33 years.&lt;/p&gt;

&lt;p&gt;&lt;em&gt;&lt;span style="font-family: 'Palatino Linotype','serif';"&gt;&lt;span style="font-size: medium;"&gt;Final Bell County I-35 Expansion Project&lt;/span&gt;&lt;/span&gt;&lt;/em&gt;&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: 'Palatino Linotype','serif'; font-size: 11pt;"&gt;Ground will be broken Thursday, May 9, at 10:30 AM on the final I-35 expansion project in Bell County. The ceremony will take place at 3300 N General Bruce Drive, Temple Texas at the site of the old Continental Inn, on the west (southbound) side of the highway.&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: 'Palatino Linotype','serif'; font-size: 11pt;"&gt;James Construction Group, which is currently building three other I-35 projects in Bell County, won the contract &lt;span&gt;&amp;nbsp;&lt;/span&gt;for the Temple project with a low bid of $241.3 million,&lt;/span&gt;&lt;span style="font-family: 'Palatino Linotype','serif'; font-size: 11pt;"&gt;making this the single largest contract ever let by the Waco District. Running through the city of Temple, the project begins 1.28 miles south of S. Loop 363 at Midway Dr. and ends .76 miles north of N. Loop 363, a distance of 7.56 miles.&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: 'Palatino Linotype','serif'; font-size: 11pt;"&gt;Work on the project has already started&lt;span&gt;&amp;nbsp; &lt;/span&gt;with clearing of the new right-of-way, including the demolition of buildings. Utility relocation (some of which will be done by James Construction Group and some by the individual utility companies) is expected to start shortly, with full-scale roadway work beginning this fall or winter.&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: 'Palatino Linotype','serif'; font-size: 11pt;"&gt;Mainlanes of the highway will be widened to four lanes in each direction, along with the rebuilding of all bridges (except S. Loop 363, which has already been built, and N. Loop 363), and moving the merge point of SH 53 and FM 2305/Adams Avenue further west, allowing the I-35/Adams-Central interchange to be redesigned, increasing safety for drivers .&lt;span&gt;&amp;nbsp; &lt;/span&gt;The area around Industrial Blvd/Spur 290 will also be significantly reconfigured, with two bridges being combined into one, simplifying traffic flow through the area.&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin: 0in 0in 0pt;"&gt;&amp;nbsp;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin: 0in 0in 0pt;"&gt;&lt;span style="font-family: 'Palatino Linotype','serif'; font-size: 11pt;"&gt;On- and off-ramps will be upgraded, generally being made longer and placed so that traffic exits from the highway to the access road before traffic on the access road enters the highway, allowing drivers on both parts of the highway to enter and&lt;span&gt;&amp;nbsp; &lt;/span&gt;exit the mainlanes more safely. An existing elevated section of the mainlanes will be rebuilt mostly at ground level with additional crossings, and U-turns (also known as Texas Turnarounds) will be added at most intersections. &lt;/span&gt;&lt;span style="font-family: 'Palatino Linotype','serif'; font-size: 11pt;"&gt;Additionally, traffic lights will be installed at several intersections, and permanent overhead signs will be put in place&lt;span&gt;&amp;nbsp; &lt;/span&gt;for traffic information.&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin: 0in 0in 0pt;"&gt;&lt;span style="font-family: 'Palatino Linotype','serif'; font-size: 11pt;"&gt;The first element of the new highway that will be constructed will be the new southbound access road. As that is completed, traffic will be shifted onto the new pavement and the old access road will be removed. This will allow for the construction of the new southbound mainlanes, followed by the northbound mainlanes and then the northbound access road.&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family: 'Palatino Linotype','serif'; font-size: 11pt;"&gt;The project is&amp;nbsp;anticipated to take four years to complete once the full-scale road construction begins.&lt;/span&gt;&lt;/p&gt;
