This program is only available in designated USDA eligible areas.  The USDA eligible areas for Ventura County are as follows: 
 
Ventura County:  The areas surrounding Highway 126 as well as the areas surrounding Highway 33 north of Highway 126.

100 financing: USDA Rural Housing Program Finally Receives Their 2011 Budget Funds - 07/29/10 03:27 PM
Effective immediately, USDA Rural Housing approved lenders all over the country are now resuming their USDA programs. 
The new guarantee fee for USDA Rural Housing purchase transactions has now been raised from 3% to 3.5%.  Furthermore, many lenders may now require that loan documents must have a first payment date of October 1, 2010 in order to fund.  Check with your approved USDA Rural Housing lender and/or MLO for more details. 
There is a chance that the actual guarantee fee will be lower than 3.5%. If that occurs, the borrower will receive a principal reduction in the amount of the difference.  … (9 comments)

100 financing: ATTENTION VENTURA & LOS ANGELES COUNTY HOME BUYERS: 100% Financing Still Exists for Some Prospective Home Buyers - 02/14/09 01:55 AM
Last year, CalHFA suspended their first time buyer program that allowed eligible homebuyers to apply for safe and affordable 100% financed home loan programs and as much as another 2% for closing costs.  CalHFA was chartered as the State's affordable housing bank to make low interest rate loans through the sale of tax-exempt bonds.  Unfortunately, when they brought it back this year in June, it was a completely different program and not really an option for many first time buyers.
