This morning, at 0745, I attended a meeting of the board of directors of the Rappahannock Area Council for Children and Parents (RACCAP).  The mission of RACCAP is to promote positive parenting and educate the public about the prevention of child abuse and neglect in the Greater Fredericksburg Area.
