The following Department of Transportation website will give you live footage of the Route 4 highway in New Jersey:

This camera is located on the westbound side of Route 4 and the video image is updated approximately every 3-5 minutes.
This is the Jones Road, Englewood, NJ location of Route 4
There are several different camera locations at different mileposts, including Route 17 north & south in Paramus.
