A federally chartered, privately funded loan guarantee program could help turn capital spigots back on for retail real estate, observers speculate. Such a program could mimic the apartment-financing program Fannie Mae ran successfully for 20 years.
"Whatever its shortcomings in the single-family mortgage business, Fannie Mae has developed a highly effective program," wrote George Gellman, chairman of The Benchmark Group of Cos., in a white paper for ICSC.

Board members agreed to a 122-acre purchase that would expand Five Points Business Park for the first time since Development Corporation of Abilene (DCOA) had the land.
The total site cost will be $510,969 spread over two years, said Richard Burdine, assistant city manager. The land is being purchased at a price of $3,950 per acre from the estate of Burl Harris.

The San Angelo Development Corp. approved nearly $1 million to incentivize the creation of a regional beer distribution center. The incentive - $930,000 to Farmer's Branch-based Glazer's Distributors for the retention of 45 jobs already in San Angelo and the creation of 79 more - will pay the company $7,500 per job, said Kathy Keane, SADC executive director. The jobs average a salary of $34,000, with benefits adding $9,000 to the average contribution per employee.
The incentive must be approved by the City Council before going into effect.

SAN ANTONIO (San Antonio Express-News) - Whataburger is moving its headquarters from Corpus Christi to the Tesoro Corp. headquarters building in Alamo City.
The 140,000-sf office building at US 281 and Jones Maltsberger Rd. will house 250 employees, 40 percent of whom will be hired locally.
Whataburger employees will take occupancy in late June, after Tesoro moves into a larger office at Ridgewood Park near US 281 and Redland Rd.

ON Climate and Renewables was recently granted access to a City of Roscoe right-of-way that will allow the wind developer to add a structure to its property along Broadway Street. E. Report: Dallas building vacancies to rise

Real estate investors are nervous, and those operating in the Big D are no exception, according to the latest Korpacz Real Estate Investor Survey by PricewaterhouseCoopers.
The report, which compiles information and general snapshots on commercial real estate markets from investors, concluded that investors are "more in survival mode than in acquisition mode."
The report says this remains true despite a general consensus that buying opportunities are about to be ripe throughout the market in coming months.

The Development Corporation of Abilene approved the $5.3 million budget for a new biomedical research center at its meeting Tuesday afternoon. The board received four bids, ranging from a high of $5.67 million to a low of $5.1 million.
Jeff Luther Construction, made the low bid, and DCOA chief executive officer Richard Burdine said that the construction could take about a year to complete. The more than 20,000-square-foot facility could hold six to eight biotech companies. Burdine said companies would not be recruited until the Life Sciences Accelerator is closer to completion.
