Last Friday, I had the pleasure of dining at the Red Agave Restaurant prior to attending Hal Holbrook's presentation of Mark Twain at the Hult Center. The ambiance of the restaurant was open without being like a warehouse. The noise level was quite low and we didn't have to shout to be heard. The wait staff was attentive and responsive. They say the way to stay young is to continually learn something. Based on that, I think I am about 20, instead of 61 and I learned something new today. There is a program outlined in FHA Mortgagee Letter 2003-19 called a "partial claim" and it is available to people with FHA loans that are more than 4 months and less than 12 months delinquent on their mortgage. HUD had delivered the basic brushstrokes for the new Hope for Homeowners program that came into effect Oct. 1 with the Housing Bill of 2008. Interestingly, apparently there is no list of lenders available yet as to who will be doing these loans. The Fed cut the discount rate by .5% this morning in a "surprise" move and, I think, were surprised they didn't surprise anyone. The only one that appeared surprised were the ones looking for a .75 or 1% cut in the rate. The Dow has been trading about +/- 150 -200 points down on the news. The bond market, originally, took it as a fairly benign move but has since taken a complete dislike to the move, dropping over 100 basis point on the Fannie Mae 5.5% bond and nearly 300 basis points on the 10 Year Treasury. 100% financing has become harder to find but there are still a few options available in Oregon. One is, of course, Federal VA but this is open only to veterans and active duty military personnel. A fantastic opportunity to purchase a home for someone that qualifies. Next would be a FHA loan with some sort of down payment assistance program, of which the only ones currently available are SHOP, HAP and PAL. I got up this morning to the news that the Dow was down over 400 points only later to hit nearly 800 points and right now is down over 700 points. And all of this is after the "great" news that our Congress had passed and President had signed the biggest bail out bill in history. This was supposed to give us stability in the market place. It started really early today half way across the world when the Asian markets dumped. The Russian market dumped and was frozen. The European market dumped. Interesting, on Monday the House of Representatives defeated a plan to obligate $700,000,000,000 in taxpayer money to stabilize the U.S. economy before a "total melt down," according to Henry Paulson, Secretary of the Treasury. It was a coalition of those on the right and those on the left to bring the bill down. One of the reasons was that it was too much money. Today, the same house will start debate on the core act they defeated before with an additional $105,000,000,000 added to it by the Senate and the consensus is that it has a good chance for passage this

The 203 (k) Streamline Limited Repair Program allows a customer to purchase or refinance a home and make limited upgrades/repairs to the property all under one single loan.
