Help For California Homeowners Struggling With Their Mortgage Payment!

There is a progam that was created in June 2010, and has access to nearly $2 billion in federal funds to help those homeowners in California prevent foreclosure. It's called Keep your Home California and here are four ways they can help:

Unemployment Mortgage Assistance - This provides assistance to eligible homeowners that are suffering from unemployment.
Mortgage Reinstatement Assistance Program - This helps eligible homeowners reinstate their first mortgage loan if they have fallen behind due to a "Short-Term" financial hardship.
Principal Reduction Program - This helps eligible homeowners that are severely up-side down qualify for a sustainable loan modification by reducing the loan amount.
Transition Assistance Program - This provides a one-time fund to eligible homeowners that have lost their home to relocate them to new housing.

YES! You Can Buy A Home in the Greater Sacramento Area Home With Little to Zero Down Payment!

Buying a home with low to zero down is the easy part! It's finding a home that can be the difficult part in today's market. Our inventory's are at the lowest level since 2005! If you know anyone that has been thinking of selling, do them a favor and let them know that now is the time!

How can you purchase a home with little or zero down? There are a few ways...

CHDAP - California Home Buyer's Down Payment Assistance Program : This is a loan up to 3% of the purchase price that can be used for down payment assistance or for closing costs! It is a FHA loan so there is still 3.5% required down. All but 1% can come from this program, they do require that you have 1% of your own money down. This loan does not have to be paid back if you keep the home for the 30 years, if you refinance or you pay off the loan you will have to pay a low simple interest loan back to them. There are income restrictions so be sure to ask about them.

USDA : No, it's not just about beef! The United States Department of Agriculture has a program that offers a zero down, 100% financing in rural areas. In Sacramento County the areas of Galt and Wilton are included. In Placer County, you will find Lincoln, Sheridan, Auburn and several others. All of El Dorado county is covered. We do have a list of counties and areas that are covered that we can email you if you are interested. Or you can visit the USDA website to find out more information about the program and to see if you qualify.

VA : For our vets we do have the VA loan. This is a 100% financed loan, zero down. Couple that together with a seller credit for closing costs and it is possible to get into a home with NO MONEY down! Becasue this loan has no mortgage insurance it makes it one of the most affordable options. All veterans must qualify, the loan is not for all military veterans. You can visit the VA website for a very informative artilce to see what it takes to be eligible for a VA loan.

Gift Money : If you have a family member that loves you, they can gift you the required 3.5% down! :-)

If you have been thinking of buying a home, the time is now! Rates are at historic lows and home prices are still at the lowest they have been in years. Don't wait until it's too late. Why rent when you can probably own a home for less money a month than you pay in rent!

I Just Want To Look At Homes For Sale in Sacramento - Why So Many Different Status Types?

Buyers in the Sacramento Area have many questions when it comes to understanding the status of the listings in our market.

We have active, active short sale, active short sale contingent, pending release, pending, expired, expired pending, withdrawn cancellation and a few others! Here is a brief description of more common status types:

Active: This means that the listing is either a traditional seller or a bank owned sale.

Active Short Sale: This is a listing that the seller owes more on the home than they are selling it for and it will require the banks approval to let them sell the home and take the loss. How long will a short sale take? That is the question that I get all the time. There is no short answer to that. It really depends on many factors, the bank involved, how many loans there are, if there is mortgage insurance, does the listing agent know how to aggressively move toward the approval, etc. I have had short sales get approved within 24 hours and others have taken 4 months to get approved. I will say that most banks have really come around and are working cooperatively with agents and sellers to get these properties sold. The listings will stay at this status until an offer has been accepted by the seller and submitted to the bank for approval.

Active Short Sale Contingent: This is the status that the listing goes to once the seller has accepted an offer. In a traditional sale this would be a "pending" status but because the seller doesn't have the final say, it will stay as contingent until the bank approves the offer. Buyers can still look at properties that are contingent as a back up, but I always suggest seeing the active and active short sale listings first. If these properties loose their buyer they will come back on the market as an "Active Short Sale."

Active Pending Rescission: This usually means that the buyer that had been in contract is in the process of canceling and the property will be available once the official release has been obtained.

Pending: Once a listing is pending it will usually become a "sold" listing within 30-45 days.

Expired Pending: This means that the property is in pending status but the listing agreement between the seller and the listing agent has expired.

Withdrawn Cancellation: This means that the property is currently off the market and can not be shown.

You may have also noticed bold letters next to listings such as N or B. N means it's a new listing and B means the property was pending but is now back on the market.

An Unexpected Surprise!

After meeting with my first time home buyers and finding out what was important to them about buying their first home, we were ready to hit the road in search of their "perfect" home. Earlier this week I was showing properties to them when the unexpected happened....

We had looked at three houses, one of which looked very promising, it was a newer home with fruit trees, beautiful landscaping, granite counter-tops, a spacious loft, 3 bedrooms and ready to move into. It was a traditional seller which is a rare find in today's market. Then we moved on to a newer development and looked at a beautiful home there. Another top pick of the buyers. The development was in the final stages and there were still some brand new homes for sale. The community had several parks, bicycle trails and views of the snow capped Sierra Nevada mountains. It seemed like the perfect place to live in!

I suggested that we stop by the sales office and see what the brand new homes were selling for to compare them to the resale homes in the community. Well, today my buyers signed the paperwork and they will be home for Christmas!

This was something that they could not pass by, the developer threw in over $40,000 in upgrades including, front and back yard landscaping, new stainless steel appliances including the washer and dryer, window coverings and a $16,000 solar system. They also knocked off almost $50,000 off the builders original list price!! I tried to get the fancy patio and stone wall that the model home had in the backyard, but that was a no-go! Can't say I didn't try to squeeze a little more out of them! Oh, and NO HOA's and only $46 a month in mello-roos! WOW!

It is a great time to buy! If you have been sitting on the fence, GET OFF and lock in the low prices and the low low interest rates! If you want to take advantage of the last few homes for sale in this neighborhood which are all under $276,000, call me and I can fill you in on the details. AND, if you haven't owned a home in three years, there is even a zero down payment and zero closing cost plan that you don't have to pay for as long as you own the home for five years! (Certian rules and restrictions apply) You can move in for $0!!

All Houses Do Not Have Equal Protection!

Well, today both my Sacramento home seller and myself learned a valuable lesson. Always read the fine print and never assume anything. At the buyer's final walk through yesterday, they walked through a very disturbing scene. Vandalism. The house they were buying, and I am selling, had been struck by vandals. The sink was gone, windows were broken, water heater unaccounted for, brand new carpet missing, cabinet doors un-installed, interior doors removed, bathroom vanities missing in action!

That's ok we can call the insurance company right? Isn't that what we carry insurance for, emergencies like this?

Bad News....the property was not covered due to one exclusion, it had sat vacant for more than 30 days so the insurance policy would not cover the damages.

Home owners, please take out your policies, review them and see what your coverage consists of, don't wait until it's too late and there is nothing you can do. Don't be caught off guard in an unfortunate event such as this.

If you are selling a home remember, a vacant home is like a shiny Christmas present under the tree staring at a little child. Hard to resist! If you must leave the house, install an alarm, let someone who needs a place to stay for a while move in, take precautions so that you don't walk into a problem like this! If you find yourself in a situation where your house will be vacant, be sure to contact your insurance company and add on some type of endorsement to cover against any damages that might occur.

Citrus Heights, CA Back to School Already?

I remember growing up and dreading Labor Day weekend because it meant September was upon us and we were heading back to school. Now that I have my own child, I realized school years start sooner and sooner. Tomorrow, August 22nd is the first day of school here in Citrus Heights, CA in the San Juan Unified School District.

The morning will come and the streets will be filled with children, backpacks and lunchboxes. For those who have not yet seen the San Juan Unified school calendar here you go!

I have included the list of holidays, breaks and teacher work days. I also noticed that over the years the names of the vacations have unfortunately become more "politically" correct, I have included the old fashioned names!

You need to watch out for the four Rip-Off Red Flags:

No, I'm Sorry, I Won't Show You That House!

Many times I get phone calls from perspective buyers on my listings that want to take a look. And many times I tell them NO!

Are You Working With An Agent?

First, I ask if they are working with an agent, if they say, "yes," then I tell them to call their agent. Sometimes the buyers get angry and assume since it's my listing I should show them. However, I don't think their agent would appreciate my being the procuring cause - which means I would get the commission if I showed them the house and they put in an offer! If you have an agent they are the one you need to call for ANY listing that you see, no matter who the property is listed with. A buyer should not call any other agent besides the one that is representing them- EVER! If you are a buyer and go into an "open house" or a new home sales office be sure to tell the agent there that you already have an agent you are working with. You need to be honest with everyone.

Are You Pre-Qualified?

After I have determined that the buyer isn't working with a real estate agent, I still don't show them the house! I then ask them if they have been pre-qualified. If not, I urge them to do so and even offer some names of mortgage brokers if they need someone. Why do you need to be pre-qualified? Well, you definitely want to know how much this new house will cost you. Even though you may qualify for a purchase price of $300,000 you may really only afford a purchase price of $250,000. I don't want my buyers to look at something they can't have. As little as $20,000 can be an extreme difference in the type of home that they get. If the buyer is pre-qualified, I then schedule an appointment to meet in person. "Meet with you? I just want to look at this house!" I don't believe in wasting my time or anyone else's time for that matter. It is important that I meet with buyers in person and ascertain what their needs are so I can determine if I am the best agent to help them. I am not a "fit" for every person.

What questions should a home buyer have answers to when it comes to financing the home?

How much do I qualify for?
What would my monthly payment be?
Does my payment include taxes and insurance?
Does the property I am interested in have mello-roos or HOA's?
What type of loan am I getting? is it fixed or does it adjust?
How much down payment do I need?
What is my interest rate?

If you are looking for a home I highly suggest that you find an agent that meets the following criteria:

Full-Time - with all the changes in the real estate industry it is important to have someone who is in the business full time.
Has Experience - How long has the agent been in real estate? If not for very long, do they have a team to support them? Your agent needs to have the experience to make sure you are protected as a buyer. The longer they have been in the business the more experience they have had in dealing with all aspects of real estate.
They are a REALTOR® - Not all real estate agents are REALTOR®'s. It is also important that the agent is a REALTOR, because they must follow a strict code of ethics and usually maintain a higher lever of knowledge. Check out the 12 reasons you should work with a REALTOR®.
Has Designations - Those letters behind their name doesn't necessarily make them a better agent but it does mean that they are taking the time to be more educated in their field. It means that they are continuously training in special areas of the real estate industry.
Friendly/Down to Earth - It is important that the agent you work with is a good fit with your personality. Do they ask you questions about what is important to you? You need to make sure you are comfortable with each other. It isn't fun to work with "Mrs. Schnoopy", if you know what I mean! You need to be comfortable with your agent.
Honest/Hardworking - Does the agent communicate with you? Do they do what they say they are going to do? Are they on time? Do they tell you things that you sometimes don't want to hear because they think something is not right for you?

Buying a home is likely the biggest purchase you will make in your life. You want to make sure that the experience is great and you will be happy and comfortable with the house and the payment! You can search all homes on the market by visiting the Executive Properties blog.

How Clear is Your Picture?

I wanted to share a quick story with you. A life story of heartbreak, determination, patience and reward.

Early last year one of my first time home-buyers got into contract on a bank owned home. After a week or so into our inspection period the appraisal came in thousands below what we had offered. Hmmm.....what's abnormal about that? Not much in today's market, I know. We spent the next week or so fighting with the bank to accept the appraised value so that we could move forward and close. The argument was to no avail, we were forced to cancel the contract. My buyers were a little on the distraught side to say the least. Their picture of home-ownership had vanished before their eyes! I had to remain calm and remind them that I am a firm believer that whatever is meant to happen will happen! I tell all my buyers the first day I meet with them that whatever home is meant to be theirs will be! That door closed to us for a reason! Needless to say, the bank finally closed on that home about 8 months later for about $30,000 less than we had offered! Their loss!

About 4 weeks after that transaction fell apart I received a phone call from an agent about an offer that we had put on another home prior to that last one. It was a short sale and the buyer that had their offer accepted over ours had just walked from the deal. The agent wanted to know if we wanted to move into first position and wait for the bank approval. Of course my clients did! That was a much better house than the one they had just lost! Actually there was no comparison!

Wait is what we did. It has been 7 months since that phone call and we are scheduled to close this Friday! My buyers couldn't be happier.

The lesson to be learned in all this...there is always "bigger" picture. We don't always see the picture for one reason or another. We just have to believe that all things work out for the good.

Like the old saying goes... Que Sera, Sera! What will be will be!

HUGE California Traffic Tickets Fines Effective 01/06/2011

HUGE California Traffic Tickets Fines Effective 01/06/2011

California drivers - be advised that traffic ticket fines are increasing substantially in 2011.

Effective immediately, if you do not stop at the red light, be ready to pay $436 in fines or if you pass a school bus with flashing red signals, you will be charged $616.

The state of California is increasing fines, perhaps in an effort to increase state revenue, so be sure to use care when driving (as you really should in general, anyway).

I have a feeling there will be more radar guns and highway traffic cameras out there.

There will probably be tougher enforcement of parking rules also.

So the next time you park in the handicapped zone, even for a minute, you will be looking at almost $ 1000 in parking tickets. Think twice as to whether or not it's worth the risk!

So please all of you fellow California drivers: plan accordingly and give yourself ample time to get to where you need to be so that you don't end up driving like a maniac and having to pay the price. Not to mention the affect it may have on your auto insurance.

And whatever you do, PLEASE don't blame the patrol officer. They don't create the laws, they just do their job and enforce them.

On The Road Again...

Well, I hate to say it but I have no choice in the matter. We are on the road again...moving! We just moved six months ago! Our boxes were finally cleared out, pictures not yet hung. Why are we moving?

Well, you see, one night I was running a little pre-foreclosure search in our MLS and much to my surprise, my commercial building was in foreclosure! WHAT? I immediately began my search for a place to call home. I was lucky to find another location that suited our needs and we signed a lease Monday.

The Lesson To Be Learned...

Time may be running out for you too! You may not be in need of commercial pre-foreclosure stats but if you are renting your home you may be! Be sure to find out as much information about your landlord as you can. How long have they owned the home? What are their long term plans for the home? Do they have any intention of moving back into it? Most importantly, are they making their monthly mortgage payments? Did you know that it is possible to see if your home is in pre-foreclosure, foreclosure or even auction status?

You also need to be aware of your rights as a tenant. Be sure to be informed of your legal rights when your home is in foreclosure status. A good place to start is on the State of California's website where you will find a handbook of tenant rights. According to the TenantsTogether.org website over 15,000 tenants in Placer and Sacramento Counties were affected by a rental foreclosure in 2010! That's a lot of people on the road again!
