The Home Affordable Refinance Program (HARP) was designed in 2009 to help homeowners whose property value had fallen below what they could afford but were still making payments.  The program did not help many homeowners as the requirements were too strict. 
One of the big changes is that now homeowners whose mortgage is more then 125% of the value of the house may apply.  Other requirements remain the same.  Bought the house using a FANNIE MAE or FREDDIE MAC type loan before June 2009, owner must be current on mortgage, no late payments in the last six months, no more than … (0 comments)
