66th District Assemblyman Kevin Jeffries recently hosted a Legislative Summit on Jobs and Regulations in California. Held in the Riverside County Supervisors Chambers, the dais included Jeffries, 65th District Assemblyman Bill Emmerson, 64th District Assemblyman Brian Nestande and 71st District Assemblyman Jeff Miller along with Senate Republican Leader Dennis Hollingsworth. 
During the 3 hour meeting, the Legislators listened much more than they talked as they heard from 3 separate panels of local business leaders and nationally recognized relocation consultant Joseph Vranich.

The 3% IC withholding proposal which we defeated 3 times last year was again on the table last week courtesy of Senate President Darrell Steinberg. Those of you at Indian Wells recall the discussion that the idea would be in play again this year as it would presumably bring in an estimated $2.5 billion dollars to off-set the $20+ billion projected deficit. Of course the money would come in this year and have to be refunded next year digging an even deeper hole for the 2011 budget – but thinking a year ahead has never been a strong point in Sacramento. … (2 comments)

You've frequently heard me refer to the Otto von Bismark quote about laws and sausages being two things people are better off not seeing made in person. Well, the LA Times published an article yesterday on the sausage making process we just witnessed in Sacramento.  The Times also had some carefully parsed words for our own Senator Hollingsworth. I'll be posting more specifics for you from our Sacramento Legislative trip last week, but just wanted to share a couple observations.
Wednesday was Legislative Day. In addition to our CAR Directors, we always bring up a few folks with us for that day - folks who have made an investment in our Realtor Action Fund of at least $197. It's always a great day - including a terrific speech by former  (and future?) Hmmmm, didn't CA Republicans tell us this was going to happen 2 - 3 weeks ago? I know I've told you about it a couple times as passed along to me by Sen.'s Hollingsworth and Benoit as well as Rep. Jeffries. The new budget simply doesn't work. I paraphrase Sen. Hollingsworth when he was elevated to Senate Minority Leader during the last budget farrago. "You can't balance California's budget on the taxpayers wallets," a cry that, unfortunately, fell on deaf ears.

Ernie Cowan, my Government Affairs counterpart from North San Diego County, and I had an opportunity to join Senator Dennis Hollingsworth for breakfast this morning. It was a small gathering - the Senator spoke for about  20 minutes or so, answered as many questions as we had and then hung out as long as we wanted.

If you do the math, you'll find that while you may or may  not qualify for the recently enacted federal tax reduction scam ($80k single, $150k family), you will get to cough up more than your rebate amount in new California taxes. 12/19 Update: As if this weren't bad enough, the bill also contains a provision that would tax independent contractors up front. That means Realtors would have 3% of every commission check automatically withheld. At the end of the year of course, you get to fight to get that back but in the meanwhile, the state has been using your money interest free and you are out the income, the interest and the ability to spend and/or invest. The Governor has threatened he will veto his bill but the legislature has already departed for their well deserved Christmasn vacation. Let's hope they … (12 comments)

Our local State Senator, Dennis Hollingsworth, has introduced a bill (SB 1287) that would mandate that our county notify property owners when changes are made to their property deeds. If you've followed my fraud blogs for awhile, you know we have had a tremendous problem in our little corner of the world with mortgage fraud scamsters costing individuals 10's of millions of dollars and defrauding banks out of 100's of millions. 80% of our home sales are bank-owned properties and the number of newly foreclosed homes has exceeded the number of homes sold for the past several months.
