Around the country, prices have hit a psychological floor for buyers who now believe now is the time to get off the fence and get into the game of buying homes. Thus, slowly, prices and sales volume are starting to swing upward nationally.

Hot Market: Glacial Move In Prices, Sales Signaling Turn Around

The latest monthly statistics from the National Association of Realtors attest to the intrepid buying population putting their collective toes back in the home-buying pool. The association reported this month that "although conditions remain mixed around the country, unpublished snapshot data shows a number of areas are experiencing much higher sales activity than May 2007."

Browsers to RealtyTimes.com have heard reports of pending sales increases across the country, including, Florida, Texas, Michigan, California, Virginia and numerous other regions. Combined, that data is providing a glacial move in home sales region by region.

Existing-home sales in the Midwest rose 5.5 percent in May; Northeast existing-home sales rose 4.6 percent; in the West sales rose 2 percent. The south is the only large region to see a dip and it was less than 1 percent compared to last year's levels.

On the pricing front -- prices moved upward in May to a national average of $253,100 for all property types -- which marks about a $6,000 increase on the average from a month before and the highest dollar average for the year.

Today the Township of Scotch Plains retains its small town image. It has been moving forward in providing diversified services and activities to meet the needs of its residents. Surrounding the Borough of Fanwood where there is a Train Station sending commuters and pleasure seekers to New York City, Scotch Plains offers easy accessibility to major State Highways, including Routes 22, 78 and 287, the Garden State Parkway and the New Jersey Turnpike.

Scotch Plains

The native people living in this area were the Raritans, of the Leni Lenape branch of the Delaware indians. They lived in a large village near what is now Shackamaxon Golf Course and in the Ashbrook golf course area. The land was first claimed by the Dutch in 1609 as a result of Henry Hudson's explorations.

The heartland of Scotch Plains was first owned by a Dutchman, Peter Sonmans, until the English conquest in 1664. Capt. John Baker bought the region from the Indians before 1684 paying one cent for every ten acres. In 1684 and 1685 the village was settled by Scotch immigrants under the leadership of George Scot - thus, the name Scot's Plains.

Early on Scot's Plains was part of West Fields (later Westfield) which in turn was part of Elizabethtown. At this time people traveled by horseback on Indian trails which were later adorned with wagon wheel tracks from stagecoaches and buggies. These paths became the present main streets: Front Street, Park Avenue, Martine Avenue, Raritan Road and Westfield Road. Scot's Plain, which included what is now Fanwood, grew slowly in population and was a farming community for 200 years.

Fanwood, New Jersey, Complete Town & School Reports, 07/08

The borough owes its name to the railroad. The first president of the railroad named the train station Fanwood in honor of Fanny Wood, the daughter of a railroad official and an author who wrote articles highlighting the beauty of the Central Jersey region. The original railroad station, a stone Victorian structure, stands today as testimony to the borough's beginnings. It serves as Fanwood's community center where many meetings are held. Fanwood is still an important commuter town, and many residents use the train to get to their jobs in Newark and New York City. The train ride to NYC is approximately 45 minutes.

Fanwood Borough

The Lenni-Lenape Indians were the first residents of the area. Martine Avenue was the old Indian Trail. Fanwood was once part of Westfield, as was Scotch Plains.

Like many Central Jersey communities, Fanwood was built along the railroad lines of the Central Railroad of New Jersey, and the first homes in the borough were clustered around the train station, which as the time was located east of Martine Avenue.

Once a summer vacation spot for well-to-do city dwellers, Fanwood borough has evolved into an attractive suburban community and a "great place to raise kids". The borough was originally settled by vacationers who were attracted to the area by its "wide open space and clean air".

Long Hill Township, New Jersey, Complete Town & School Reports/ 07/08

LONG HILL TOWNSHIP

The Township of Long Hill was established in 1866 as Passaic Township. It lies along the Passaic River and extends farther south than any other portion of Morris County. Passaic is the Indian word for "valley".

Before 1866, this area was the southern part of Morris Township. In the 1920's, New Vernon separated from Passaic Township. The township now consists of Gillette, Homestead Park, Meyersville, Millington and Stirling. The five stars on the township seal represent the five villages.

During the election in November 1992, by a binding referendum, the residents voted to reclaim the township's original name of Long Hill due to the Township of Passaic often being confused with the City of Passaic.

Today, Long Hill Township is a rapidly expanding residential community which has managed to retain its many rural characteristics. Approximately 50 percent of the Township remains undeveloped with portions of this land lying within the Great Swamp Wildlife Preserve. In addition, the Long Hill Mountain Ridge traverses the Township and offers spectacular views of the surrounding countryside.

The 12.1 square mile township was first settled in the early 1700's by Scotch Presbyterians. It was later the site of cigar factories, and silk and grist mills. Today there are few industries in Long Hill, and the town is characterized by new subdivisions of colonial, split-level and ranch homes built beside stately older homes, some as much as 250 years old.

Two major east-west roads, I-78 and Route 22, connect the township's four population centers: Stirling, Millington, Gillette and Meyersville. Bus service and the New Jersey Transit railroad offers residents commutation throughout the metropolitan area.

Transportation to NYC in less than one hour is easily accessible with scheduled buses and two train stations to downtown and mid-town New York . Newark International Airport is a 15 minute drive and the Morristown/Basking Ridge areas take approximately 10-15 minutes. Interstates 78, 24 and 287 criss cross the area.
Shopping includes local shops with quality merchandize, personal service and competitive pricing. Short Hills Mall in Millburn is 10 minutes and Livingston Mall the same. Bridgewater Mall, one of New Jersey's largest malls, is located west on I-78.

NEW PROVIDENCE

1720 was the year the first settlers arrived in the area now known as New Providence. With creeks, ponds, and a river for water, the relatively flat ground was good for farmland. The abundance of large flocks of wild turkeys led to the initial name for the area of "Turkey".

By 1737, the Presbyterian Church was formed and was the center of life in the small settlement. In 1759, a crowded church balcony collapsed. It was considered a miracle that no one was seriously injured in the disaster. The miracle was soon referred to as a divine act of "providence", and the small town thereafter became known as "New Providence".

During the Revolutionary war, in an act to prevent the British from taking the town's supply of salt (which was very important in those days to preserve meat for an army on the move), the townsfolk dumped the salt supply into the brook. That brook is still known today as the "Salt Brook".

In 1793, a regional government was formed. It encompassed the area from present-day Springfield, Summit, New Providence, and Berkeley Heights, and was called Springfield Township. Growth continued in the area, and by 1809, Springfield Township divided into Springfield Township and New Providence Township. New Providence Township included Summit, New Providence, and Berkeley Heights. Sixty years later, in 1869, Summit seceded from New Providence Township. The railroad had brought tremendous growth to Summit, and disputes of town management led to the separation.

In the late 1800's and early 1900's, New Providence was famous for its large greenhouses specializing in roses and gardenias. Coal was used to heat the enormous greenhouses, and the trains brought many coal cars to the area near Murray Hill station to supply the greenhouses.

1899 was a significant year for much of the area. The Borough of New Providence incorporated on March 14 of that year. Many of the townships and regional areas in New Jersey were separating into small, locally governed communities at that time due to acts of the New Jersey legislature that made it economically advantageous for the communities to due so.

Today residents of the Boro enjoy the rural life, yet are close to a variety of services. There are community tennis courts swimming pools, parks and a fitness trail. Residents also enjoy access to neighboring Summit's community chorus, symphony orchestra, state arts center and YMCA and YWCA.

Health facilities include Overlook hospital, affiliated with Columbia Presbyterian Medical Center in New York.

BERKELEY HEIGHTS, N.J.

Berkeley Heights is situated adjacent to Watchung, New Providence, Summit, Chatham and Long Hill Townships and enjoys an historic past dating back prior to the American Revolution. Berkeley, one of the two early proprietors who jointly held all of New Jersey by land grant and, "Heights", from the hilly section of the township.

The first European settler was Peter Willcox, who received a 424-acre land grant in 1720. Mr. Willcox built a grist and lumber mill. In 1845, his heirs sold the mill to David Felt, a paper manufacturer from New York, who built a small village called Feltville around the mill.

Another early community is the 67-acre Free Acres, established in 1910 by Bolton Hall, a New York entrepreneur and reformer. Among the early residents was the actor James Cagney.

According to one of their clients, Janice Dowden, of Burleson, Texas, they aren't returning phone calls or emails.That's put her in an uncomfortable position. She hired Iggy's House to list her home for zero commission. Now she's got a contract and wants the listing changed in the MLS to Pending, so other Realtors will know the status and not waste their time or gas showing her house.She got nowhere with the Texas Real Estate Commission -- they told her that Iggy's is listed as an active broker. That's put her in an uncomfortable position. She hired Iggy's House to list her home for zero commission. Now she's got a contract and wants the listing changed in the MLS to Pending, so other Realtors will know the status and not waste their time or gas showing her house.

She got nowhere with the Texas Real Estate Commission -- they told her that Iggy's is listed as an active broker. She needed to talk to them or an attorney, they told her.

She faxed a copy of her listing agreement and sales contract to MetroTex, a Dallas-area association of Realtors. Seems Metrotex couldn't find Iggy anywhere either, but they obliged Ms. Dowden by updating her listing to Contract Pending, after two days of trying to find Iggy.

Dowden's counting herself lucky she wasn't hurt by Iggy's. She says if you visit Trulia.com or other listing services, there's lots of buzz about Iggy's.

"I understand some sellers may have paid for a more comprehensive service from Iggy's, and some buyers are expecting a refund of part of their commission from Iggy's," she says.

She says she's concerned that MLSs need some guidance as to how to handle a situation where a broker goes out of business. Her MetroTex contact took care of her problem, but he had to go to a supervisor to find out the procedure.

"The contract allows me to cancel the contract with them at will," she says, "Other folks who have not sold, though, may not be so lucky -- it might be iffy for them to hire another broker without an official cancellation from Iggy's.

She has a point. For buyers or sellers who don't have Ms. Dowden's knowledge or persistence, what happens to them?

A procedure to handle this sort of problem should be made available to consumers, she suggests.

Dowden had her house on the market for about nine months. After going FSBO, hiring a fee-for-service broker, and then Iggy's house to sell her home, she says she would have been better off paying a six percent commission. "On a $200,000 house, $12,000 in commission is just too much," she says, and that's why she tried the other routes.

In fact, there was one nice Realtor she now wishes she had hired.

"I'd like to give a plug for Dwayne Peebles with Coldwell Banker," she says without irony. "He acted like a professional, even though I didn't list with him when he wanted me to."

Wild, Wild West: SF Shouts 'Solar!' From Rooftops

San Francisco just thrust solar power further into the limelight.

The city's Board of Supervisors recently voted to launch a citywide cash incentive program for rooftop solar panel power generation.

It's the largest municipal solar initiative in the nation.

That means you get money back -- and lots of it -- for installing rooftop solar systems to generate electricity.

The big news is that the city's solar panel incentive piggy-backs rebates onto existing state and federal incentives.

For example, an average solar system costs about $30,000 including installation.

With the maximum rebates available, San Francisco residents can get $6,000 through the San Francisco Solar Energy Incentive Program; $2,000 from federal energy tax credits and $4,500 from the state's California Solar Initiative.

That's a maximum total of $12,500 that can be rebated to San Francisco residents, leaving them on the hook for the remaining $17,500.

To help lower costs more, a community movement in San Francisco, called One Block Off The Grid, is coordinating a group buying effort to cut costs.

Also, a growing number of lenders offer special, low-interest loans for solar panel purchases and installation.

Rooftop solar panel installation also can be eligible for an Energy Efficient Mortgage.

What's more, solar panels can increase the value of your home.
