Repper from Studio Ludens is an interesting web application that allows you to upload a photograph or use a random set of photographs to create a pattern. The pattern can be downloaded or used as a link for the background or wallpaper for you blog or social network.

If you are looking for an easy web-based design tool to create a blog banner or website leaderboard, then you may want to take a look at www.bannerfans.com.  The interface is easy to use - it is definitely a WYSIWYG type of interface.  Design it on the screen, save the banner, and then retrieve the html code or direct link or download it as a jpeg.
