There is no way around it, securing money these days is tough and two proposed bills in Louisiana seek a way to promote funds for new companies.  The two bill seek to give insurance companies that support new companies a tax break.  According to a recent article at Nola.com, "The business community has quickly rallied around the legislation, which could unleash as much as $200 million to promote entrepreneurship at a time when credit markets remain lock-jawed.
