Conducted in March 2009 and including answers from 1,930 usable responses. The survey controlled for age and income, based on information from the larger 2009 NAR Profile of Home Buyers and Sellers, to limit any biases in the characteristics of respondents.
Existing- and new-home transactions in 2009, vacation-home sales rose 7.9 percent to 553,000 last year from 513,000 in 2008, while investment-home sales fell 15.9 percent to 940,000 in 2009 from 1.12 million in 2008. Primary residence sales rose 7.1 percent to 4.04 million in 2009 from 3.77 million in 2008.

The interest deduction costs the Treasury more than $80 billion a year according to sources and President Obama's 2011 Budget just announced surprised many in Washington for going after what has been called one of the "Sacred Cows".
The proposed budget, caps the value of itemized deductions based on a taxpayer's income, in essence eliminating the mortgage interest deduction for single taxpayers making more than $200,000 a year. ($250,000 joint returns). The move is designed to raise nearly $179 billion next year by increasing taxes on wealthier Americans.

Until recently, the issue of whether a second or vacation home qualifies for tax deferral treatment under IRC §1031 was the subject of much scrutiny and uncertainty. To the delight of many tax practitioners, on February 15, 2008, the IRS eliminated that uncertainty by issuing Revenue Procedure ("Rev. Proc.") 2008-16, effective March 10, 2008, which provides a safe harbor for exchanges of vacation homes (defined as "dwelling unit" in the Rev. Proc.). Now taxpayers can have a clear understanding of the circumstances under which the IRS will not challenge whether a vacation home will qualify as property "held for investment" under §1031.
