Lancaster County 2008 Third Quarter Market Stastics

Lancaster Home Sales: Third Quarter 2008

According to a recent report by the Lancaster County Association of Realtors® (LCAR), the 1,166 homes sold in the third quarter of 2008 is a 28.4 percent decrease from the third quarter 2007 mark of 1,628. This year there were 437 sales in July, 392 in August and 337 in September; this compares to 584 in July of 2007, 617 in August and 427 in September. The five-year average of third quarter home sales is 1,600. The average sale price for the third quarter of 2008 is $192,755, a decrease of 3.3 percent from the third quarter 2007 price tag of $199,318. The five year average third quarter sale price is $188,103, and the average third quarter price in 1998 was $125,132. (Note: July and August 2007 were the only two months to ever record an average sale price in excess of $205,000.)

The median sale price for the third quarter of 2008 was $177,000 compared to $180,000 for the third quarter of 2007 (half of the properties sold during this period sold above the number, and half sold below). For the first three quarters of 2008, the median sale price was $174,900 compared to $175,900 in 2007.

What is Foreclosure?

Foreclosure is to shut out, to bar, to extinguish a mortgagor's right of redeeming a mortgaged estate. It is a termination of all rights of the homeowner covered by a mortgage. Foreclosure is a process in which the estate becomes the absolute property of the lending institution.

Foreclosure numbers are growing daily. Of the one hundred twenty or so million homes in America, more than 4% or roughly 4.8 million of them are facing foreclosure. Some of these homeowners are able to work their way out of foreclosure, however, according to MBA there were about 500,000 homes that went through foreclosure last year. Foreclosure threatens these homeowners because they are late or seriously behind on their mortgage payments.

The Foreclosure process begins when the homeowner fails to make payments of the money due on the mortgage at the appointed time. This may be due to several reasons. Unemployment, divorce, medical challenges, terms of the loan, sick of property management, and even death.

Foreclosure is applied to any method of enforcing payment of the debt secured by a mortgage, by taking and selling the estate. Borrowers and lenders now face a challenging situation. Both seek a compromise that permits a win-win outcome. The borrower to keep his home or business, the lender to keep receiving mortgage payments.

Foreclosure proceedings typically start with a formal demand for payment which is usually a letter issued from the lender. This letter of notice is referred to as a Notice of Default (NOD). Depending on your state, the lender will issue this notice when the homeowner has been 3 months delinquent on the mortgage payments. Keep in mind that the notice is a threat to sell your property, terminate all your rights in that property and evict you from the premises.

What is a Short Sale?

What is a Short Sale?

A short sale is when a lender accepts a discount on a mortgage to avoid a possible foreclosure auction or bankruptcy. Instead of buying from a seller, you are purchasing the property directly from the lender for a discount. For example: A homeowner, who is facing foreclosure, has an existing first mortgage of $300,000. You write an offer to the lender for $220,000, which is accepted as full payment for the loan. This is a short sale. Why are they willing to take such a discount? Several reasons. First of all, banks do not like excess inventory and bad loans on their books; therefore, if they see an opportunity where they can sell the property without a huge loss, they will do it. Secondly, lenders know they could lose a lot more money if the property goes to auction. There are so many fees involved if the property goes to auction, that they would be better off taking the discount beforehand and be finished with the headache of it all.

At the time of this writing, foreclosures are at an all time high, which basically translates into more opportunities for you. Since foreclosures are increasing, this is the perfect time to jump into this because there will be more and more lenders discounting properties. It is safe to say that most lenders will accept a short sale, however, you may come across one or two lenders who will not discount. If the numbers work out for the lender they will do it.

It is best to do a short sale when the property is in the pre-foreclosure state. Yes, you can perform a short sale when the bank owns the property, however your profits will more than likely be smaller. There are two stages within pre-foreclosure. The first stage being those individuals who are behind on payments and the second stage are those who are behind on payments with a notice of default. In order for this to work properly and for you to successfully get a short sale, you must find the homeowners who are in the second stage of pre-foreclosure or more than 3 payments behind on their mortgage. Once the notice of default has been recorded, banks become motivated as well, so you are more likely to get a discount. Until that time, very rarely will a bank ever discount a mortgage that soon. Why would they? The homeowners still have time to cure the loan and make up the back payments.

It does not matter what type of house or condition it's in, all mortgages can be discounted. The best properties to perform a short sale on are the houses that need lots of work and repairs because lenders will give you a bigger discount if they see they are "don't wanters". Properties that are over leveraged are also prime candidates. Most rookie investors who see a house over leveraged with an upside-down mortgage may think there is no hope for this property. On the other hand, this is a sweet deal to the savvy investor. Properties with large 2nd mortgages are also treated as gold because the 2nd mortgage is wiped out at the foreclosure auction. Lenders with a 2nd and 3rd mortgage position would rather have something than nothing.

Not too long ago, Americans could walk down the street to their local grocery store, socializing with neighbors along the way. Streets had shops, restaurants and park benches. You could shop, stroll and chat and, having finished your chores, you had walked a few miles and seen a few friends.

In recent years America's suburbs have grown at a very fast rate. Many people live in homes too remote from town to walk and, even if the distance is not too far, sidewalks can be pedestrian un-friendly, covered in parked cars, and sometimes downright dangerous. More and more people are forced to use their cars every time they need to leave the house, compounding the problem further.

A new and growing trend is towards developing communities that are more pedestrian friendly and walkable. Walkable communities put people back in environments that lead to better social interaction and physical fitness and help people live healthier, happier lives. This growing trend is being recognized by existing communities that wish to improve the pedestrian-friendliness of their streets and also by developers who are creating new and exciting communities that are based around people ,not cars.

What is an Energy Star Rated Home?

When most people see the Energy Star label on a dishwasher, washing machine or appliance, they understand that it will use less energy, save money and help protect the environment. But you may wonder what kind of guidelines allow a home to be Energy Star rated and how that can translate into direct benefits for you?

To earn the Energy Star, a home must meet guidelines for energy efficiency set by the Environment Protection Agency. Homes must be built at least 15% more energy efficient than those constructed to the 2004 International Residential Code. Additionally they should include energy-saving features than can further improve energy efficiency by another 20-30%.

Any variety of the energy-efficient features can be incorporated into the home to meet the guidelines. Typically, these will include:

There’s no doubt about it, with rising energy costs, the attraction of buying a new energy-efficient home is growing rapidly. But what kind of features do you look for and what kind of savings can you expect? Here are five questions to ask: 1. Are the windows well-insulated? Windows account for approximately 15% of heat loss in a home and not all windows are made equally. Energy-star rated windows are rated for four different climate zones, taking into consideration the heating and/or cooling needs of that zone. Selecting the right windows or doors for your climate will help ensure that they offer the most energy-efficient solution for your location. 2. What Kind of wall and attic insulation is installed? Effective wall and attic insulation slows the rate of heat flow from the house. Properly installed insulation materials with a high R-rating can offer considerable savings of up to 20% in heating or air-conditioning bills. 3. Does the home have a high-efficiency furnace? Older style furnaces with standard pilot lights can waste up to 35% of the fuel the use. A more modern condensing furnace has closer to 90% efficiency, and may save you as much as 27% on your heating bill. 4. How efficient is the hot water system? Modern energy-efficient homes now include “on demand” hot water circulating loops that use a small pump to accelerate the delivery of hot water around the home. These are activated when you turn on a faucet and turn off when the hot water reaches the fixture. This can save enormous amounts of water-reheating energy as well as electricity for recirculating. 5. What about energy-star rated appliances? An average size old refrigerator costs $50-100/year to run. A similar sized energy-star rated fridge costs as little as $30-60/year. Replacing a dishwasher manufactured before 1994 with an energy-star appliance can save at least 41% less energy and much less water than conventional dishwashers.
