Pierpoint Landing and Long Beach Marina Sportfishing are offering kids free fishing for the month of April. Children 15 years and under can fish for free with a paid adult on any half-day or three-quarter-day boat, seven days a week. Don Ashley from Pierpoint Landing has been helping kids for many years. "A lot of kids are off school and we want to get them out on the water," Ashley said.

Local fishing has been good with plenty of rockfish for anglers. The half-day Enterprise out of Long Beach Marina Sportfishing has been catching limits or near limits of bottomfish since the first of the year. On many trips, there has been an abundance of 2- to 4-pound vermillion rockfish with some even bigger than that. Also included in many catches has been some nice lingcod too.

Bob Alvarez from San Pedro made a recent trip on his private boat and had no trouble limiting out of the tasty bottom fish. Alvarez said he fished a little over 6 miles from Point Fermin to bag 10 rockfish per angler.

There are strict laws about size and possession limits as well as laws on how deep and where you can fish. Ignorance of the law is no excuse so make sure you know the law before you toss a fish in your sack. The California Department of Fish and Game was out in force on Wednesday and reportedly boarded the sportboats Victory, Monte Carlo and City of Long Beach, so make sure you are in compliance with the law. The Toronado out of Pierpoint Landing in Long Beach was at San Clemente Island on Saturday for what skipper Ray Lagmay described as phenomenal bottom fishing.

The lucky anglers on board had lots of fat vermillion rockfish, along with a good catch of big sheepshead and a variety of other bottom dwellers for 10-fish limits.

"Rockfishing has been fantastic all year long," Lagmay said.

Cool waters: Anglers awaiting the arrival of some surface feeding fish may have to wait a little longer. The water temperatures along the Southern California coast are still mostly in the mid 50's. "It may still be a few weeks off," Ashley said. "For white seabass and barracuda, we are looking for 60-degree water; anything over that is a bonus."

Rosarito Beach: For anglers thinking about Easter south of the border, the Rosarito Beach Pier has produced several nice halibut in the past few weeks. There has also been some good barred perch fishing along with an occasional spotfin croaker. Lighter line has been the key with 6-pound test working fantastic. A variety of baits can be found at Vince's Restaurant in town, or by simply digging up sand crabs in the surf. The legendary hotel is also offering some great spring break deals. Whale watchers are still seeing northbound gray whales but several blue whales have been seen too. According to Captain Danny Salas from Harbor Breeze Cruises in Long Beach, the cool water and upwellings along the coast favor lots of krill. It just so happens the tiny shrimp-like creatures are the blue whales' favorite snack.

ENSENADA In their campaign to bring back U.S. visitors, Baja California authorities are increasingly looking to a new source of support: testimonials from members of the state’s U.S. expatriate community.

Through family connections, business contacts, social media, radio programs, promotional videos — any means that are at hand — residents such as Tillie Foster have been gladly stepping up to support their adopted home.

“Baja’s been good to me. I’ve made so many friends here,” said Foster, 79, a member of the Baja Image Committee who moved to Ensenada from Orange County 36 years ago. “I hate to see what’s been happening over the past five or six years.”

Foster was one of the promoters of the first Baja International Community Mega Mixer, held last Thursday at the historic Hotel Riviera del Pacífico, a civic and cultural center in downtown Ensenada. The gathering drew an estimated 300 expats from different parts of Baja California, many of them eager to share their viewpoint about life south of the border.

“It’s more relaxed. We’re done with snow, we’re done with cold,” said Gary Pliley, a 64-year-old retiree from Utah.

“You make friends here that you could call at two in the morning if you needed help,” said Carol Main, 69, who moved to Baja California from San Diego.

Also at the Thursday event was Vivian Scott, a marketing professor from Nevada. She was instrumental in persuading Las Vegas-based radio host Les Kincaid to broadcast his one-hour program, “Wines du Jour,” from an Ensenada hotel later that day.

“We have an investment in Baja,” said Scott, who with her husband owns a condo in San Felipe. “The farther you get from Mexico, the more entrenched the negativity.”

Ensenada, like tourist destinations statewide, has been struggling to bring back U.S. tourism. Hotels, restaurants and other businesses across Baja California have been working to recover from the sharp decline of American visitors since 2006, the result of a combination of factors, including the U.S. economic downturn, clogged border crossings, a new U.S. passport requirement and fears of crime in Mexico.

“The strongest testimony, the best, is from people who live here in our state,” Ensenada Mayor Enrique Pelayo, said as he addressed the Riviera gathering.

North of Ensenada, Rosarito Beach saw roughly a 70 percent drop in U.S. visitors from 2005 to 2010, said Hugo Torres, owner of the hotel and the city’s former mayor. For the first time in years, the downward trend was reversed, he said, as his hotel registered a 17 percent increase in Americans in 2011 over 2010.

Torres, who is president of the Baja Image Committee, has joined state tourism authorities in seeking out the support of members of the expatriate community, made up of an estimated 25,000 full- and part-time residents.

Their endorsements “are one more way of projecting an image that things are right, conditions are right for people to come down,” said Juan Tintos, Baja California’s Tourism Secretary.

Last year, Tintos’ office commissioned a 10-minute promotional video titled, “What is Baja?” The video draws heavily on interviews with U.S. visitors, residents and promoters such as Gary Foster, who runs the twice-yearly Rosarito-to-Ensenada bike ride.

“Turn off the TV and talk to someone who’s been there,” said Foster, whose event has suffered from the drop in U.S. visitors. “The tourists that travel to Baja are the best ambassadors Baja has because they know the real story.”

In a separate exclusive interview, Secretary of Tourism, Juan Tintos, offered his assurance to all U.S. anglers staying in Mexico 72 hours or less that there is absolutely no need for them to obtain a visa to go fishing in northern Baja if they are towing their own boat down or going out with a local sportfishing operation. His clarification was offered in response to previous allegations by some U.S. sportfishing operators that all foreign anglers fishing in Mexican waters would now need to carry current visa documentation in addition to their valid Mexican fishing license to fish there. No license is ever required to fish from shore, a jetty, pier or other land based platform.

From the standpoint of ‘petro-tourism’, the cruise port city of Ensenada with its Mediterranean like climate offers a near perfect solution for southern Californians looking for a quality bargain getaway that keeps getting better as soon as they drive across the International Border. At the current exchange rate, regular gasoline at the state run Pemex stations runs about $2.97 a gallon, as opposed to over $4.30 a gallon in San Diego and Los Angeles.

With the conspicuous presence of several branches of the Mexican military along with federal, state and local police, Ensenada has gained that reputation of being perhaps the safest city in Mexico; it is also distinguished by the fact that, per capita, it boasts the highest preponderance of advanced academic degrees in all of Latin America.

In the past decades homeowners associations have undergone explosive growth, approximately 50 million people now live in developments governed by home owners associations.

There are several factors that have caused this intensive growth; there has been a tendency of older adults moving from the home where they raised their children to luxury condominiums where they do not need to worry about the maintenance. Most of this tendency is recurrent in the baby boomer generation as they are reaching retirement and looking for a different life style.

Another factor for the appearance of HOAs is the growth of the cities, when the cities become larger, the buildings become higher leading to the large-scale conversion of apartment buildings to condominium or cooperative ownership.

And finally, the developers are building complexes with common recreational amenities and provision of some services, this kind of development will require an association to manage the common amenities, maintenance and services.

A homeowners association is a governance function of a common interest development, this governance is created by the real estate developer, organized on a democratic model to enforce the covenants, conditions, and restrictions of managing the common amenities of the development. The association provides services, regulates activities, levy taxes and impose fines. The association boards are elected by the members of the development, who pay a share of common expenses, usually per-unit or based on square footage.

The benefits of having a homeowners association is to maintain, enhance and protect the common areas and interest of a development. One of the disadvantages of an HOA could be the control over several aspects of the development, there is a mandatory membership for residents, so if one resident does not agree with a majority decision or a decision made by a board member there is really not much to do but accept the decision.

Another problem faced by prospective home purchasers is that they are commonly uninformed about the degree to which the use of their home or condo will be constrained by the association. This is the reason why he developer, seller or broker should make an effort to emphasize the potential benefits of the association while minimizing the disadvantages.

"For a potential buyer it is very important that there is a well organized HOA, in which all of the condo owners cooperate with each other. This gives them security as they can participate directly and have an influence in the association. When owners are paying a fee they have a good feeling to know there is going to be 24/7 security, among other things. It is as important to have an HOA for people who are going to buy as for people who already own," said Minondo.

Another concern which can affect in some extent the residents who agree with most of the rules and policies established by the association, is the possibility of arbitrary administration by the board members.

"The City Council is working on setting up a new department to coordinate the HOA of the different developments, to solve internal problems between residents, the HOA and the developer. Before the developer establishes the HOA the new department appointed by the City Council will check the regulations and then give its authorization to go ahead and establish it. Raúl Aragón, council member of Rosarito and businessman has made a lot of effort for this to happen; he is also assisting the Rosarito Realtors Association and obtaining a licensed requirement to practice real estate in the city of Rosarito." Gustavo Torres, President of AMPI, commented on the subject. The new department will have the obligations to create reorganization and modernizing programs, annual income and expense reports, administrative manuals, it will keep a statistical control, impose sanctions in case of violation of the law, inspections and notices when applicable, it will supervise the appointment of board members, security and management; it will also establish the budget for common expenses, types of payment and a reserve fund.
