Prop 13, which passed by California voters in 1978, limited the ability for local public agencies to increase property taxes in order to fund needed improvements and services.
California Senator Henry Mello and Assemblyman Mike Roos co-authored the Mello-Roos Community Facilities Act of 1982 in order to help fund public improvements of streets, sewer system, police protection, fire protection, ambulance services, schools, parks, libraries, museums and other cultural facilities.
Municipal bonds are generally sold by the CFD in order to provide the large amount of capital initially needed to build the improvements or fund the services. There are many different types and there is contact … (2 comments)

San Marcos Growth Management and Neighborhood Protection Act - 09/03/08 02:08 PM
Be careful and don't be fooled by the title of Proposition "O".
Based on the title of this proposition, you might believe that passage of this act would manage growth and protect neighborhoods in San Marcos.
The truth is that if Prop O passes, growth will not be managed at all. It could be controlled by developers with large amounts of advertising capital.  The City of San Marcos' tough planning and environmental review process could be side-stepped by big developers.
WHO'S OPPOSED TO PROP O??? Jim Desmond -  Mayor, City of San Marcos
San Marcos Firefighters Association Karen Haynes - President, CSUSM John O'Neill - … (0 comments)

San Marcos Sculpture without a message - 09/01/08 07:08 PM

A tucan, a rabbit, a couple dancing.....nope
According to sculptor Robert Freeman, his sculpture, which greets students and visitors to Cal State University San Marcos, is not intended to represent anything in particular.  Instead, Robert Freeman would like viewers to interpret the sculpture in their own way.
Paid for by an anonymous donor, the sculpture was unveiled in a well attended dedication ceremony on August 18th.
