2011 WINNIPEG REAL ESTATE MARKET EXCEEDING EXPECTATIONS

WINNIPEG – October 2011 has the second best real estate sales on record for this month. Less than 2% off the strongest sales performance ever in 2007. Year-to date dollar volume is already the highest achieved in WinnipegREALTORS® 108-year history with $2.67 billion dollars worth of MLS® sales.

October 2011 helped get the fourth quarter off to a great start with everything up in double-digit percentages. New listings rose 11%, sales were ahead by 13% and dollar volume reached 20%.

October MLS® home unit sales increased 13% (1,076/949) while dollar volume was up 20% ($256.9 million/ $214.2 million) in comparison to the same month last year. Year-to-date Multiple Listing Service® (MLS®) sales are up 7% (11,486/10,754) while dollar volume has increased 12% ($2.67 billion/$2.39 billion in comparison to the same period last year. Nearly 70 % of all MLS® listings entered on the market this year have sold thus far.

Owing to improvement in the overall number of residential real estate listings coming on the market in the last few months, inventory has improved and created a more balanced market. One indicator of this development in October is the total sales price to total listing price ratio falling under 100%. This means there is less price pressure on listings and in fact 56% of homes sold in October went for less than list price.

The average days on market to sell a residential-detached home was 29 days, 3 days slower than last month and only one day off the pace set in October 2010. The average days to sell a condominium in October was 26 days, 9 days quicker than last month and 5 days faster than October 2010.

Why I Think You Should Say NO to Bank Mortgage Insurance

Winnipeg - When most people buy a home they get a mortgage to help finance some portion of the purchase price. When you get a mortgage you are almost invariably going to be asked by the lending institution, if you would like to get insurance on that mortgage. Most people want to do the right thing and protect their family in case the unthinkable happens, so they say yes to getting the bank's mortgage insurance. They make it so simple, you tick a box or two, initial here, sign there and badda bing, badda boom you think you and your family are covered should the worst ever happen.

There are two main reasons I dislike the "Bank's" mortgage insurance.

First is that the insurance is essentially a declining benefit policy. So you take out a mortgage and the insurance premiums are based on what the initial balance of the mortgage is. But as you pay off the mortgage and the amount of the payout goes down, your premium stays the same. So if you start with a mortgage of $200,000 and after some hard work and diligent saving and investing you pay down your mortgage to $100,000 and then you get hit by a bus they pay out $100,000 but your premiums all along were based on the original $200,000 that you borrowed.

Secondly, most Banks and Lending Institutions in Canada use a form of insurance that processes the policies on what is called a "Post Claim Underwriting" system.

What that means is you have now qualified for the "right" to make premium payments on the insurance policy and should a claim ever arise then the insurance company starts going through your application with a fine tooth comb. If you missed something or did not quite understand something and incorrectly filled in the application form, your claim is disqualified and they will simply rebate your premiums and deny your claim. This can be DEVASTATING on a family who is already dealing with the loss of a loved one.

The way I recommend that you protect your family is to get term insurance from your favourite insurance broker.

I have two reasons for suggesting this route instead of going with your bank's insurance.

First the underwriting is all done up front. They'll take a blood sample or two, you'll step on a scale, they'll take your blood pressure and make you do all the other fun stuff that goes along with getting insurance, but once they say Yes, you KNOW that you have coverage. With the bank's insurance, they don't start going through your medical files until after you've made a claim and then it's anybody's guess if you're covered or not.

Secondly, the term insurance is a "defined benefit" policy so the pay out does NOT decline as the mortgage balance does. So in the example used above, your payout would be $200,000. Your family can take $100,000 and pay off the house and then use the other $100,000 to help sustain them while they are coping with the loss.

WINNIPEG – Balmy summer weather in September created summer-like real estate market activity which led to a third consecutive month of over 1200 MLS® housing unit sales. As a result, it makes September 2011 WinnipegREALTORS® best September in 108 years. September 2010 was the previous best September on record.

September MLS® housing unit sales increased 6% (1,214/1,142) while dollar volume rose 12% ($278.4 million/$248.0 million) in comparison to the same month a year ago. Year-to-date MLS® sales are up 6% (10,410/ 9,805) while dollar volume has increased 11% ($2.42 billion/$2.18 billion) in comparison to the same period last year. Two out of every three of the 15,300 house and condo listings entered on the MLS® market this year have sold.

For residential-detached home sales in September, the most active price range by far was the $200,000 to $249,999 with 26% of total sales. The housing market under $100,000 continues to erode with only 4% of the housing market and the longest days to sell of 41 days. The average days on market to sell a residential-detached property was 26 days, 2 days quicker than last month and 3 days faster than September 2010.

Condominium sales were dominant in the $150,000 to $199,999 price range with 39% of total sales. Only 2% of sales were under $100,000. Average days on market in September was 35 days, 5 days slower than last month and 2 days off the pace set in September 2010.

The average residential-detached sales price in June of $258,275 was up 3% over the same month last year while the average condominium price of $201,642 increased 7% over June 2010.

4 out of 5 new listings sold and nearly half of the entire MLS® inventory turned over.

June MLS® unit sales increased 6% (1,516/1,432) while dollar volume rose 12% ($367.9 million/$329.2 million) in comparison to the same month last year. WINNIPEG - It is no coincidence the 2011 flood in Manitoba affected WinnipegREALTORS® MLS® market as listings were down 15% from April 2010 and much closer to 2009 where we had some major flood issues to deal with like this year. MLS® sales are virtually identical to 2009 and conversions of listings to sales are off in the same way compared to non-flood springs.

Listings were down significantly in some of the rural municipalities such as St. Clement and St. Andrews and diminished in Winnipeg MLS® areas along the Red River (e.g. St. Vital, Frasers Grove, North End). Even Algonquin Park with Bunns Creek running through it experienced a noticeable new listings decline.

No better example of how April MLS® sales can be impacted by flooding is in 1997 where MLS® sales were only 900 and then bounced back to 1,126 in 1998 and 1,162 in 1999.

As evident from softer sales performances in other major markets across the country, a federal election preoccupying many Canadian's attention and concerns during the month of April may also have played a factor in reducing market activity.

April MLS® unit sales decreased 13% (1,148/1,317) while dollar volume dropped back 11% ($268.8 million/$303.1 million) in comparison to the same month last year. Year-to-date sales are up 1% (3,681/3,626) while dollar volume has risen 5% ($839.3 million/$797.0 million) in comparison to the same period last year. MLS® listings entered on the MLS® system this year are down 3% (5,870/6,053).

"This April is an atypical spring market month so not withstanding the drop off in sales and listings activity, we think there will be better results in May based on our strong first quarter performance and good market fundamentals remaining in place as we move into our busiest time of year," said Ralph Fyfe, president of WinnipegREALTORS®. "More evidence of how the flood was a factor this month is the marked difference in residential-detached and condominium sales activity. The latter was up 3% while single family homes decreased 15%."

"As one of those homeowners along the Red River in St. Vital, I understand first hand how Manitobans put priority over saving their home compared to listing or buying one," added Fyfe. "I commend the provincial government and the City of Winnipeg for being better prepared than they ever have to help us deal effectively with necessary flood mitigating measures."

For residential-detached sales in April, the most active price range was from $200,000 to $249,999 at 23% of total sales. The next busiest price range was from $250,000 tom $299,999 at 17%. Conversely, the under $99,999 price range had only 5% of total sales this month and in March.

Average days on market for residential-detached sales was 26 days, 2 days slower than last month and 5 days off the pace set in April 2010. Average days on market for condominium sales was 34 days, 1 day faster than last month and 11 days slower than April 2010.

Condominium sales were most prevalent in the $150,000 to $199,999 price range with 38% of total sales. Another 20% came from the $100,000 to $149,999 price range.

Selling real estate is SIMPLE, not easy. Boy, I sure wish it was easy. Easy money and an easy job is what everyone wants! I think there is a common misconception that real estate agents only stick a sign in the yard, open a few doors, fill out some paperwork and get paid a really big salary.

Selling real estate isn't easy but it is as SIMPLE as:

Knowing the contracts, addenda and amendments backwards and forwards.

Knowing changes to contract, updated forms, new laws, new disclosures.

Keeping track of all the time lines of the contracts...miss them by even a minute and the deal could fall through.

Making sure that every disclosure that could possibly be needed is signed and included with the contract.

Writing amendments that are fool proof and leave no room for interpretation.

Keeping track of every piece of correspondence, sent email, phone conversation, activity and even offers that weren't accepted.

Learning how to negotiate to get the best for clients,not kill the deal and maintain a business reputation.

Following a simple Code of Ethics...break it and it could result in loss of membership in NAR.

Knowing the laws of agency set forth by your state...break it and the result could be hefty fines or loss of license.

Knowing laws to protect your client and yourself from lawsuits. Knowing advertising laws, fair housing laws, anti-trust laws, etc.

Knowing the insides and outs of the market in order to provide the best information to clients to help them make an informed decision.

Knowing how to market real estate. (This would require a whole different post to describe how agents essentially have to become advertising professionals, internet savvy professionals, psychologists, writers, photographers, interior designers, home improvement experts, analytics, etc.)

Knowing how to market the business or brand. (See above)

Knowing that there is a need to be available to receive calls, texts and emails AT ALL TIMES from numerous clients, prospect, agents, service providers, contractors, insurance agents, escrow agents, mortgage professionals, appraisers and other industry professionals on a daily basis. Miss one call or forget to call back and it can result in their frustration, deals falling through, a time line being missed or a lost prospect or client.

Coordinating timelines, schedules, distances, getting things signed and delivered (over and over again!), inspections, appraisals, surveys, contractors, repairs, photographer, stagers, movers. Coordinating marketing efforts. Coordinating follow-up with clients. This would include keeping your client on track for timely closings.

It's SIMPLY taking on the risk of the transaction and ensuring things move along smoothly towards closing while protecting the client's best interest. It's as SIMPLE as doing everything possible to ensure the client is happy at closing and after the sale.

If you are a real estate agent who thinks it's easy to sell real estate, then you're doing something wrong and may soon find yourself with a bad reputation, fined, losing your license, reprimanded, in mediation, getting sued, in front of an ethics committee or out of business.

If you are a true real estate professional, you make it look easy, but you sure know better!

Canadian Real Estate Association Updates Resale Housing Forecast

The Canadian Real Estate Association (CREA) has revised its forecast for home sales activity via the Multiple Listing Service^® (MLS^®) Systems of Canadian real estate Boards and Associations for 2011 and 2012.

National sales activity is now expected to reach 441,100 units in 2011, a decline of 1.3 per cent from 2010. This is a slight improvement from the 1.6 per cent decline forecast by CREA in February, due to stronger than expected activity in British Columbia in the first quarter of 2011.

"Home buyers expect mortgage interest rates to rise and are mindful of their current and future debt levels. They're doing their homework to better understand how their mortgage payments and family budget might change down the road before they make an offer," said Gary Morse, CREA President. "That said, even though mortgage rates have increased recently, they remain very attractive and are keeping financing within reach for many homebuyers," added Morse. "Some housing markets are hotter than others, so buyers and sellers would do well to consult their local REALTOR® to understand how supply, demand and prices are evolving in their housing market."

In 2012, CREA forecasts that national sales activity will rebound by 2.6 per cent to 452,500 units. This is little changed from the previous forecast, and stands roughly on par with the ten year average for annual activity.

Although sales activity in the first quarter of 2011 came in largely as expected, multi-million dollar property sales in Greater Vancouver have surged unexpectedly. These sales have upwardly skewed average sale prices for the province and nationally, prompting the average price forecast to be revised higher.

The national average home price is forecast to rise four per cent in 2011 and nine-tenths of a per cent in 2012, to $352,500 and $355,800 respectively. This marks an increase from the previous forecast, and underscores the significant effect that investment in British Columbia is and will have on national results.

"As expected, recent changes to mortgage regulations brought forward some sales activity into the first quarter that would have otherwise occurred later in the year, particularly in some of Canada's more expensive housing markets," said Gregory Klump, CREA's Chief Economist. "This is likely to result in a milder version of the volatility in sales activity that we saw last year."

CREA expects home sales activity to regain traction after dipping in the second quarter as economic recovery and hiring continues. "While interest rates are expected to rise later this year, they will still be within short reach of current levels and remain supportive for housing market activity," said Klump. "Continuing job growth will underpin housing demand, keeping the housing market in balance and stabilizing home prices."

"The extent to which high priced sales activity in Vancouver will pitch up the average price locally, for British Columbia and nationally will likely diminish in the next couple of months in line with a seasonal increase in national activity," Klump added. "That said, foreign investment in Vancouver residential real estate is showing no signs of slowing, so it seems likely to remain a prominent market feature for some time."

It's time to make changes to Manitoba's Land Transfer Tax System

I think that our Land Transfer Tax is getting out of hand and has become a Cash Cow for The Manitoba Government. I think it's time that we Manitobans stand up and say to our elected representatives, enough is enough!

When someone buys a home they do so much to stimulate the economy. Just think about it for a minute. Do people just move into a house and not buy other stuff to go into that house? I don't think so! They buy furniture, appliances, flooring, contractor services to make changes, they buy paint, a rake, a shovel, a ladder, a lawn mower and on and on and on. Housing sales are a significant stimulant to any economy.

Here's an example of what I mean when I say the Land Transfer Taxes are TOO HIGH. If I buy a $300,000 house the Land Transfer Fee (which includes the Land Transfer Tax) is as Follows: Alberta $95, Saskatchewan $900, Manitoba $3,720!

In my humble opinion this is a blatant cash grab by the manitoba government. I think they are unfairly penalizing people who are already doing so much to stimulate the economy. House Buyers are already strapped for cash because of all the extra costs that go along with purchasing a house.

Winnipeg MLS Statistics Beat All Previous March Records!

WINNIPEG – The first quarter was outstanding as it edged out the best first quarter ever in 2007 with over 2,500 in MLS® sales and $570 million in dollar volume (no previous first quarter has eclipsed one-half a billion dollars before).

March MLS® sales came close to 1,200 while dollar volume was at $275 million. This result is clearly more spring-like in activity so whatever winter weather prevailed in March it did not stop buyers from completing transactions. In fact, the equivalent of 73% or nearly 3 out of 4 new listings were sold in March and 46% of the active MLS® inventory was depleted.

In the southwest and southeast quadrants of the city where the average residential-detached sale price were both over $300,000, a good number of the MLS® areas converted more listings to sales than what was new on the market so remaining inventory from February or previous months was being sold out. This happened to a lesser extent in other quadrants of the city. For example, in Crestview there were 18 sales in comparison to only 3 new listings. Rural MLS® areas did not experience higher conversions of new listings to sales.

With 48% of residential-detached listings going for above list price, and 65% of all homes selling for over $200,000 (42 % over $250,000), the average home sale price was pushed up to $255,000, a big jump from the previous month and March 2010.

March MLS® unit sales were up 7% (1,186/1,110) while dollar volume rose 14% ($274.9 million/$241.1 million) in comparison to the same month last year. Year-to-date or first quarter MLS® market activity shows sales are up10% (2,533/2,309) while dollar volume has risen 15% ($570.5 million/$493.9 million) in comparison to the same period last year. Listings entered on the MLS® in the first three months are slightly ahead (4,071/3,928).

“The change in the mortgage amortization period from 35 to 30 years in March may have spurred on more activity than we initially had predicted and with mortgage rates starting to inch up a bit lately those buyers are looking even smarter now for getting a head start on the spring market,” said Ralph Fyfe, president of WinnipegREALTORS®. “ We are off to a great start this year and we will continue to see upward pressure on prices as long as there are not enough listing to keep up with the market demand.”

“It is becoming an all too familiar pattern over the past number of years where we find ourselves with not enough inventory going into our busiest time of year,” said Fyfe. “That being said, it obviously points to a wonderful opportunity to list your home and take advantage of present market conditions. Of course, not all homes or MLS® areas are the same so you need to be talking to a REALTOR® - a market expert - to determine what your best course of action should be.”

Beyond the most dominant residential-detached MLS® property type which comprised 73% of all MLS® sales in the first quarter, condominiums are ahead of historical norms at 13% and vacant land is notably higher at close to 5%. It stands to reason buyers having trouble finding homes they desire may opt to look for a vacant lot and build their own home. Most of the 123 vacant land sales took place in outlying rural municipalities.

For residential-detached sales in March, the most active price range was the $200,000 to $249,999 at 23% of total sales. A close second was the next lower price bracket from $150,000 to $199,999 at 21%. The average days on market for the most active price range was only 14 days. The average days on market for all residential-detached sales was 24 days, two days quicker than last month and March 2010.

The most active price range for condominium sales was from $150,000 to $199,999 at 36% of total sales. The second most active by a wide margin over any other price range was the $200,000 to $249,999 at 25%. Average days on market for condo sales in March was 35 days, 11 days slower than last month and March 2010. The higher days on market for condominiums was more a reflection of older inventory being sold off than slow sales as March sales activity was excellent.

Winnipeg Real Estate Market MLS Statistics for February 2011 - The Temperature is COLD But the Real Estate Market is HOT, HOT, HOT!!!

WINNIPEG - Manitoba Merv saw his shadow and predicted 6 more weeks of winter. If you're a seller - you can only hope we have 6 more weeks of real estate market like we did in February!

Despite the unseasonably cold February, 1,313 sellers put their houses on the WinnipegREALTORS® Multiple Listing Service® in the month (up 12% from last February) ... and 781 sellers sold their properties through the MLS® (up 10% from February 2010).

As a result of 1313 new listings being added in the month - the listing inventory available for sale in Winnipeg rose to 2,450 units - up 16% from last year's inventory. So there are more houses to choose from for buyers - the second highest inventory of resale homes in the past 5 years.

And with all those sales and home values escalating - the dollar volume for the month is also up 14% from last year at $171 million - and last February was a record February for dollar volume!

With great February numbers, the impact on year-to-date is nothing but positive. Listings in January and February are up 14% from the first two months of 2010. 2,454 homes have been listed on Winnipeg's MLS® since the start of the year, and there have been 1,347 sales - up 12% from last year.

Dollar volume is already at $296 million - up 17% from last year's two month activity.

20% of all residential detached sales were under $150,000. On the upper end of the scale, 22% of the sales were above $300,000 (including 5% over $500,000).

That leaves 58% of the residential detached market selling between $150,000 and $300,000. (22% between $150,000 and $200,000. 20% between $200,000 and $250,000. 16% between $250,000 and $300,000.)

And days on market for residential detached dropped to 26 days - 3 days fewer than February 2010.

The condominium market is healthy as well. There were 96 condo sales in February - 20% were under $150,000 ... 18% were over $250,000 ... 62% were between $150,000 and $250, 000. Days on market for condominiums averaged 24 days compared to 29 days last February.

The highest priced condo sale in February was $383,000 and the lowest priced was $72,000. The highest priced residential detached sale was $880,000 and the lowest was $25,000.

WinnipegREALTORS® president Ralph Fyfe reported on the positive February and year-to-date numbers. Fyfe said, "We never put too much stock in one or two month's numbers. We wait for the results of a quarter or two to start to try to identify trends. But this year's February numbers and year-to-date stats seem to be an early confirmation of what our analysts predicted in our January forecast breakfast for 2011.

"In January our forecasters predicted home sales will increase 0-2% over last year, Home prices will be up 7-9% (condos up 6-8%) and total dollar volume will increase 9-11%. January and February activity has certainly pointed us in that direction."

Vacant Buildings By-Law in the City of Winnipeg

Here is some information about the City of Winnipeg's Vacant Property By-Law No. 79/2010. It's pretty important information if you have a vacant property or if you are considering buying a property that is currently vacant.

Vacant Buildings By-Law

On July 21, 2010, City Council passed the new-Vacant Buildings By-law No. 79/2010 (see Winnipeg.ca).

The intent of the new Vacant Buildings By-law No. 79/2010 is to:

• reduce the risk of fire

• reduce safety hazards for firefighters and emergency personnel (i.e., gaping holes in floors, broken steps, etc.)

• reduce urban blight

• contribute positively to neighbourhood renewal by discouraging vacant buildings to remain inactive for extended periods of time

• reduce illegal activities

• ensure vacant buildings are brought to habitable standards prior to occupancy.

The Vacant Buildings Program targets vacant buildings that are dilapidated, dangerous, improperly secured, subject to public complaints, and that have been vacant for extended periods of time.

Annual Inspections

Schedule A Inspections of vacant buildings are conducted in order to ensure compliance with the Vacant Building By-law (see Winnipeg.ca). These inspections focus on both property maintenance standards and safety issues of dwelling interiors, exteriors, and yards.

Schedule A inspections of both residential and commercial vacant buildings are completed annually.

Schedule A Inspection Fees for both Residential and Commercial Properties are:

* $1,000 if a repair order is issued

* $500 if a repair order is not issued

* Fees will apply maximum once per year

Vacant Residential Building Occupancy Inspections, Occupancy Certificates and Fees

(i.e., single family dwellings, duplexes, and rooming houses)

Vacant residential buildings that have been boarded or that have been subject to an order prohibiting use or occupancy must not be re-occupied until an Occupancy Certificate has been issued by the City of Winnipeg.

In order to obtain an Occupancy Certificate for a vacant residential building, a property owner must make arrangements for an occupancy certificate inspection.

• A printable application for an Occupancy Certificate can be obtained at Winnipeg.ca or in person at #18-30 Fort Street (986-2234).

• The Occupancy Certificate fee is $450. This fee must be paid prior to the occupancy certificate inspection. After the fee is paid, a By-law Enforcement Officer will conduct an inspection.

• Upon meeting the Neighbourhood Liveability By-law (see Winnipeg.ca) standards and other standards if required (i.e., public health, Winnipeg Building By-law, etc.)an Occupancy Certificate will be issued and the building can be occupied.

• A residential Occupancy Certificate will expire if a new no-occupancy order is issued or if the building is re-boarded.

Vacant Residential Boarded Building Permits and Fees

Residential Boarded Building Permit fees are intended to ensure boarding standards, discourage long-term boarding, and through the partial, time-limited refund, encourage rehabilitation and removal of boards in a timely manner.

• The Residential Boarded Building Permit fee is $2,000 for a single one-year permit.

• 75% of this fee may be refundable if during the life of the permit the building is conventionally secured (i.e., secured in a non-boarded fashion such as glazed windows and locked doors), meets all vacant building standards, or an Occupancy Certificate is issued.

• Property owners of buildings requiring boarding as a result of a construction process can obtain a Boarded Building Exemption Certificate from the City at no charge.

Vacant Commercial Boarded Building Permits and Fees

Fees for Boarded Building Permits for commercial buildings:

First permit $2,000

Second permit $3,500

Third permit $5,000

Fourth permit $6,500

Each subsequent year increase $1,500

Penalties:

A $1,000 penalty will be applied in all cases for owners who do not obtain Boarded Building Permits when required. The fee for the applicable permit and the penalty will be added to the property taxes.

Boarded Building Exemption Certificates for Vacant Buildings (BBEC)

When buildings are boarded for the purposes of securing a building during a construction process, the property owner can apply for a 'Boarded Building Exemption Certificate'. This allows the building to be boarded without the Boarded Building Permit fee or permit itself. There is no charge for this certificate.

In order to be given consideration for an exemption certificate, an owner must apply in writing by submitting a letter of undertaking that contains and/or addresses the following requirements:

• 1. A definitive statement/commitment that the building will be renovated to at least a state of compliance with the minimum requirements of the By-law; preferably to re-occupancy standards.

• 2. Contain a time frame for the renovation work; both start and completion. The time frame for the renovation must be reasonable to the extent of the work required to bring the building into compliance or to occupancy standards.

• A Boarded Building Exemption Certificate can be revoked if, in the opinion of the Administrator, adequate construction progress is not being made and / or the nature of the work no longer necessitates the building to be boarded.

• 3. Any required approvals and permits such as building, electrical and plumbing, are obtained.

• 4. Once permits are obtained, active work commences and continues steadily and at a reasonable pace to completion.

• 5. Any and all work is done in a manner accepted as good workmanship in the trade concerned, using materials suitable/approved.

• 1. Address/location

• 2. Date of boarding

• 3. Estimated length of time the building will be boarded (maximum 1 year)

Residential and commercial Boarded Building Permits can obtained at the Permits Office of the Planning, Property and Development Department, Unit #31 - 30 Fort St. Winnipeg MB.

How to Avoid/Reduce Vacant Building Inspection and Boarded Building Permit Fees

Don't leave a building vacant for an extended period of time

• If a building is maintained and occupied, there will be no vacant building inspection, Occupancy Certificate, or Boarded Building Permit fees.

• (Vacant and dilapidated buildings are subject to community complaints forwarded to the City.)

If your building becomes vacant and need legitimate construction/renovation work, immediately apply for a Boarded Building Exemption Certificate.

• There is no charge for a Boarded Building Exemption Certificate.

• During the period when a Boarded Building Exemption Certificate is active, the property is not subject to the requirements for a boarding permit, but is still required to be boarded securely and in compliance with the By-law. In the event that a Boarded Building Exemption Certificate is issued and a 'No-Occupancy Order' has not been issued the property will not be subject to a Schedule A Inspection Fee, or the requirements to obtain an Occupancy Certificate prior to re-occupancy.

• If the conditions of a Certificate of Exemption are not met, all requirements and fees will apply.

If you need to board your vacant building, take out the Boarded Building Permit in advance of boarding. A penalty of $1000 will be applied in addition to the Boarded Building Permit fee if a property owner is ordered to acquire a Boarded Building Permit. Additionally, if the City takes out a Boarded Building Permit on behalf of the property owner due to non-compliance with an Order, additional administrative time (minimum $100) will be charged.

• 75% of the residential Boarded Building Permit fees (i.e., $1,500) maybe refunded if the building
is conventionally secured OR if an Occupancy Certificate has been issued within one year of your
Boarded Building Permit being issued.

Please note: The City will deduct any outstanding inspection and/or permit fees from the refund.

Marketing organization needs an Administrative Assistant.

We are presently unsure of hours involved but guess 5 to 10 per week. We’d like to keep it casual until we formalize the duties of the position. Time frame would usually be one or two mornings per week after 9:15 or 9:30 AM.

Salary would be $12 to $14 per hour depending on experience.

Proficient computer skills are required as the duties involve taking and preparing the minutes of meetings, creating agendas, creating the occasional spreadsheet, creating newsletters, preparing correspondence to the public and dealing with community organizations.

Our organization meets once a month in different venues throughout the City of Winnipeg so the ideal candidate would have their own transportation.
