HOW DID THAT ROCK GET THERE? Here is a picture of an alley in between two neighborhoods located in South Phoenix. The current tenant received a city citation for having a rock located in the back alley. Well, it is kind of hard to move a big boulder like the one you see in the picture. We were able to deduce that this rock was placed here by the neighbor across the way with photos that were take three months prior to this incident. We asked the neighbor to take back his rock or we would have to submit the
