Are Changes Afoot With the New California Real Estate Commissioner?

Wayne Bell is the new Real Estate Commissioner for the State of California, appointed by Governor Jerry Brown on February 14, 2013. The Department of Real Estate (DRE) commissioner oversees the licensing and behavior of approximately 415,000 real estate licensees and is responsible for a staff of about 340.

Commissioner Bell holds a Juris Doctorate from Loyola Law School. His experience in the industry includes:

2006 – 2013: Chief Counsel and Assistant Commissioner for Legal Policy and Recovery at the DRE since 2006;
2003 – 2006: Special Counsel and Director of Homeownership at the California Housing Finance Agency;
1999 – 2003: Deputy Secretary and General Counsel at the California Business, Transportation and Housing Agency; and
1989 – 1999: Ralphs Grocery Company in various positions, including Vice President.

Lots of change are afoot in the world of real estate! The current DRE will re-title itself as the Bureau of Real Estate (BRE) on July 1, 2013. This change offers the BRE a rare opportunity for a fresh start.

The most exciting aspect is a real estate commissioner arriving just as the administrative restructuring is set to take place. Although the internal structure of the BRE will remain unchanged per Governor Jerry Brown’s reorganization plan, the real estate commissioner will now report to the Department of Consumer Affairs (DCA).

The DCA is a government agency meant to protect and serve California consumers while ensuring a fair marketplace. Assuming they do their job as their mission statement indicates, their oversight of the BRE is great news for observers of real estate licensee behavior with clients and other members of the public.

The question is, will Mr. Bell surprise Californians? Will he buck the trend of passive and ineffective real estate leadership and continue in the direction of behavioral corrections? Or, will we return to the loose policy enforcement seen during the Millennium Boom? It is hard to say, but it is certain things can only get better for conscientious licensees from here on out.

Real estate commissioners of years past were purely political appointees, catering to CAR endorsed behavior who offered no regulatory leadership. And as such, they lost sight of their mission to safeguard and promote the public interests in real estate matters through licensure.

Public Invited To The Christening of Montford Point Ship, In San Diego,California.

The public is invited to visit General Dynamics shipyard in San Diego, California this Saturday, March 2, 2012, to watch the christening of the Montford Point, the first of at least three mobile landing platform auxiliary ships being built by the Navy. The ceremony is scheduled to begin at 10AM, near NASSCO's main gate in the neighborhood of Barrio Loan. Visitors are asked to enter the yard at 28th Street and East Harbor Drive. The gate is set to open at 9AM.

Mobile landing platform auxiliary ships are a new type of vessel meant to improve the Navy's ability to preposition vehicles and equipment for quick transfer to shore. The 765 foot ships have been nicknames "piers at sea" because they have large staging platforms and can handle up to three air cushioned hover craft.

Local Carlsbad Community Parks Seeking Input of Local Residents For Updating Parks.

People are changing and maybe their city parks in Carlsbad should too? Different demographics may mean that people want or need a different array of services from their Carlsbad community parks. For example the average age of Carlsbad residents is increasing. Is the traditional senior center as we have it now geared to serve the burgeoning baby boomer population?

To help determine what changes are needed, Carlsbad is asking what people want in their city parks. Two public meetings have been schedule from 6 to 7:30PM, February 19th at the Senior Center located at 799 Pine Ave, Carlsbad, California and from 6 to 7:30 PM, on February 20th, 2013 at the Faraday Center, 1635 Faraday Avenue, Carlsbad, California.

Residents and nonresidents are welcome, the city's parks are also used by visitors; for example, traveling ball teams from throughout the county and state regularly play on Carlsbad fields. Are there going to be more dog parks, etc?

San Diego County is blessed with 70 miles of sandy coastline and more than 30 individual beaches. When it comes to enjoying the San Diego shores though a word (or actually four) to the wise: May Gray and June Gloom. They're both names for a local weather pattern that can be counted on to foil sunbathing most mornings (and sometimes all day) from mid-May to mid July. Overcast skies appear as the desert heats up at the end of spring, sucking the marine layer --a thick bank of fog--inland for a few miles each night. Be prepared for moist mornings and evenings (sometimes afternoons) at the beaches this time of year. But remember: The sun may not be shining brightly, but that doesn't mean you're not being exposed to harmful UV rays: always wear sunscreen during prolonged outdoor exposure. Another beach pre-caution worth remembering is the "stingray shuffle". At beaches where the water is calm, such as Mission Bay and La Jolla Shores, it's a good idea to shuffle your feet as you walk through the surf it rousts any stingrays that might be in your path.

Another sting to beware of is the pain you might feel if you're caught drinking alcohol or smoking on any San Diego, California beach, bay shore or at coastal parks. In 2008, voters approved a ban on alachol at the beach; first offense has a maximum fine of $250.00. Smoking is also illegal at all city beaches, boardwalks, piers, and parks. Exploring tide pools, potholed, rocky shores that retain ponds of water after the tide has gone out, providing homes for a plethora of sea creatures -- is a time honored coastal pleasure. You can get a tide chart free or for a nominal charge from many surf and diving shops Among the best places for tide pooling are Cabrillo National Monument, at the oceanside base of Point Loma; Sunset Cliffs in Ocean Beach; and along the rocky coast immediately south of the cove in La Jolla.

Hostess Brands decision to declare bankruptcy meant a flurry of Twinkie buying at Hostess outlets and supermarkets Friday in San Diego, California. The Hostess Bakery outlet in Escondido, El Cajon and Chula Vista reported full parking lots and crowded shops. the Chula Vista facility had no Twinkie"s or cupcakes and the one in Escondido was down to a few Twinkie packages. On ebay, a box of Twinkie"s was listed at $200,000 though it had no bids.

Twinkie desperadoes trying the Ralphs store in Mission Valley would have no luck finding their favorite spongie cake snack, but there were a few boxes of strawberry Hostess Cupcakes and two bags of chocolate Hostess Donettes, if you were in the mood to settle.

Riding everything from colorful beach cruisers with fat tires to sleek racing bikes, more than 2,000 people are expected to take off from the Oceanside, California Municipal Pier this weekend on treks of up to 100 miles in the city's Bike the Coast -Taste the Coast event. This really great event for Oceanside, because anyone can do it. It really encourages all levels. It's not a race. It's really more of a festival type atmosphere to get out and enjoy a beautiful day down the coast. If 100 miles sounds daunting, fear not, because trips of 7, 15, 25 and 50 miles also have been mapped out, so cyclists of every age and skill level can join in.

Best of all, the course along the coast or the the Bike the Coast race itself is set for 7AM, Saturday San Luis Rey bike trail is fairly flat, with the steepest hill coming on the 50-mile and 100 mile routes at Carmel Valley, its not as challenging as some San Diego courses can be such as the annual Century Race that goes up to Ramona, California. Now in its third year,(November 3, 2012) at the Oceanside, California pier. The 7-mile route will take cyclists from the pier along the San Luis Rey bike trail to Foussat Road and back. More ambitious bicyclists will head south along Coast Highway starting from the pier, going to Encinitas and back for a 25 mile ride and from the pier to Sorrento Valley and back for the 50 mile ride.

Welcome to San Diego, California.

Although Cabrillo sailed into San Diego Bay in 1542, seventeen American Presidents had served our country before New San Diego was founded in 1867. Alonzo Horton, a trader and landowner, purchased 960 waterfront acres at 27 1/2 cents per acre to establish the town and commercialize its harbor. It would take 17 years for the transcontinental railroad to reach San Diego and create a link to the east and an international exposition during WW1 to promote tourism via the building of the 1,200 acre Balboa Park.

During the 1920's and 30's pioneering aviators like Charles Lindbergh and Claude Tyan helped create and secure San Diego's future as a military and defense center. Following the Second World War, the city saw its geography and climate as a magnet for growth. A bond issue to develop Mission Bay was approved. Two years later, the San Diego Aqueduct opened, bring Colorado River water here. By 1950 population stood at 555,000 persons.

The fifties saw a doubling of the population and the growth of new communities. In 1958 Interstate 8 opened the Mission Valley to development. In quick order, shopping centers, hotels, and a stadium were built. SeaWorld opened near Mission Bay in 1964. By its 100th birthday, San Diego had become California's third major and (best looking) city. Civic leaders then began redeveloping downtown, managing infrastructure and ensuring that tourism and white-collar businesses would keep the region from recession. Simple Changes Could Save You Money On Your Water Bill In San Marcos, California.

Local San Marcos residents can cut projected water use by 20% to 30% over the next 20 years by adopting simple changes to household appliances, yards and gardens,according to a study released by the Encinitas policy organization Equinox Center. The paper analyzed data from a report commissioned by the California Department of Water Resources, in 2005 through 2008 and identified the "low hanging fruit" for water efficiency. It concluded that a single family home outfitted with the most efficient toilets, faucets and clothes washers today would consume 20% to 37% less water per day than an average household in 2007.

Moreover, reducing outdoor water use through lower water landscaping and more efficient irrigation could cut an average family's water consumption by 38,000 gallons per year, compared with 2007 numbers. Despite advance in low water appliances and fixtures, the report found that only 3% of houses exclusively use the most efficient toilets and only 4% have installed the most efficient clothes washers. Although there's room for improvement in indoor water use, local water officials said the biggest savings can be achieved in yards and gardens.

When you reduce water use, you also reduce pollution ending up in our beaches. So its a double benefit, water agencies and environmental organizations have advocated improvements such as rainwater harvesting, drip irrigation and xeriscaping--landscaping using rocks and low water plants. The City of San Diego offers rebates of $200 for rain barrels, $400 for smart irrigation sensors and up to $3,000 for turf replacement project that substitute low water landscaping for traditional lawns.

San Diego county residents can sign up at any of six vehicle dealerships to get a free emergency preparedness tote that includes a radio, first-aid kit and landline phone. The promotion is sponsored by Sunroad Automotive with assistance from San Diego Gas & electric, the Auto Club of Southern California and the county Office of Emergency Services.

Sunroad will give a tote to anyone who registers for Alert San Diego, the county's reverse 911 notification system. There are 800 totes available and the promotion will continue while supplies last. The totes includes a landline phone, because cordless phones won't work when power is out. It also contains hand-crank and solar powered radio with built-in-flash light and cellphone charger; an emergency first aid kit and adult and a child's "comfort kit" with toiletries and an AAA San Diego County map. Residents must register either a cellphone, VoIP phone or email address with Aler San Diego. The system was activated during the recent Shockey fire to advise resident to evacuate. It already contains landline phone numbers for area residents.

Fannie Mae Sells Off 700 Foreclosures to Local San Diego, California Firm.

Local San Diegl real estate investment firm Pacific Cos. bought nearly 700 foreclosure from mortgage giant Fannie Mae. the deal makes the local company the first winning bidder in Fannie Mae's pilot program to sell repossessed home in bulk to investors on the condition they convert them to rentals.

On July 3, 20112, the Federal Housing Finance Agency (FHFA) announced that it had made selections of bidders in the first pilot program under its REO to Rental initiative.

The pilot made offerings totaling 2,500 Fannie Mae owned homes in eight locations for investors to bid on with the understanding that homes would be maintained for rental for a period of time. Final announcement of the winning bids will be made when transactions are ready to close, expected in the next several weeks.
