&lt;p&gt;&lt;strong&gt;How FHA's Reverse Mortgage Program Works &lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;Homeowners 62 and older who have paid off their mortgages or have only small mortgage balances remaining, and are currently living in the home, are eligible to participate in FHA's reverse mortgage program. The program allows homeowners to borrow against the equity in their homes. Homeowners can select from five payment plans:&lt;/p&gt;
&lt;ul type="disc"&gt;
&lt;li&gt;Tenure - equal monthly payments as long as at least one borrower lives and continues to occupy the property as a principal residence. &lt;/li&gt;
&lt;li&gt;Term - equal monthly payments for a fixed period of months selected. &lt;/li&gt;
&lt;li&gt;Line of Credit - unscheduled payments or in installments, at times and amounts of borrower's choosing until the line of credit is exhausted. &lt;/li&gt;
&lt;li&gt;Modified Tenure - combination of line of credit with monthly payments for as long as the borrower remains in the home. &lt;/li&gt;
&lt;li&gt;Modified Term - combination of line of credit with monthly payments for a fixed period of months selected by the borrower. &lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;Homeowners whose circumstances change may be able to restructure their payment options for a nominal fee of $20. Please consult your lender for more information.&lt;/p&gt;
&lt;p&gt;Unlike ordinary home equity loans, an FHA-insured reverse mortgage does not require repayment as long as the home is the borrower's principal residence. Lenders recover principal, plus interest, when the home is sold. If any home equity remains after sale, the remaining value of the home goes to the homeowner, estate or heirs. You can never owe more than your home's value when sold.&lt;/p&gt;
&lt;p&gt;If the sales proceeds are insufficient to pay the amount owed, HUD will pay the lender the amount of the shortfall. HUD's Federal Housing Administration (FHA) collects an insurance premium from all borrowers to provide this coverage.&lt;/p&gt;
&lt;p&gt;The amount a homeowner can borrow depends on their age, the current interest rate, other loan fees and the appraised value of the home or the FHA's mortgage limits for the area, whichever is less. Generally, the more valuable your home is, the older you are, and the lower the interest, the more you can borrow.&lt;/p&gt;
&lt;p&gt;For example, based on a loan with interest rates of approximately 9%, and a home qualifying for $100,000, a 65-year-old could borrow up to 34% of the home's value; a 75-year-old could borrow up to 47% of the home's value; and, an 85-year-old could borrow up to 64% of the home's value. The percentages do not include closing costs because these charges vary.&lt;/p&gt;
&lt;p&gt;There are no asset or income limitations on borrowers receiving FHA-insured reverse mortgages.&lt;/p&gt;
&lt;p&gt;There are also no limits on the value of homes qualifying for an FHA-insured reverse mortgage. The value of the home will be determined by an appraisal. However, the amount that may be borrowed is derived from the lower of the appraisal amount or FHA mortgage limit for the area, which varies from $200,160 to $362,790.&lt;/p&gt;
&lt;p&gt;For Alaska, Guam, Hawaii and the Virgin Islands, the FHA mortgage limits may be adjusted up to 150% of the ceiling depending on the area. The FHA limits usually increase each year. As a result, owners of higher-priced homes can't borrow any more than owners of homes valued at the FHA limit.&lt;/p&gt;
&lt;p&gt;FHA's reverse mortgage program collects funds from insurance premiums charged to the homeowners. Homeowners are charged an upfront insurance premium which is 2% of the maximum claim amount that may be borrowed plus a .5% annual premium which is paid on a monthly basis for the life of the loan.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Common Questions About FHA-insured Reverse Mortgages &lt;/strong&gt;&lt;/p&gt;

FHA's reverse mortgage provides these benefits, and it is federally-insured.&lt;/p&gt;

The reverse mortgage is different because it pays you, and is available regardless of your current income. Like all homeowners, you still are required to pay your real estate taxes, hazard insurance and other property charges. Unlike a traditional second mortgage, with HECM, you cannot be foreclosed or forced to vacate your house because you don't make your principal and interest payments.&lt;/p&gt;
&lt;p&gt;&lt;a name="06"&gt;&lt;/a&gt;&lt;strong&gt;Can the lender take my home away if I outlive the loan? &lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;No! You do not need to repay the loan as long as you or one of the borrowers continues to occupy the property as the primary residence, keep the taxes and insurance current and perform the other obligations of the mortgage.&lt;/p&gt;
&lt;p&gt;&lt;a name="07"&gt;&lt;/a&gt;&lt;strong&gt;Will I still have an estate that I can leave to my heirs? &lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;When you sell your home or no longer use it for your primary residence, you or your estate will repay the cash you received from the reverse mortgage, plus interest and other fees, to the lender. The remaining equity in your home, if any, belongs to you or to your heirs. None of your other assets will be affected by the FHA-insured reverse mortgage loan. This debt will never be passed along to the estate or heirs.&lt;/p&gt;
&lt;p&gt;&lt;a name="08"&gt;&lt;/a&gt;&lt;strong&gt;How much money can I get from my home? &lt;/strong&gt;&lt;/p&gt;

&lt;li&gt;&lt;strong&gt;Sale:&lt;/strong&gt; If you can no longer afford your home, your lender will usually give you a specific amount of time to find a purchaser and pay off the total amount owed. You will be expected to use the services of a real estate professional who can aggressively market the property. &lt;/li&gt;
&lt;li&gt;&lt;strong&gt;Pre-foreclosure sale or short payoff:&lt;/strong&gt; If you can't sell the property for the full amount of the loan, your lender may accept less than the amount owed. Financial help may also be available to pay other lien holders and/or help towards some moving costs. You may qualify if: 
&lt;ul&gt;
&lt;li&gt;The loan is at least 2 months delinquent &lt;/li&gt;
&lt;li&gt;You (or your real estate professional) can sell the house within 3 to 5 months &lt;/li&gt;
&lt;li&gt;A new appraisal (obtained by your lender) shows that the value of your home meets HUD program guidelines &lt;/li&gt;

&lt;li&gt;&lt;strong&gt;Assumption:&lt;/strong&gt; A qualified buyer may be allowed to take over your mortgage, even if your original loan documents state that it is non-assumable. &lt;/li&gt;
&lt;li&gt;&lt;strong&gt;Deed-in-lieu of foreclosure:&lt;/strong&gt; As a last resort, you "give back" your property and the debt is forgiven. This will not save your house, but it is less damaging to your credit rating. This option might sound like the easiest way out, but it has limitations:

&lt;li&gt;You usually have to try to sell the home for its fair market value for at least 90 days before the lender will consider this option &lt;/li&gt;

&lt;p&gt;&lt;strong&gt;Q:&amp;nbsp; When will the program begin?&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;A:&lt;/strong&gt;&amp;nbsp; The program will begin on October 1, 2008 and sunset on September 30, 2011.&amp;nbsp; Homeowners in danger of losing their homes before October 1, however, should not wait to contact their loan servicers and should begin applying for federally insured mortgages now.&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;Q:&amp;nbsp; Will this law be a bailout for speculators, homeowners, investors, and lenders?&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;A:&lt;/strong&gt;&amp;nbsp; No. It is narrowly tailored to keep families in their homes.&amp;nbsp; For example:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;Only primary residences are eligible: NO speculators, investment properties, second or third homes will be refinanced. &lt;/li&gt;
&lt;li&gt;Investors and lenders must take big losses first in order even to participate.&amp;nbsp; The owner of the old mortgage can get a maximum of 90% of the current value of the home (which presumably will be considerably less than the value of the original loan).&amp;nbsp; In many cases the loss will be significantly greater, but 10% is the minimum.&amp;nbsp; &lt;/li&gt;
&lt;li&gt;In addition, lenders must waive any penalties or fees, and help pay for the origination and closing costs of the new loans. &lt;/li&gt;
&lt;li&gt;Most homeowners will have seen the equity in their homes disappear before being able to refinance under this program.&amp;nbsp; In addition, the FHA will get a portion of any future profits on the house, to make sure the government recoups its investment over the long run. &lt;/li&gt;

&lt;li&gt;Creates a refundable tax credit for first-time homebuyers that works like an interest-free loan of up to $7,500 (to be paid back over 15 years). &lt;/li&gt;
&lt;li&gt;Grants states $11 billion of additional tax-exempt bond authority in 2008 that they can use to refinance subprime loans, make loans to first-time homebuyers and to finance the building of affordable rental housing. &lt;/li&gt;
&lt;li&gt;Raises conforming loan limits for the FHA, Fannie Mae and Freddie Mac to $625,500.&amp;nbsp; Because of the high cost of housing in California, a majority of the state's residents were previously shut out from these programs.&amp;nbsp; Raising these loan limits will lead to lower interest rates on some loans, greater refinancing opportunities, and enable more borrowers in high cost areas to avoid the type of nontraditional and frequently abusive loans that led to the current crisis. &lt;/li&gt;

&lt;p&gt;Si recibe este Folleto antes de firmar un acuerdo de venta, aqu&amp;iacute; encontrar&amp;aacute; algunos puntos importantes para tener en cuenta. El vendedor o el agente de venta debe entregarle el folleto de la Agencia de Protecci&amp;oacute;n Ambiental (EPA por sus siglas en ingl&amp;eacute;s), "Proteja a su familia de la presencia de plomo en su vivienda", u otra informaci&amp;oacute;n sobre peligros por plomo aprobada por la EPA. El vendedor o el agente de venta debe informarle lo que conoce acerca de la pintura con base de plomo o los peligros de la pintura con base de plomo en la vivienda, y suministrarle todo informe o registro relevante.&lt;/p&gt;
&lt;p&gt;Tiene como m&amp;iacute;nimo diez (10) d&amp;iacute;as para realizar una inspecci&amp;oacute;n o evaluaci&amp;oacute;n de riesgo sobre pintura con base de plomo o peligros por plomo. Sin embargo, para poder tener el derecho de cancelar la venta basado en los resultados de una inspecci&amp;oacute;n o evaluaci&amp;oacute;n de riesgo, necesitar&amp;aacute; negociar esta condici&amp;oacute;n con el vendedor.&lt;/p&gt;
&lt;p&gt;Finalmente, el vendedor debe adjuntar al acuerdo de venta un formulario de divulgaci&amp;oacute;n que incluir&amp;aacute; una Declaraci&amp;oacute;n de Advertencia de Plomo (&lt;em&gt;Lead Warning Statement&lt;/em&gt;). &lt;p&gt;WASHINGTON (AP) -- President Bush on Wednesday signed a massive housing bill intended to provide mortgage relief for 400,000 struggling homeowners and stabilize financial markets.&lt;/p&gt;
&lt;p&gt;Bush signed the bill without any fanfare or signing ceremony, affixing his signature to the measure he once threatened to veto, in the Oval Office in the early morning hours. He was surrounded by top administration officials, including Treasury Secretary Henry Paulson and Housing Secretary Steve Preston.&lt;/p&gt;

&amp;nbsp;&lt;noscript&gt;&lt;/noscript&gt;"We look forward to put in place new authorities to improve confidence and stability in markets," White House spokesman Tony Fratto said. He said that the Federal Housing Administration would begin right away to implement new policies "intended to keep more deserving American families in their homes."&lt;/p&gt;
&lt;p&gt;The measure, regarded as the most significant housing legislation in decades, lets homeowners who cannot afford their payments refinance into more affordable government-backed loans rather than losing their homes.&lt;/p&gt;
&lt;p&gt;It offers a temporary financial lifeline to troubled mortgage companies Fannie Mae and Freddie Mac and tightens controls over the two government-sponsored businesses.&lt;/p&gt;
&lt;p&gt;The House passed the bill a week ago; the Senate voted Saturday to send it to the president.&lt;/p&gt;
&lt;p&gt;Bush didn't like the version emerging from Congress, and initially said he would veto it, particularly over a provision containing $3.9 billion in neighborhood grants. He contended the money would benefit lenders who helped cause the mortgage meltdown, encouraging them to foreclose rather than work with borrowers.&lt;/p&gt;
&lt;p&gt;But he withdrew that threat early last week, saying hurting homeowners could not wait -- and even blaming the Democratic Congress' delays in action for forcing an imperfect solution.&lt;/p&gt;
&lt;p&gt;Meanwhile, many Republicans, particularly those from areas hit hardest by housing woes, were eager to get behind a housing rescue as they looked ahead to tough re-election contests. Paulson's request for the emergency power to rescue Fannie Mae and Freddie Mac helped push through the measure. So did the creation of a regulator with stronger reins on the government-sponsored companies, as Republicans long have sought.&lt;/p&gt;
&lt;p&gt;Democrats won cherished priorities in the bargain: the aid for homeowners, a permanent affordable housing fund financed by Fannie Mae and Freddie Mac, and the neighborhood grants.&lt;/p&gt;
&lt;p&gt;The bill takes several approaches to curing the ailing housing market.&lt;/p&gt;
&lt;p&gt;It aims to spare an estimated 400,000 debt-strapped homeowners, many of whom owe more their houses are worth, from foreclosure by allowing them to get more affordable mortgages backed by the Federal Housing Administration.&lt;/p&gt;
&lt;p&gt;The FHA could insure $300 billion in such mortgages, which would be available to homeowners who showed they could afford a new loan. Banks would first have to agree to take a large loss on the existing loans in exchange for avoiding an often-costly foreclosure.&lt;/p&gt;
&lt;p&gt;The plan also is designed to relieve a broader credit crunch that has taken hold because of rising defaults and falling home values. To free up safer and more affordable mortgage credit, the bill permanently would increase to $625,000 the size of home loans that Fannie Mae and Freddie Mac can buy and the FHA can insure. They also could buy and back mortgages 15 percent higher than the median home price in certain areas.&lt;/p&gt;
&lt;p&gt;It goes far beyond addressing the current crisis, however.&lt;/p&gt;
&lt;p&gt;The legislation overhauls the Depression-era FHA. It requires lenders to show how high a borrower's payment could get under the terms of his mortgage. It provides $180 million in pre-foreclosure counseling for struggling homeowners.&lt;/p&gt;
&lt;p&gt;The Treasury Department gains unlimited power, until the end of 2009, to lend money to Fannie Mae and Freddie Mac or buy their stock should they need it. The Federal Reserve takes on a new "consultative" role overseeing the companies.&lt;/p&gt;
&lt;p&gt;The measure includes $15 billion in tax cuts, including a significant expansion of the low-income housing tax credit and a credit of up to $7,500 for first-time home buyers for houses purchased between April 9, 2008, and July 1, 2009.&lt;/p&gt;
&lt;p&gt;Democratic leaders, recognizing that the measure could be one of the last items to become law during what's left of their abbreviated election-year schedule, tacked on an $800 billion increase, to $10.6 trillion, in the statutory limit on the national debt.&lt;/p&gt;
&lt;p&gt;Conservative Republicans were vehemently opposed to the bill, particularly the help for Fannie Mae and Freddie Mac. Critics charge the companies enjoy lavish profits in good times and wield their outsized political clout to resist regulation while depending on the government to bail them out should they falter.&lt;/p&gt;

&lt;p&gt;This 7,500 square foot branch library is the second library to be built since the Main Library opened in 1985. The design of the building incorporates lots of green space and includes a canopied outdoor area that will be used for story times and special programs. Patrons can use their laptops, with free WiFi, after hours. The interior of the building provides for lots of open space and plenty of windows which create a bright and inviting atmosphere. A special area for young adults and a children's room makes the branch an inviting and welcoming environment. Unlike the stationary units that currently exist in other branches the shelving will be moveable to allow for re-configuration.&lt;/p&gt;
