Inspector on the Loose Inside a Theme Park

I recently enjoyed some fun in the sun over the holidays in central Florida. I really tried to leave my inspector hat at home and enjoy time with my family, however, the lines for some of the rides forced me to slow down and observe my surroundings.

Trying not to be too critical of things and knowing that the chances of some type of mechanical mishap while I was there were between slim & none, I could not help but notice a few things.

This picture shows a square shaped concrete footing or "footer" as some refer to it. This footing was located beneath stairs to a wooden roller coaster ride.

There is a 4"x4" post placed right on the edge of the footing. Instead, the post should have been installed with the post bracket placed dead-center of the footing. Otherwise, the footing could tilt or worse, fail due to the load placed on top of it.

The "Inspection Photo" below is from an attraction featuring boats that navigate through a water canal and between docks. The weatherproof covers for the GFCI protected outlets have been knocked off or are missing. They should be there to protect from accidental splashing of water into the outlets.

For a Toilet Tank Surprise, Inspector Should Opt to "Lift the Lid"

It's just part of the inspection routine to inspect the insides of toilet tanks. Typical findings include plumes of rust and corrosion on the tank bolts or some type of a jerry-rigged link between a flushing handle and a flapper.

While in the home stretch on this inspection, which was clean vacant home, I found this little guy or girl. Which sex it was I'm not qualified to determine. This GA gray tree frog did not move a muscle. I hope the new owners leave him alone. The little cut-out in the back of the tank allows it to come and go with the lid on.

Shower Head Surprise

The ubiquitous shower head. I sometimes let my guard down and momentarily forget some of the lessons I've learned while inspecting homes. Here's what I am referring to:

I try to remember to first look up at the shower head before turning on the shower. In the above instance, I had my camera on and ready because these heads with extended shower arms often leak.

Otherwise, it's all too easy to spray surrounding walls, floors, ceilings, and body parts. The fix is usually easy, but sometimes they simply need to be replaced.

Feel free to share a memorable account of a time when you got soaked.

Former home of heavy chain smokers with at least one child living there. Reusable filters, unfortunately, have to be washed once a month. Not every 3 months as this guy reasoned. This one was never cleaned anyway. Black tar coats the filter.

Fannie Mae, the Mistress of Deception....

Home Inspector Glen Fisher of South Jersey nailed this one when he described the condition of many of these Fannie Mae properties. I always know when I've entered one of these homes because of the ample numbers of flyers placed on the counters and the Sharpie dated Renuzit style air fresheners.

Via Glen Fisher (National Property Inspections of Southern New Jersey, LLC):

I hope most Americans are aware of the financial troubles of Fannie Mae and the questionable practice of the Federal Government backing Fannie Mae losses with taxpayer dollars. And I am sure that many Americans are aware that Fannie Mae owns thousands of recently foreclosed homes that have and are being placed on the real estate market for resale.

Having performed home inspections in southern New Jersey on countless foreclosed homes, I am well educated in the typical condition of these properties. In short, most foreclosures have serious defects.

It is not unusual for a foreclosed property to have been vacant for a year or more with no heat or air conditioning, allowing moisture to accumulate in the home in addition to permitting water pipes to freeze and burst. Due to the above, substantial mold growth is very common in these troubled properties.

The situation that has created the foreclosure is almost always lack of funds. The lack of funds conduce a state of little or no maintenance for a long period prior to the abandonment or eviction from the home. In addition, occasionally the prior homeowner is frustrated by the inevitable loss of the home and will sabotage it prior to leaving. Sabotage often includes disconnecting a drain pipe under a sink and leaving the faucet operating. I have witnessed other types of sabotage more extreme than water, but I will leave that to the reader's imagination.

The above circumstances result in Fannie Mae acquiring foreclosed homes in a distressed condition. That is not Fannie Mae's fault. What happens next is. Fannie Mae performs no credible home inspection to determine the condition of the home. Fannie Mae will provide winterization in the colder parts of the country and will review the home for improvements to enhance marketability. But most often these improvements are only cosmetic and nothing more than a calculated deception by Fannie Mae to masquerade the home's true condition.

For example, a Fannie Mae foreclosed home that I recently inspected showed new carpet, fresh paint and replacement toilet tank covers (that did not properly fit any of the toilets). Further, new kitchen appliances were on-site waiting to be installed. To an inexperienced homebuyer the house appeared to be move-in ready.

Not so fast. My inspection revealed a major mold problem, a suspected illegal addition, dangerous electrical wiring, a faulty furnace, plumbing problems and a severely rotted deck in addition to numerous other issues. While this home inspection proved to be very valuable to the purchasers, they were taken by surprise by the number and severity of the issues.

Unfortunately, not all buyers will insist on a home inspection and a small percentage of ethically-challenged real estate agents will discourage professional home inspections of Fannie Mae properties and similar homes. They do so by making statements such as "the property is being sold as is" and "an inspection can be used for information purposes only". While these statements can be accurate, the result often intended is to create an illusion to a homebuyer that paying for a home inspection is a waste of money.

Aside from performing essential repairs to a home's roof, structure or systems, I strongly recommend that Fannie Mae sell the foreclosed property "as acquired" with no cosmetic work performed. In my opinion, this will help to curtail the dubious practices of Fannie Mae, the mistress of deception.

Glen Fisher southjerseynpi@aol.com

January is National Radon Action Month

According to the U.S. Environmental Protection Agency, January is National Radon Action Month. You can obtain low-cost test kits locally or hire a radon professional to test. In a real estate transaction, the EPA recommends hiring a qualified professional to conduct the test. It's a sure way to obtain accurate results within your due diligence period. According to the EPA, Radon is the leading cause of lung cancer among non-smokers.

Who should be taking the lead for educating first-time homebuyers?

This is an informal poll. Opinions appreciated. I was just finishing up a home inspection on a new construction home a few days before Christmas. A young couple walked up to the on-site builder and asked him if they could take a look at a home across the street.

Since my job was complete, I seized the opportunity to walk up to them and introduce myself. I told them I was in the neighborhood for a client who hired me to inspect their new home. The young woman's reply was: "I didn't realize you need to get a new home inspected."

I am certain that today more people comprehend the importance of an inspection whether the home is a re-sale or if it is new construction. Unfortunately, these folks didn't get the memo.

Inspector associations like ASHI admit they don't have the marketing dollars for radio or TV public service announcement spots. I would think a powerful group like the NAR would, but they are going to focus on a macro approach which is to sell more homes.

So, who should be educating these uninformed consumers? I think the answer is each of us. Whether your a Realtor, an inspector, or someone who has benefited from the services of a home inspector.

New decks can take the load off

In many instances, new decks can take the load off the amount of reporting that's required. For years, deck builders in metro Atlanta Georgia have been making the same mistakes when it comes to methods of ledger board attachment. Mistakes that include missing flashing, incorrect attachment of ledger boards and direct attachment to cantilevered overhangs including bay windows.

Per code, the deck ledger should not be attached and supported by fasteners through brick veneer. Brick veneer is a wall cladding. It is not intended to support loads and it can crack. Instead, the deck attached to homes with brick veneer should be built as "free-standing" which means supported independent of the wall cladding.

A preview of a new construction home I will be inspecting this week provided some confidence in the workmanship of the sub-contractor. The ledger has continuous flashing (the exposed metal located above the ledger and below the deck board against the wall), metal joist hangers, diagonal bracing, and 6"x6" posts beneath the ledger boards. There will be a small recommendation, but it pertains to the attachment of the guard railing posts on the top side (not pictured).

Any past client or Realtor who has ever received an on-line inspection report from me can access it if they wish to via a secure password protected website. This is true for all home reports over the past 7 years.

My observation is is that once the transaction is complete, few return to review it. It could be a useful reference to review the past recommendations for repairs and maintenance.

"So easy, even a caveman can do it"

Cavemen contractors used primitive tools to notch an opening in the osb roof sheathing at the ridge peak:

Using a circular saw instead of a claw hammer to create an even nailing line for installation of the ridge vent was unecessary I suppose.

Unless installed properly, this type of wall cladding can be a hassle for a home owner. Most of the hurried, (read "crappy") installations reveal themselves immediately. That's when you can see poorly fitted stones with the aggregate showing at the edges. Just poor workmanship IMO. When the stuff falls off the house, it's nothing to "lathe" at.

How long does a water heater last?

According to a study by the National Association of Home Builders (NAHB), the average life of a tank type water heater is 10 years for a gas-fueled and 11 years for an electric tank water heater. Visit the link for the complete report on water heaterrs as well as other appliances and house components: http://www.nahb.org/fileUpload_details.aspx?contentID=99359

In my property inspecting experience, I have seen them last from only 5 years to one working unit which was almost 40 years old!

In this case, this pair of 20 year old Rheem units died years ago. You should have seen the mold in the basement of this vacant home!

Hone-In on Those Plug-Ins

A clear warning sign of a potential moisture intrusion problem is when I encounter air fresheners. These may include any type including the effective plug-in air fresheners. In this case, a handful of them were inserted into wall outlets to mask the musty smell, obvious mold and elevated levels of moisture in the basement.

The deal imploded before the Realtor arrived. The visible mold-like substances were not detected upon the client's initial visit to the home. It should have been an easy catch. My advice to the client on the next one is to visit the prospective home at least twice. The second time to look at the home more closely and objectively.

No, this was not a screen shot of Mike Rowe's episode of Dirty Jobs where he washes T-shirts in a mixture of volanic ash & mud. This picture is of a dryer that caught fire.

Yesterday, my fun-loving customer was sharing a story about a relative that had a dryer fire. She said a window below the vent was open and a fireball that shot out of the vent entered through the open window below. Kewl!, I thought.

After that story, I showed her the screen I removed from the dryer vent in her prospective home. The screen should not have been left in place in the first place. We snuffed out this potential fire starter.

Unseen Locks on Garage Door Tracks - Trouble Waiting to Happen!

Vacant bank & government owned homes dominate the housing market here in the metro Atlanta Georgia area. A common practices is for the property management companies to place locks on the garage door tracks for security purposes:

The problem during the due diligence period is that there is rarely a key available to unlock them. I can pull the emergency release cord and test the operator itself, however, I cannot demonstrate the opening and closing of the doors, or make sure the auto-reverse sensors are working. Also, the "Close Force" cannot be checked with the obstruction.

Many times, someone before me made an unsuccessful attempt to operate the doors without first inspecting the door. The results can mean damage to the doors and the door operator components. In this example, the rivets pulled out of the thin metal section of this low-end door, rendering this door unsafe and inoperable. Sometimes the results include the garage door being crushed like a soda can.

I suggest laying off from touching much of anything in an unoccupied house anyway. You're probably okay pushing the doorbell button though.

Termites may soon be swarming in a town near you!

The first really warm day in the Atlanta Georgia area was on Monday, where the temperature reached 87. On my morning inspection, I observed subterranean termites swarming from around some window trim. The swarm only lasted 30 minutes, but I was there to record it. The right window was reported to have been previously spot-treated by the pest control company, however, this window was not treated. The other window had visible damage to the exposed wood trim. There was no visible damage on this window due to the metal cladding over the wood trim. Easiest way to tell the difference between termites and ants is that the wings on termites are of equal length while on flying ants, they are unequal in length.

Was "Larry the Cable Guy" messin' around in your attic?

Arguably, one of the most frequent offenders to the integrity of the insulated building envelope is due to the activities of the cable installer. I frequently write-up that the attic insulation was disturbed or moved aside during the installation of coaxial cables, thermostat wiring or telephone/Internet cables:

The effectiveness of the loose fill insulation relies on the depth of insulation and the uniformity of its coverage. This is to maintain an R-value in accord with the insulation installers posted certificate as well as local code requirements.

The drilled penetrations through the top plates of stud walls are rarely caulked or foam-sealed with an approved firestop as required. Per the International Residential Code (Section 602.8 - IRC 2006), Fireblocking is required to "cut off all concealed draft openings (both vertical and horizontal) between a top story and the roof space." This can be achieved with an approved material.

Has anyone ever seen a cable installer carrying a caulk gun or "Great Stuff" Fireblock foam? No, me neither. I understand that time is money and this type of work probably involves little reward for their efforts. Sure, I'll replace a couple fiberglass batts or kick around a small disturbed area of loosefill insulation vs. writing it up. That's as long as I have the time and there is no risk to my personal safety.

New Construction Phase Inspections

With the slowdown in new construction homes around the nation as well as here in the metro Atlanta GA area, one of the rewarding aspects of my job has slowed down considerably. I am referring to the new home construction phase inspection.

Although never the mainsty of my inspection services, I considered performing multiple phase inspections such as the pre-foundation pour inspection, framing inspection and pre-drywall phase inspection, a nice change of pace.

Savvy clients were already believers in the value of this service. Clients initially on the fence about the necessity of this service would always come around to appreciate the value of the service. Once the walls, ceilings and floors are covered up with insulation, sheetrock and floor coverings, you have to cross your fingers and hope that all the components that went into the home were correctly installed by the variety of sub-contractors who had a hand in the project.

Looking forward to the next phase inspection in the not to distant future!

"Ready to Navigate"

So are you "Ready to Navigate" despite life's uncertainties? That's more or less what this photo symbolizes to me. What does it mean to you?

Quick Background: I had just completed a home inspection early evening last Friday and was uncertain about what lied ahead for me as I embarked on my way home. A decent snowstorm in Georgia is rare and I have not seen one like this since "Snow Jam '93". LOL

Despite some drivers with their blinking "I'm an Idiot" hazard lights on, (it does not take much of anything falling from the sky for people to put them on), the only real delay I encountered was in the drive-thu of a favorite Bar-B-Q establishment. Other cross-town commuters were reporting up to 4-5 hour trip times. Ugh!

Too Cold at Home

Songs and their lyrics often permeate my thoughts. Take for example, the Mark Chestnut song "Too Cold at Home" http://popup.lala.com/popup/432627047846394812 With a Home Depot gift card in the wallet, I purchased supplies to insulate and seal around the pull-down stairs, doors, plumbing penetrations and elsewhere. The area that remains cold is at the front of the fireplace. Outside temp was 22 this morning and the surface temperature of the front of the fireplace was 49 degrees. Interior walls were 68 degrees.

As you can see, I still have not come up with an aesthetically pleasing solution. The black borders above and below the glass doors are actually stick on magnets I purchased years ago from a sign shop. The blue painters tape was used to partially seal the gaps between the glass panels. The kids are now of age where they will pick me apart. They relentlessly chided me during an earlier failed attempt using plastic sheeting and duct tape.

One solution, (I lack confidence to say "a good solution"), would be to seal the enter opening surrounding by brick. Sandwiched pieces of extruded polystyrene sheeting would provide at least an R-6 value, however, the look of exposed pink would not be classy and my wife's face would instantly turn sour. I could hire a mural artist to paint a rendering of a permanently lit fireplace with all the trimmings and maybe a kitten resting peacefully in a basket in front of it. Instead, I need to save money so we can pay the huge gas bill that's coming.

Where does stolen HVAC equipment end up?

Well, I think they either go to the recyling center or they find another home. Homes often have newer replacement central heating and cooling units installed. Sometimes, they appear legitimate and sometimes not. Perhaps the installation of the equipment has been installed in speedy fashion and the equipment has been banged up a little. So, what do you surmise and then convey to the client when you have made the above observations. When the nameplates on newer systems have been removed, it's almost a dead giveaway, right? Or, could they have just fallen off? Assuming the role of a CSI "Home Inspection" Edition, what do you deduce and what should you report?

A rare day off. What to do on AR?

If you ask my wife, we are both happy when my inspection schedule is close to full. The day before Thanksgiving and am thinking about what I need to do to reach more referring entities (i.e. Realtors) for 2010. It's important for any peripheral service providers including home inspectors to maintain their existing relationships, but at the same time to reach out to other untapped sources of referrals.

So... I began anew by performing an update on my AR profile along with a new avatar. The carrot was the extra bonus points! For obvious reasons, I decided to have a new photo taken before the Thanksgiving feast rather than afterwards. Granted, I'm not 100% satisfied with result of the mug shot, but it beats my drivers licensed picture by a mile.

The Newest Home Inspector Marketing Trick

Yesterday, a local Realtor informed me of one such marketing piece that she had received in her mailbox. Then, I stumbled upon this blog. I encourage all reputable inspectors who exhibit integrity and competence as well as other virtues, to forward this onto their agents in order to be made aware before forwarding it on to other realtors in the office.

Via Paul Duffau (National Property Inspections in SE Washington):

I just received an email that encouraged me to participate in a "new" marketing program that offers my clients FREE gas and Groceries. Here's an excerpt:

Grocery Program Helped Me Steal A Sale. I was in a recertification program for my termite license today and my cell wouldn't get reception in the building. I leave this afternoon and found out someone left me a message this morning to get an inspection. Called back, he said he already booked with someone else and was ready to hang up. I said, "Do you mind if I asked who you went with?" He tells me. So I tell him about the grocery program and that you'll get your money back and more. So he says he'll talk to his wife and call me back. He called back in 5 minutes and booked the appointment(must of needed the time to cancel the other guy). THIS PROGRAM IS AWESOME!

TNSTAAFL! For those of you not familiar with the acronym, it stands for "There's no such thing as a free lunch!" and was one of the more memorable lines from Robert Heinlein's A Stranger in a Strange Land.

Maybe the Oregon Attorney General can put it into perspective:

Associated Press March 11, 2009 PORTLAND, Ore. -- The latest scams arising out of the recession include offers for "free" gas or groceries. The Oregon attorney general's office says the misleading and possibly illegal promotions typically lure consumers with offers of hundreds of dollars of free groceries or gas if they purchase certain products and mail the receipts. There's often a registration fee, such as $5. The scammer sometimes sends the first payment to encourage the consumer to participate. But future rewards fail to show up when consumers continue to buy the product and mail the receipts. The Oregon Department of Justice is participating in a national crackdown of the false promotions and has warned Oregon retailers about them.

Personally, I think that if an inspector needs a bribe to get business, he should work harder on building his reputation for integrity and competence.
