The Federal Trade Commission (FTC) enacted its Mortgage Assistance Relief Services (MARS) Rule to protect financially distressed homeowners from foreclosure relief scams. MARS makes it illegal to collect any fees until a homeowner has actually received an offer of relief from his or her lender and accepted it. The Rule: (1) prohibits providers of these services from making false or misleading claims; (2) requires disclosure of certain information about the services; (3) bans advance collection of upfront fees and (4) prohibits those who may provide substantial assistance or support to providers who are in violation of the Rule.

For a little over three years we have experienced a down market in Real Estate.  Some call this a Buyer's market.  But fewer Buyers are able to qualify based on stricter lending guidelines.  In the Southeastern Wisconsin market this downward trend began in the inner city neighborhoods of Milwaukee.   In 2005 and 2006 I could not believe the inflation rate on inner city properties.  Prices seemed to jump from the $50,000's, to $60,000's, and creeping into the $100,000 range in the matter of a few months.  It seemed there was little if any control, or common sense establishing lending practices.  Since … (1 comments)

The best time to look at foreclosures and submit an offer to purchase may be right after a snow storm.  Many cash investors are also in the snow removal business.
Trying to compete with a cash offer on a foreclosed home can be difficult, unless you can provide a substantial down payment.  Asset managers generally will take a few days to make a decision, and provide a written contract to sell the property.  A major snow storm may help to reduce the competition when bidding on the best foreclosed properties on the market.
