New federal incentives to help struggling homeowners is likely to result in more mortgage modifications and further stabilize the local housing market. Home loan modifications begun after Sept. 1 are eligible for Home Price Decline Protection Incentives.
Last February, the Obama Administration launched the first in a series of programs to stabilize the housing market - Making Home Affordable, Hope for Homeowners, Foreclosure Alternatives and now the Home Price Decline Protection Incentives. To encourage loan servicers to make more modifications, lenders are offered cash payments for every eligible loan, addressing investor fears that home prices could continue to fall.

That's a solution offered by economist Christopher Thornberg, founder and principal of Beacon Economics, in a speech at a Real Estate Research Council of Southern California luncheon March 19, 2009, at Cal Poly Pomona.
A "Mulligan Period" in which foreclosures don't negatively affect credit scores, he explained, would allow dispossessed people to immediately buy homes again, this time with loans tied to their true ability to pay. I've lived and worked in Rancho Cucamonga, Ontario and Upland for the past 33 years, and think I know the boundaries of the Inland Empire, but when a recent caller pinned me down, I turned to Wikipedia, the online equivalent of Webster's Unabridged Dictionary and the Encyclopedia Britannica rolled into one, for the official word.
To quote Wikipedia, "The Inland Empire is a region mainly located in the Riverside and San Bernardino counties of Southern California and generally encompasses the urbanized, western Bernardino, and Riverside. ... Aren't we fortunate that the founding fathers signed the Declaration of Independence in July! Who doesn't love a summer parade - especially one in which children decorate their bikes or line up in rows and proudly participate in the festivities. Spectacular fireworks shows finish off the day in many communities.

Why? That's a question I ask myself whenever I see a vacant house. The answer is important in determining the sellers' motivation in selling.
Is it because the owners closed escrow on another home before they listed, or before an offer was made on this one and are now paying two mortgages? Was it a rental that the owner is selling to facilitate another investment? Is it an estate being settled after the death of the owner?
