No this is not a reality yet.  I am not sure how seriously anybody is taking this proposal.  But there was a column in the Washington Examiner that proposes allowing penalty-free withdrawals from retirement accounts so long as the proceeds are used to pay down mortgage debt.  The author suggests that such a proposal could be a boost to the housing market.
Certainly with the US facing serious issues related to both distressed housing and a high national debt, the government would certainly examine any proposals that would help in these areas.  We might be reading more about these and similar proposals.
