ATLANTA MARKET - SEPTEMBER 2009 in REVIEW

I was at a seminar recently. Among many topics, was of course, the subject of market conditions for Atlanta in 2010. And, as you can imagine, the opinions were mixed. Opinions ranged from a 50/50 chance the recession will turn around (safe bet!) to the possibility of a double dip recession.

Other projections included:

Interest rates will remain level but rise slightly by the end of 2010
Home prices will remain flat
The sweet spot for home sales: $400,000 and under
Condo inventory will finally become depleted but at the expense of price slashing
S-L-O-W new home starts.

Here are the current stats for September 2009 vs. September 2008

Foreclosures in our Atlanta market still tend to capitalize our market; but, short sales seem to be making a strong showing. Unfortunately, due to the unregulated handling of short sales, they still tend to be a lot of work and require an enormous amount of patience - with no guarantee.

EXTENDED HOME BUYER TAX CREDIT!

The $8000 Tax Credit was set to expire on December 1st 2009. We are happy to announce that both the Senate and House have passed an extension and expansion of the Home Buyer Tax Credit. The bill is now signed by the President and is official! This is great news for buyers and sellers of real estate in metro Atlanta and north Georgia.

Overview Of The New Home Buyer Tax Credits:

The $8,000 1st Time Home Buyer Tax Credit Is Extended. Binding contracts must be executed by 4/30/2010 and closed by 6/30/2010.
New $6,500 Tax Credit Is Expanded For Trade-In Or Move-Up Buyers. The Buyer must have lived in their current residence for 5 of the past 8 years and must live in their new residence for a minimum of 3 years after the purchase.
Income Limits Are Raised To $125,000 ($225,000 Joint). There are phased out credits for incomes up to $20,000 in excess of these limits.
Eligible Home Purchase Prices Are Limited To $800,000. This is a new addition to the previous bill.
2010 Purchases Could Apply For 2009 Tax Returns.
No Repayment If Home Is Main Residence For 36 Months.
The 36-Month Provision Waived For Active Military Moves.
The IRS Will Impose New Anti-Fraud Oversight.

The new trade-in or move-up tax credit is estimated to apply to over 70% of real estate buyers. There is no requirement to sell your current home - just to make the new home your principal residence for 3 years. That allows current homeowners to rent their former residence and buy while prices are still low. It also allows buyers to purchase a pre-sale if it can be completed and closed before June 30th 2010. These are just a few of the new possibilities that are now available for buyers in metro Atlanta and north Georgia.

These low prices and mortgage rates will not last forever!

Attended by over 6,000 festival-goers, families and food connoisseurs, Taste of Suwanee is now an annual tradition in the City of Suwanee, voted in the top ten cities in the nation. Over 30 restaurants participate in an afternoon of sampling appetizers, entrees and desserts from their menus.

This year culinary demonstrations are offered by the infamous Chef John of Kroger Cooking School. Dish Network will air college games live for the football fanatics. The event will also offer entertainment to please every palette, including a concert stage with live music and performances.

The Kids Zone will return with new and improved inflatable activities, rides and games. After dining, festival-goers can meet Community Partners and stroll through the Artist Market for arts and crafts from local artists.

The North Gwinnett Tip-Off Club invites you to be a part of this incredible community event.

Mark your calendars!

Suwanee's Toast at Town Center

DATE: November 5th and December 3rd
TIME: 5 pm - 10 pm

This will the first time the City of Suwanee has changed the alcohol ordinance to allow an event which will allow beer and wine ONLY to be bought and carried out of the restaurants.

There will not be entertainment or vendors in the park. The idea is to keep people in front of the businesses and to create a social atmosphere in which people will enjoy music provided by the merchants, shop, and stroll along Town Center Avenue.

Depending on the success and participation will determine if "Taste at Town Center" will become an annual event.

Suwanee GA MARKET REPORT- THIRD QUARTER '09 vs. SECOND QUARTER '09

Like other areas of the country, the wonderful town of Suwanee GA continues to look for signs of improvement in their real estate market. There is no question whether you are a Real Estate Agent, a home owner trying to sell or a buyer out looking for the deal, each would give a different perspective on the state of our local market.

Suwanee managed to hold steady during third quarter in overall units sold as corporate owned properties and/or foreclosure distressed properties:

Second Quarter saw 27 "Corporate Owned" units sold while the 3rd quarter was witness to 22 units sold under "Corporate Owned".
Comparitively, Second Quarter had 39 units sold as "Foreclosure" while 3rd quarter sold approximately 36 units as "Foreclosure" units

Located approximately 30 miles north of down town Atlanta, with a population of approximately 16,000 residents, Suwanee has enjoyed good (but reasonable) appreciation on their homes as the town has grown over the past 20 years. Unfortunately, like everywhere else, the residents of Suwanee are no stranger to the burst of the real estate bubble or the financial meltdown felt by so many across the country.

I admit, I have fallen behind on the market reports. To bring us all up-to-date, I am combining July and August. As of today, I think we are seeing some movement in the Atlanta market. The concensus seems to be that the interest rates certainly are enticing the buyer; but, the First Time Home Buyer Tax Credit is coming to a close shortly and that may also be perpetuating the fence sitters to take the plunge.

Let's take a look at mid-summer sales in the Atlanta market:

Gwinnett County Public Schools can pat themselves on the back! The
SAT scores for the Class of 2009 were released last week and the
numbers are looking up (literally).

The Class of 2009 is the fourth graduating class to take the newest
version of the SAT. The current version includes writing. There are
three sections to the SAT: Critical reading, math and writing). Gwinnett
County students topped state and national averages.

ATLANTA GA - JUNE 2009 in REVIEW

Anyone who lives in the Atlanta area can tell you that the housing market has definitely been affected by the new homes bubble, the large number of short sales and foreclosures as well as a reduction in buyers. Atlanta was one of the top markets in the nation for new home construction until 2006. Currently new homes sales are down 80 percent from peak levels.

Georgia currently ranks #7 in the nation for foreclosures. More short sales and foreclosures are expected. For 2009 over 50% of sales are short sales, foreclosures, corporate owned or bank owned properties.

Current inventory levels are approximately 16,000 less than previous years. Home pricing has dropped due to foreclosures, short sales, aggressive new home prices and home owners becoming more aggressive in their pricing in order to compete. According to Case-Shiller average home values have dropped 23.14% from the peak of July, 2007.

As of the end of June, 2009 inventory supplies stand as follows:

16.7 months for ATTACHED
12.0 months for DETACHED

Atlanta currently ranks in the top 10 nationally for foreclosures. And that statistic is glaring when you start to break down what the numbers actually represent.

DETACHED SINGLE FAMILY HOMES

May, 2009 3,614 DETACHED single family houses sold in the metro Atlanta area. Of these 1,620 properties were corporate owned or foreclosures - 44.8% of all DETACHED single family houses sold were distressed properties.
Compare this to May, 2008 with 4,526 DETACHED single family houses selling with 1,384 properties being corporate owned or foreclosures - 30.57% of all DETACHED single family houses sold in '08 were distress properties.
Foreclosure and/or corporate owned DETACHED properties sold is UP 14.5% compared to one year ago same time.

ATTACHED SINGLE FAMILY HOMES

May, 2009 551 ATTACHED single family houses sold in the metro Atlanta area. Of these, 227 properties were corporate owned or foreclosures - 41.2% of all ATTACHED single family houses sold were distressed properties.
Compare this to May, 2008 with 792 ATTACHED single family houses selling with only 186 being corporate owned or foreclosures - 23.45% of all ATTACHED single family houses were distressed properties.

Foreclosure and/or corporate owned ATTACHED single family properties sold is UP 18% compared to one year ago same time.

According to Steve Palm/Smart Numbers, inventory levels dropped in May 2009 reflecting 16,000 less listings compared to one year ago. I believe it is indicative of most home owners sitting on the side lines choosing not to compete against the foreclosure market.

The lower interest rates along with the First Time Home Buyer Tax Credit and Georgia's Home Buyer Tax Credit do seem to keep the Atlanta real estate market alive. However, it's my opinion that consumer confidence could really take a nose dive to the point nothing sells if the Federal deficit continues to climb as the House and Senate work diligently to pass the Cap and Trade bill along with the Health Care Reform Bill.

IS IT POSSIBLE TO SELL IN TODAY"S MARKET?

It seems like a daunting task to many home owners toying with the idea of whether to sell their home now or to sit tight until they see improvement in the current real estate market.

As a Realtor® for over 14 years, this indeed is the most challenging time in our industry that I have seen. However, it is safe to say that homes are selling that are NOT foreclosed or distressed properties. But to be amongst the success stories instead of just reading about them, it takes planning, a dose of reality and commitment to the process.

During the first four months of 2009, 11,144 homes sold in the greater metro Atlanta area.

Of the 11,144 homes sold, 6,060 of them were
foreclosed/corporate owned properties.
Leaving 5,084 homes selling that were NOT among the
banked owned properties. How do you become one of them?

Prepare your home inside and out. My recommendation
to homeowners is to pretend you are buying your house
all over again. As you walk through the house - and around
the outside of the house - using the eyes of a Buyer
(with a paper and pencil in hand), list every item that you
would notice and want repaired.
FIX the items on your list BEFORE you list.
Associate yourself with a reputable agent who is familiar
with your market area, who is a FULL TIME Realtor®,
and can provide you aggressive (out of the norm) marketing.
Price your home competitively to compete with the foreclosed
properties. What you may loose on the sale, you should be
able to recapture when you purchase.
Know the rules of the game: There are plenty of choices
available to the buyer. They are not "falling in love" with the
house they decide to make an offer on. Most are looking
for "the deal." You need to be willing to deal! What you "NEED"
out of your house doesn't factor into what a buyer is willing
to pay.
Most buyers are not countering multiple times as in previous
years. It is not uncommon for you (as the Seller) to get one
chance to make an offer work. If you can....make it work!
The good news is buyers are being qualified more stringently
than in years past. The guidelines have really tightened up!
And, buyers are now required to invest "some skin in the game."
As a seller, you should be able to feel a bit more at ease that
you are dealing with a qualified buyer.

In the end, even with the challenges facing us today in the real estate market, the enticing interest rates and the decline of property values it is still a GREAT time to buy and SELL real estate.

How Does Your Garden Grow.....

Staying true to form, the City of Suwanee has started the process of
sowing seeds for a community garden. The 7-acre site is located near historic
Old Town Suwanee at Buford Hwy near White Street and the location of a former
farm.

The City of Suwanee is steeped in agricultural history
so the community garden seems completely appropriate and won voters approval
as part of Suwanee's open space program. The newly created community garden
and historic barn, which still stands, will pay homage to the City of Suwanee's
beginnings.
The barn will be renovated and made accessible to the public for work on
the property. In addition to the community garden, the 7-acre site will
include walking trails, seating and will also serve as the back drop for
horticultural and ecological education.
Current plans have the City of Suwanee owning and maintaining the
property. The long-range hope is for an appointed citizen board to
oversee the day-to-day operations of the garden.

Gwinnett Village CID, Gwinnett Place CID and City of Suwanee Receive Grants to Fund Revitalization Efforts

Norcross, GA (March 30, 2009) --- The Georgia Department of Transportation (GDOT) recently awarded $150,000 in grants to aid three Gwinnett County groups in their revitalization efforts. Grants were awarded to the City of Suwanee, Gwinnett Village Community Improvement District (CID) and Gwinnett Place CID. All three grants will be used for improvements surrounding active Interstate-85 interchanges with redevelopment potential.

"These three projects were selected to receive Georgia Department of Transportation Roadside Enhancement and Beautification GATEway Grants based on review and recommendation of our Roadside Enhancement and Beautification Council members," said Davie Biagi, landscape architect for the Georgia Department of Transportation. " A primary goal of the GATEway Grant program is to fund enduring enhancement of the roadsides for the traveling public, so evidence the groups have solid plans for quality maintenance of their beautification projects was key. The Georgia DOT appreciates the fine examples and enthusiastic participation of these local government entities in beautifying Georgia's public rights of way. "

The Gwinnett Place CID project centers around continued landscape improvements at the Interstate-85, Pleasant Hill Road interchange and includes enhanced landscaping for the northeast and southeast quadrants of that exit. The CID has already undertaken and completed a similar project for the Steve Reynolds Boulevard interchange and part of the Pleasant Hill Road exits.

"These interchanges serve as a welcome mat for Gwinnett County," said Joe Allen, executive director for Gwinnett Place CID. "The investments made set the standard and send a message that these areas remain successful and are poised to continue thriving in the future. Landscaping is just one step in promoting quality redevelopment throughout the area."

The $50,000 grant that Suwanee received will be used for landscape enhancements around the GA-317 (Lawrenceville-Suwanee Road), Interstate-85 interchange. The beautification project is part of the City's overall redevelopment plan that includes infrastructure, streetscape and transportation improvements as well as marketing and branding for the area. The landscaping improvements that will be partially funded through the grant are an integral part of the overall plan for the area.

"Suwanee Gateway is in good company with the CID areas," said Denise Brinson, director of economic and community development for the City of Suwanee. "The fact that so many communities are working to redevelop and make these types of improvements does nothing but cement the notion that great things are happening in Gwinnett."

Gwinnett Village CID will be using their grant to help fund a $125,000 aesthetic improvement project centering around the southwest corner of Interstate-85 and Jimmy Carter Boulevard. The newly landscaped plot will serve as an extension of the previous $825,000 beautification project that the CID has undertaken including the landscaping of the interchanges at Jimmy Carter Boulevard, Indian Trail Road and Beaver Ruin Road. Similar to these previous projects, the Jimmy Carter Boulevard, I-85 Gateway project will utilize an undulating pattern of primarily native and drought resistant plant materials.

"It's more than just landscaping, the aesthetic improvements promote a sense of security, pride and community," said Chuck Warbington, executive director for Gwinnett Village CID. "It helps create an environment that is appealing to residents and businesses in the district."

OPEN LETTER TO GWINNETT TAXPAYERS MAY 22, 2009

As mayor of Suwanee, I can attest firsthand that local governments are profoundly affected by these challenging economic times. I can also promise that the Suwanee City Council is doing everything in its power to hold the line on taxes.

People are hurting. Many have lost jobs or taken pay cuts. Businesses are facing unprecedented challenges. Nonprofits are trying to survive. Everyone seems to be doing whatever they can keep costs down. Well, not everyone.

Earlier this week, our Gwinnett County Commissioners announced their plan to raise your property taxes by more than 25 percent - 30 percent if you live in a city - so they can expand their 2009 budget by about 10 percent over their 2008 budget. We don't have the exact figures because they still won't publish the budget they adopted March 3.

You see, even though we're nearly halfway into the fiscal year, without their budget document, the public is being kept in the dark. Our commissioners are ballooning county government in the worst economy anyone can remember.

Forty-three million of this enormous $87 million property tax increase isn't even planned to be spent in 2009 - they're socking it away in something called "working capital reserve." Our commissioners have decided it's better to overtax you and hoard those dollars than for you to pay your mortgage, health care or for your kids' education.

Under the guise of public safety, our commissioners have hatched a curious plan to hire 170 more officers to start patrolling inside cities that are already policed effectively by the cities. This wasteful and dangerous duplication will require another $17 to 20 million of your money in new taxes - can't know for certain without the budget. Sheriff Butch Conway calls their scheme a "terrible mistake."

Growing the size of government in these economic times is exactly the wrong thing for any elected body. It's quite obvious that our commissioners are oblivious to the reality that the rest of us face. We're cutting back, yet they're expanding their county largesse and sending us the bill. And it's going to be a whopper.

State law requires our commissioners hold three public hearings at the Gwinnett Justice and Administration Center before they set these new tax rates. Two are scheduled for Tuesday, the day after Memorial Day. The third is June 2, after which the county will vote on the new tax rate.

I plan to attend all of them, and hope you will, too.

Have we learned anything from the county's recent "trash plan" episode? This time, will we make our voices heard to our elected commissioners before they take action on this outrageous tax hike?

If not, brace yourself for a doozie of a county tax bill.

ATLANTA GA - APRIL 2009 REAL ESTATE MARKET IN REVIEW

Those with the crystal ball continue to say the bottom is near. How long have we heard that? In a recent "reading of the crystal ball, chief economist, Mark Zandi with Moody's Economy, Inc. targeted December 15, 2009 for the bottom (Realtor.org/April 28, 2009-Source: Wall Street Journal. June Fletcher, April 24, 2009). Hmm.....One has to surmize it will all depend on your market location.

Steve Palm with Smart Numbers shows the inventory for single family homes in Atlanta declined the end of April compared to March. He noted, "...we are now approaching 2006 inventory levels." (May 21, 2009). Contrast this to a recent news cast predicting the Atlanta market might be in this a bit longer than December 15, 2009. However, it still doesn't mean you can't sell your home or that you have to give your house away. As I have mentioned in previous post, Tips on Selling Your Home, you can be very successful in selling your home, if you PREPARE and EDUCATE yourself!

Recapping April, 2009 is outlined below. Units and average sales price is down. However, if appreciable housing inventory levels continue to decline as Steve Palm noted then it may be "safe" to assume we may begin to see a SLOW upswing in home values. Time will tell....

NOW is the time!!! If you have been sitting on the fence waiting
to buy a new home....NOW IS THE TIME!!! And, time is of
the essence. Two credits are now available for home buyers
in the state of Georgia. The Federal First Time Home Buyer
Tax Credit and the Georgia Home Buyer Tax Credit (House
Bill 261).

FEDERAL FIRST TIME HOME BUYER $8,000 TAX CREDIT

The tax credit is for first time home buyers only. For the
tax credit program, the IRS defines a first-time home
buyer as someone who has not owned a principal
residence during the three year period prior to the
purchase.
The tax credit does not have to be repaid.
The tax credit is equal to the 10 percent of the home's
purchase price up to a maximum of $8,000.
The credit is available for homes purchased on or after
January 1, 2009 and before December 1, 2009.
Single tax payers with incomes up to $75,000 and
married couples with incomes up to $150,000 qualify
for the full tax credit.

GEORGIA HOME BUYER TAX CREDIT

Governor of GA signs May 11 House Bill 261 providing
for $1800 State of Georgia Tax Credit (1.2% up to $1800).
Homes under $150,000 would qualify for the full $1800 tax
credit.
Qualifying homes must have been listed prior to May 11.
Tax credit is spread over three years.
No purchase restrictions.
Program ends November 20, 2009.

Interest rates are at an historical low - 4.5%, making this opportunity
even sweeter. And, these low rates won't last forever! Like the
tax credits, all good things will come to an end....NOW IS THE TIME!

$8,000 FIRST TIME HOME BUYER TAX CREDIT - MORE GOOD NEWS!

NEW NEWS...IS GOOD NEWS...

As I had mentioned in a previous post, the $8,000 First Time
Homebuyer Tax Credit is great but how do first time home
buyers make the purchase if their funds are limited. The new
down payment guidelines under FHA is 3.5% and Conventional
is 10% (up from 5% earlier this year).
No one disputes financing guide lines needed to be tightened.
But if you are going to throw out a carrot to this segment of the
home buying community to help stiumulate the housing market,
it only makes sense (if you have worked in real estate long enough)
to know these buyers are usually young and have limited funds.
On Tuesday, the Federal Housing Assocation (FHA) came to realize
the same thing!
FHA is going to allow home buyers to use the $8,000 First Time
Home Buyer Tax Credit as a down payment. With the assistance of
an approved, lender, buyers will be able to access these funds through
a short term "bridge loan." According to Shaun Donovan, Secretary of
the U. S. Treasury, "We all want to enable FHA consumers to access the
home buyer tax credit funds when they close on their home loans so
that the cash can be used as a down payment." This new change, in
my opinion, should have an exponential effect going forward on the
number of first time home buyers seeking to be home owners vs. what
we were seeing previously.
Additionally, if you live in the state of Georgia, more good news!
The Governor has signed HB 261 an $1800 tax credit for first time
home buyers. There are a couple of facts to be aware of:

$1800 tax credit or 1.2% of the purchase price
Credit spread over a period of three years
The credit can be claimed one time per tax payer
You must close on the home between June 1 and November
30, 2009.

Great opportunities abound for the first time home buyer: Historically
low interest rates, selection AND the $8,000 First Time Home Buyer
Tax Credit.....It doesn't get much better than this!!!

CONGRATULATIONS SUWANEE!!! You did it again!

The City of Suwanee has added one more to their treasure
chest of awards! On February 17, 2009, the city was
presented with the Kaleidoscope Award from the Southeast
Festivals and Events Association for its 2008 events.

Among the awards presented to the City of Suwanee were
two gold and two bronze awards. In the annual competition,
there were 140 entries from 22 different organizations.

The GOLD award was presented to the City for: "Best
Event within an Event" category for Body Plex's "World's
Largest Outdoor Spin Class" which took place
as part of the Tour de Georgia. The second GOLD award
went to Melissa Fernandez, Suwanee Day Chairperson
in the "Best Volunteer" category (events under $75K).

The notorious "Suwanee Day Festival" and the 2008
25th Suwanee Day commemorative poster by Melody Orr
brought home the BRONZE.

No wonder so many take pride in calling
Suwanee "HOME!"

COME PLAY IN THE FOUNTAIN AGAIN!

It's a sure sign of summer when you drive by Town Center Park and see pet owners throwing
a frisbee to their dog, Dad's playing catch with their kids; or people lounging on blankets

The vote is in and it appears the residents of Suwanee consider their city a great place to live!

This comes after Suwanee held its first National Citizen Survey late last year. Surveys were sent out to approximately 1200 residents and received a 32 percent response rate. According to City Manager, Marty Allen, the purpose of the survey was to assist city officials in setting priorities for the city and improve areas of weakness.

The survey was conducted in November and covered eight areas:

Community quality
Community design
Public safety
Environmental sustainability
Recreation and wellness
Community inclusiveness
Civic engagement
Public trust

Overall Rankings by Respondents:

Ranked quality of life as good or excellent - 95%
Ranked Suwanee as a good or excellent place to live - 97%
Those who plan to live in Suwanee for the next 5 years - 91%
Ranked the city parks as good - 21%; Ranked the city parks excellent - 76%
Residents who felt a strong sense of community - 90%
Ranked Suwanee as a good/excellent place to raise children - 97%

As a resident of Suwanee for over 21 years and a regular visitor to the Suwanee Creek Park, the results are not a surprise! What was a surprise...Only 78% of those who responded rated the services for taxes paid as excellent or good - For me personally, I think every city tax dollar we have paid has been well worth it because the improvement in our quality of life has improved exponentially!!!

ATLANTA GA - MARCH 2009 IN REVIEW

The crystal ball has been shining a bit brighter these days; but fair to say it isn't quite glowing yet. According to Steve Palm, Smart Numbers, indicators are beginning to point in a positive direction supporting the predications of positive results in the second half of this year.

The first time home buyer has helped fuel improved sales due to historically low interest rates and the First Time Home Buyer Tax Credit. According to Lawrence Yun, NAR Chief Economist said, "The share of lower priced home sales has trended up, indicating a return of many first-time buyers, which we also see in a parallel member survey." Sales in the upper price ranges remain stalled because of higher interest rates on jumbo loans." (Realtor.org April 23, 2009). A survey by NAR shows first time home buyers accounted for 53 percent of transactions nationwide.

As we all look forward to a more robust selling season here in Atlanta, let's take a look at how the market faired in March 2009 compared to March 2008.
